City Council to recess to the City Council Conference Room to conduct a closed session relative to: A. Consultation with and legal advice from the City Attorney regarding pending litigation (Muns, et al. v. Grapevine – Cause No. 348-303736-18), pursuant to Section 551.071, Texas Government Code. B. Real property relative to deliberation of the purchase, exchange, lease, sale or value of real property (City facilities, Public Works (510 South Main Street), and the 185 acres) pursuant to Section 551.072, Texas Government Code. C. Conference with City Manager and Staff to discuss and deliberate commercial and financial information received from business prospects the City seeks to have locate, stay, or expand in the City; deliberate the offer of a financial or other incentive; with which businesses the City is conducting economic development negotiations pursuant to Section 551.087, Texas Government Code. City Council to reconvene in open session in the City Council Chambers and take any necessary action relative to items discussed in Executive Session. REGULAR MEETING: 7:30 p.m. – City Council Chambers 2. Observe a Moment of Silence in honor of Planning and Zoning Commissioner Justin Roberts. 3. Invocation and Pledge of Allegiance: Commissioner Jason Parker JOINT PUBLIC HEARINGS 4. Amendments and changes to the Comprehensive Zoning Ordinance No. 82-73, same being Appendix D of the Code of Ordinances AM25-02 (“PO”, Professional Office District Conditional Uses) – City Council and Planning and Zoning Commission to conduct a public hearing relative to amendments and changes to the Comprehensive Zoning Ordinance, No. 82-73, same being Appendix D of the Code of Ordinances, as follows: Section 12, Definitions to amend the definition for Planned Neighborhood Shopping Centers, Section 24, “CN”, Neighborhood Commercial District to amend permitted and conditional uses, Section 27, “PO”, Professional Office District to amend permitted, conditional uses, and limitations on uses; and Section 41, Planned Development Overlay to create a new limitation within Subsection 41.D. The public hearing was tabled at the April 21, 2026 Joint Meeting. 5. Conditional Use Permit CU26-12 (High Country Commercial) – City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by Chance LeBlanc with Dunaway Associates. The site was previously approved for conditional use permit CU22-30 (Ordinance No. 2022-047) to allow a construction trade office with a storage yard, however, the permit expired due to inactivity after one year. This request is specifically for a conditional use permit to allow for a construction trade office with an outside storage yard. The subject property is located at 1039 East Dallas Road and is currently zoned “LI”, Light Industrial District. The public hearing was tabled at the June 16, 2026 Joint Meeting. 6. Conditional Use Permit CU26-06 (C&O Supply) – City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by Jeremy Williams with Silver Fox Ventures. This site was previously approved for a zone change Z23-07 (Ordinance No. 2023-059) to rezone 16.619 acres from “CC”, Community Commercial District to “BP”, Business Park District and site plan SP23-06 to construct an office-warehouse development. The applicant is requesting a conditional use permit to allow 22,730 sq. ft. of outdoor storage area and the outdoor storage of ten delivery and service vehicles, including box trucks and service trailers, in conjunction with an office/warehouse use. The subject property is located at 1800 State Highway 121. 7. Conditional Use Permit CU26-17 (North Texas Performing Arts) – City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by Kelly McDowell with North Texas Performing Arts requesting a conditional use permit to allow a non-profit performing arts theater within an existing building. The subject property is located at 1040 Mustang Drive and is currently zoned “CC”, Community Commercial District. City Council July 21, 2026 Page 2 8. Zoning Amendment Z26-04 (Spec Warehouse) – City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by Alex Camunez with Box Investments. This site was previously approved for a conditional use permit CU21-14 (Ordinance No. 2021-035) and planned development overlay PD21-02 (Ordinance No. 2021-036) to allow for the possession, storage, retail sale, and off-premise consumption of alcoholic beverages (beer, wine, and mixed beverages) in conjunction with a commercial kitchen and a planned development overlay to allow for the overnight parking of vehicles. The applicant is requesting to rezone 3.691 acres from “CC”, Community Commercial District to “BP”, Business Park District to allow for an office/ warehouse development. The subject property is located at 2850 State Highway 121. Planning and Zoning Commission to recess to the Planning and Zoning Commission Conference