SUBJECT: PURCHASE AND INSTALLATION OF A 32' BRANCH CHRISTMAS TREE
WITH 4' STAR TOPPER AND PROGRAMMABLE LIGHTING SYSTEM
RECOMMENDATION: Consider approval of the purchase of the 32' branch Christmas tree with 4'
star topper, programmable lighting system, and accompanying on-site
programming and support services and an ordinance appropriating the
funds.
FUNDING SOURCE: Upon approval of the attached appropriation ordinance, funds will be
available in the General Fund (Parks) for an estimated amount of
$75,000.
BACKGROUND: As the Christmas Capital of Texas, Grapevine is recognized statewide for
its extensive holiday programming, decorations, and community
celebrations. Each year, the City continues to enhance its displays to
meet public expectations and support the seasonal experience that draws
residents and visitors alike. The proposed 32' tree will further strengthen
Grapevine's holiday presence and maintain the high standards associated
with the City's Christmas Capital branding by replacing the existing
programmable Christmas tree that has reached the end of life due to
weathered branches, outdated technology, and a lack of replacement
parts and lighting.
Tree Specifications:
32-foot commercial branch-style Christmas tree and 4-foot illuminated star
topper.
Programmable RGB lighting system capable of custom sequences and
animated holiday shows.
Included Services:
On-site programming of lighting effects and sequences.
Professional technical support for setup and adjustments.
On-site oversight during the first-year installation to ensure proper
assembly, safety compliance, and optimal performance.
ORDINANCE NO. 2026-054
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS, AUTHORIZING THE
APPROPRIATION OF REVENUE IN THE AMOUNT OF
$80,000 IN THE GENERAL FUND (PARKS AND
RECREATION) TO BE RECEIVED FROM THE SALE OF
A PARKS ASSETS AND AUTHORIZING THE
APPROPRIATION OF $75,000 IN THE SPECIAL
REVENUE FUND FOR EXPENDITURES ASSOCIATED
WITH THE PURCHASE AND ASSEMBLY OF A
PROGRAMMABLE CHRISTMAS TREE; DECLARING
AN EMERGENCY AND PROVIDING AN EFFECTIVE
DATE
WHEREAS, the City of Grapevine has reached an agreement to sell their 53
passenger bus and other Christmas assets for $80,000; and
WHEREAS the City intends to replace its existing programmable Christmas tree
with a new and updated tree; and
WHEREAS the City has received a bid of $74,408 for the purchase and
assembly of the new tree; and
WHEREAS, constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this ordinance is in the best
interests of the health, safety, and welfare of the public.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and
correct and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council hereby authorizes the amount of $80,000
in revenue to be appropriated in the General Fund (Parks and Recreation) for the
receipt of the funds from the sale of the assets.
Section 3. The City Council hereby authorizes expenditures in an
amount estimated at $74,408 to be appropriated in the General Fund (Parks and
Recreation) for the costs associated with the purchase and assembly of the tree.
Section 4. That the terms and provisions of this ordinance shall be deemed to
be severable, and that if the validity of any section, subsection, word, sentence, or
phrase shall be held to be invalid, it shall not affect the remaining part of this
ordinance.
Section 5. That the fact that the present ordinances and regulations of the
City of Grapevine, Texas, are inadequate to properly safeguard the health, safety,
morals, peace and general welfare of the inhabitants of the City of Grapevine,
Texas, creates an emergency for the immediate preservation of the public business,
property, health, safety and general welfare of the public which requires that this
ordinance shall become effective from and after the date of its final passage, and it
is accordingly so ordained.
