SUBJECT: APPROVAL OF A CONTRACT FOR EAST HUDGINS STREET WATER
AND SANITARY SEWER IMPROVEMENTS AND APPROPRIATION
ORDINANCE
RECOMMENDATION: City Council to consider approving a contract for the East Hudgins Street
Water and Sanitary Sewer Improvements with RUTS Construction, LLC.
and approval of an ordinance appropriating the funds.
FUNDING SOURCE: Funds are available in the Utility Enterprise Fund in an estimated amount
of$660,000.
BACKGROUND: The East Hudgins Street Water and Sanitary Sewer Improvement Project
includes approximately 1,500 of feet of 8" water and 1,500 feet of 8"
sanitary sewer mains. The sanitary sewer work will run from Dooley to
Main Street and will provide capacity to serve the planned restroom
expansion at the Heritage Center to accommodate attendance at the
Christmas Capital of Texas. In addition, this will allow the City to take the
aging lift station that serves the Heritage Center out of service.
The proposed water main will allow the City to provide enhanced fire
protection to the entire Hudgins corridor, including the Heritage Center,
and improve the water service capacity into the Heritage Center.
Upon completion of the water and sewer improvements, City staff will
reconstruct Hudgins Street from Dooley to Main Street. Staff expects the
utility work to start in mid August and take two months to complete. This
will allow a 4-6 weeks for City forces to rebuild Hudgins before
Thanksgiving. In order to meet this schedule, Hudgins will be closed to
through traffic for the duration of construction.
A Request for Competitive Sealed Proposals was advertised to consider
not only the bid price (70% of weight), but also bidder's qualifications
(25%), construction experience (3%), safety record/litigation history (1%)
and project closeout and warranty history (1%).
Bids were opened on July 9, 2026, and the following bids received:

RUTS Construction, LLC received the highest score.Additionally, staff has
had recent experience with RUTS, and as such, recommends this firm for
award of contract in the amount of$594,264.
Staff has also included $65,369 or 1 %, in construction related costs (5%
construction contingency, 4% inspection, and 2% materials testing). This
brings the total construction phase appropriation to $659,264 (rounded to
$660,000).
The contractor has 75 calendar days to complete the project after the
Notice to Proceed is issued.
Staff recommends approval.
ORDINANCE NO. 2026-053
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS,AUTHORIZING THE APPROPRIATION
OF $660,000 IN THE UTILITY ENTERPRISE FUND;
DECLARING AN EMERGENCY AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City Council of the City of Grapevine desires to complete the East
Hudgins Water and Sewer Improvements; and
WHEREAS, funding is available in the Utility Enterprise Fund; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act and Chapter
211 of the Local Government Code; and
WHEREAS, the City Council deems the adoption of this ordinance to be in the best
interests of the health, safety, and welfare of the public.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council hereby authorizes an estimated amount of
$660,000 be appropriated from the Utility Enterprise Fund to complete the East Hudgins
Water and Sewer Improvements.
Section 3. That a copy of the revised FY 2025-2026 annual budget document
shall be kept on file in the office of the City Secretary.
Section 4. That the terms and provisions of this ordinance shall be deemed to be
severable, and that if the validity of any section, subsection, word, sentence or phrase
shall be held to be invalid, it shall not affect the remaining part of this ordinance.
Section 5. That the fact that the present ordinances and regulations of the City of
Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety
and general welfare of the public which requires that this ordinance shall become effective
from and after the date of its final passage, and it is accordingly so ordained.