Room, Second Floor, to consider published agenda items. City Council to remain in session in the Council Chambers to consider published business. CITIZEN COMMENTS 9. Any person who is not scheduled on the agenda may address the City Council under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with the City Secretary. A member of the public may address the City Council regarding an item on the agenda either before or during the Council’s consideration of the item, upon being recognized by the Mayor or upon the consent of the City Council. Citizens will have three (3) minutes to address Council. In accordance with the Texas Open Meetings Act, the City Council is restricted in discussing or taking action during Citizen Comments. NEW BUSINESS 10. Consider the professional services agreement for the preparation of construction documents and authorization to advertise the project for competitive bids for a gateway monument sign to Parkhill Architecture, Engineering & Design Solutions, Ordinance No. 2026-051 appropriating the funds, and taking all necessary action. 11. Consider a sole-source agreement for the design, fabrication, delivery and installation of the “Jeff the Horse” bronze sculpture with sculptor John Rule, Ordinance No. 2026-052 to appropriate the fund, and taking all necessary action. 12. Consider a contract for the East Hudgins Street Water and Sanitary Sewer Improvements with RUTS Construction, LLC, Ordinance No. 2026-053 appropriating the funds, and taking all necessary action. City Council July 21, 2026 Page 3 CONSENT AGENDA Consent items are deemed to need little Council deliberation and will be acted upon as one business item. Any member of the City Council or member of the audience may request that an item be withdrawn from the consent agenda and placed before the City Council for full discussion. Approval of the consent agenda authorizes the City Manager, or his designee, to implement each item in accordance with Staff recommendations. 13. Consider the mid-year appointment of Patrick Daily to the Building Board of Appeals. Council Member Chris Coy recommends approval. 14. Consider the sole source purchase for Phase 1 emergency refurbishment of the Grapevine Glockenspiel Clock Tower animatronic system with LF Studios. Convention and Visitors Bureau Executive Director recommends approval. 15. Consider a contract with Baker Tilly US, LLP to conduct an independent audit of the City’s impact fee program funds. Chief Financial Officer recommends approval. 16. Consider the purchase of personal protective equipment from North America Fire Equipment Company, Inc. (NAFECO). Fire Chief recommends approval. 17. Consider the purchase of a 32’ branch Christmas tree with a 4’ star topper, programmable lighting system and accompanying on-site programming and support services, and Ordinance No. 2026-054 appropriating the funds. Director of Parks and Recreation recommends approval. 18. Consider the purchase of a 2026 Ford F150 Responder for replacement from Silsbee Ford, Inc. for the Police Department. Director of Public Works recommends approval. 19. Consider the purchase of a 2026 Chevrolet Silverado for replacement from Huffines Chevrolet for the Water Department. Director of Public Works recommends approval. 20. Consider a Joint Administrative Agreement between the City of Grapevine as a designated Metropolitan City and Tarrant County for administration of the Community Development Block Grant (CDBG) program for the three-year program period of FY2027 - FY2029. Director of Public Works recommends approval. 21. Consider the payment of annual license fees to Dallas Area Rapid Transit (DART) for water and wastewater crossings. Director of Public Works recommends approval. 22. Consider Resolution No. 2026-013 and affidavits authorizing the application for a Water Supply and Infrastructure Grant (WSIG) with the Texas Water Development Board for financial participation. City Secretary recommends approval. Pursuant to the Texas Open Meetings Act, Texas Government Code, Chapter 551.001 et seq, one or more of the above items may be considered in Executive Session closed to the public. Any decision held on such matter will be taken or conducted in open session following conclusion of the executive session. PLANNING AND ZONING COMMISSION RECOMMENDATIONS 24. Amendments and changes to the Comprehensive Zoning Ordinance No. 82-73, same being Appendix D of the Code of Ordinances AM25-02 (“PO”, Professional Office District Conditional Uses) – Consider the recommendation of the Planning and Zoning Commission and Ordinance No. 2026-026 if applicable and take any necessary action. 25. Conditional Use Permit CU26-12 (High Country Commercial) – Consider the recommendation of the Planning and Zoning Commission and Ordinance No. 2026-042 if applicable and take any necessary action. 26.
