SUBJECT: APPOINTMENT OF 2026 CAPITAL IMPROVEMENT ADVISORY
COMMITTEE
RECOMMENDATION: City Council to consider approval of the members of the 2026 Capital
Improvement Advisory Committee (CIAC).
FUNDING SOURCE: N/A
BACKGROUND: State law requires the City of Grapevine to update its Impact Fee program
every five years with a Capital Improvement Advisory Committee that
consists of representatives of the public and private development
community. Their purpose is to provide input and guidance during the
Impact Fee Update on Land Use Assumptions and Capital Improvement
Plans. Per the Texas Administrative Code JAC) Chapter 395 Local
Government Code §395.058 (b) Advisory committee: development
industry representation, the committee must consist of 50% development
industry representation.
Staff expects this effort will take 90 days to complete with council
consideration in November of this year.
The proposed membership is as follows:
Chris Leighton (returning)
Dennis Luers (returning)
John Levitt (returning)
Tim Lancaster (returning)
Theresa Mason (new)
Council Ex-Officio members are:
Chris Coy
Duff O'Dell
Staff recommends approval.
