Parking is not permitted within the 30-foot front yard. • Parking bays located within the body shop can be included and counted toward the total number of parking spaces provided. • Include the gross parking calculation and the percentage. • The office area and the storage area totals do not match totals shown on the floor plan table. In no case shall light poles be greater than 30 feet in height. • The proposed monument sign is shown off site, which is not permitted. The sign shall be located on site and shall maintain a minimum setback of ten (10) feet from the nearest property line. • Provide a heavier line weight for the property lines. • Find an alternative to Bald Cypress which is not on the approved tree list. • Provide the symbols for the trees in the plant schedule. • Remove the contractor notes. • Revise the format of the Landscape Tabulations Table to the following: o Interior calculation, second perimeter calculation and last non-vehicular open space calculation. o Interior tree calculation is correct o The perimeter tree calculation includes Port America (286 feet), Minters Chapel (434 feet), and Arline Drive (280 feet), for a total perimeter length of 1,000 linear feet. Based on this total, twenty (20) perimeter trees are required. o The non-vehicular opens space tree calculation is 2 trees. • Label Airline Drive. • Label the height, material type and location of existing and proposed fence. • Add the following notes: o 1. With the exception of the west property line, vehicle use areas shall be screened by shrubs minimum of two (2) feet in height when measured immediately after planting. Hedges, where installed, shall be planted and maintained to form a continuous, unbroken, solid, visual screen which will be three (3) feet high within one (1) year after time of planting. o 2. All requirements of the City of Grapevine soil erosion control ordinance shall be met during the period of construction. MEMORANDUM PLANNING SERVICES MEMO TO: BOARD OF ZONING ADJUSTMENT FROM: ERICA MAROHNIC, PLANNING SERVICES DIRECTOR ALBERT L. TRIPLETT, JR. PLANNER II SUBJECT: BOARD OF ZONING ADJUSTMENT CASE #BZA26-06 900 PORT AMERICA PLACE MEETING DATE: MONDAY, APRIL 6, 2026 BACKGROUND INFORMATION: The subject property is developed with a one one-story, 35,429 square foot office/warehouse building on a 125,700 square foot (2.89 acre) lot. The zoning district prior to development was “I-1” Light Industrial District, and was rezoned to “LI”, Light Industrial District in the 1984 City-wide Rezoning. On March 17, 2026, City Council approved the first reading of an ordinance, conditional use permit CU26-03, on the subject site, to allow for an automotive repair garage with outside storage, in conjunction with a proposed business . Of the 35,429 square foot warehouse, 25,101 square feet will be utilized for the proposed business, Crash Champions. On April 1, 1996, the Board of Zoning Adjustment approved BZA96 -07, granting a variance to allow the elimination of the required 10 -foot landscape buffer along the western property line for approximately 255 linear feet. The application was submitted by Megan Moore - CRESA, on behalf of the property owner. REQUEST: The applicant is requesting a special exception to reduce the minimum depth of perimeter landscaping of 15 feet when adjacent to right-of-way. The following special exception is requested: Section 43.E.3, Nonconforming Uses and Structures allows the Board of Zoning Adjustment to approve the remodeling and/or enlargement of a nonconforming use. Specifically, the applicant is requesting a special exception to the allow the subject site to remain as developed and to allow an exception to Section 53, Landscaping Regulations. The subject site does not meet the following requirements: Agenda Item #7 BZA25-06.4 2 • Subsection H.2.a, of Section 53, Landscaping Regulations stipulates whenever an off-street parking or vehicular use area abuts a public right-of-way, except a public alley, a perimeter landscape area of at least 15 feet in depth shall be maintained between the abutting right -of-way and the off-street parking or vehicular use area. An appropriate landscape screen or barrier shall be installed in this area and the remaining area shall be landscaped with at least grass or other ground cover. CONDITIONS: A building permit was issued in 1996, allowing the lot to be developed as shown on the Existing Conditions Plan dated January 23, 2026. Currently, and as proposed, the site is not compliant with Zoning Ordinance (82 -73) relative to the required perimeter landscape area. The ordinance requires a minimum 15- foot-wide landscape buffer, within which a screening device or barrier must be installed, with the remaining area landscaped with grass or other ground cover. To address the screening of the vehicular use area from the right -of-way, the applicant has proposed approximately 365 linear feet of screening shrubs along the eastern property line. RECOMMENDATION: Staff recommends the Board of Zoning Adjustment approve a special exception to the Grapevine Comprehensive Zoning Ordinance 82-73, Subsection 43.E.3, Nonconforming Uses and Structures to allow the subject site to remain as developed as shown on the plot plan. /at
