SUBJECT: WATER SUPPLY AND INFRASTRUCTURE GRANT APPLICATION WITH
THE TEXAS WATER DEVELOPMENT BOARD
RECOMMENDATION: City Council to consider approval of a resolution and affidavits authorizing
the application for a Water Supply and Infrastructure Grant (WSIG) with
the Texas Water Development Board for financial participation.
FUNDING SOURCE: This item does not require additional funds to be expended. The
application is for financial support for the current water meter replacement
program that has prior approval from Council.
BACKGROUND: The City is applying for WSIG grant in support of the water meter
replacement program. This grant is a one-time, stand-alone, grant
opportunity and will provide 100 percent grant assistance in the amount of
$2,365,000. Projects are limited to water supply and infrastructure
projects only with an emphasis on water conservation.
The water meter replacement program was first approved by Council on
November 17, 2020, with subsequent contract renewals on September
19, 2023, March 19, 2024, March 18, 2025, and March 3, 2026. To date
11,745 meters have been replaced. These meters send usage reports
hourly which supports staff in billing disputes and assisting customer in
identifying continuous use (leaks).
In addition, the program request includes a series of wirelessly enabled
pressure sensors that will be installed across the City to assist in leak
detection on our water mains located in wooded areas and creek
crossings where visual detection is challenging.
The TWDB requires that the following documents be completed:
• TWDB-0201A — Application Filing and Authorized Representative
Resolution: A City Council resolution authorizing submission of the TWDB
funding application, designating the City's authorized representative, and
identifying the professionals authorized to assist with the application; City
Council adoption is required.
• TWDB-0201 B — Certificate of Secretary: A certification by the City
Secretary verifying that City Council properly adopted the TWDB
application resolution at a duly noticed public meeting; signed by the City
Secretary following Council approval of Form 0201A.
• TWDB-0201 — Application Affidavit: An affidavit certifying the accuracy
of the application and the City's compliance with applicable legal and
regulatory requirements; signed by the City's Authorized Representative
and notarized.

Application Filing and Authorized Representative Resolution
A RESOLUTION by the City Council of the
City of Grapvine requesting financial assistance from the Texas Water
Development Board; authorizing the filing of an application for assistance; and making certain findings in
connection therewith.
BE IT RESOLVED BY THE City Council OF
THE City of Grapvine
SECTION 1: That an application is hereby approved and authorized to be fled with the Texas Water
Development Board seeking financial assistance in an amount not to exceed $2,365,000 to provide
for the costs of Grapevine Smart Water Infrastructure Improvement Project
SECTION 2: That Bruno Rumbelow, City Manager, or designee be and is hereby
designated the authorized representative of the City of Grapevine for purposes
of furnishing such infonnation and executing such documents as may be required in connection with the preparation
and filing of such application for financial assistance and the rules of the Texas Water Development Board.
SECTION 3: That the following firms and individuals are hereby authorized and directed to aid and assist
in the preparation and submission of such application and appear on behalf of and represent the
City of Grapevine before any hearing held by the Texas Water
Development Board on such application,to wit:
