This letter confirms on July 29, 2026 the Historic Preservation Commission approved with
conditions #CA26-39 for the property addressed 412 South Main Street, Suite 200,
legally described as Block 3, Lot 4, City of Grapevine to the Grapevine Historic
Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as
amended, for the following:
1. Remove 12 second story windows on the front of the building and on the two sides
of the building and replace them with Pella double hung, metal -clad wood windows;
exterior of windows to be almond in color;
as per the attached photos and specifications with the condition a permit be obtained
from the Building Department.
An approved Certificate of Appropriateness is not an approved building permit; a
building permit is / is not required. Contact the City of Grapevine's Building
Department at 817.410.3165 for fees and information regarding permits.

RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve with conditions
Certificate of Appropriateness #CA26-39 for the property located at 412 South Main Street,
legally described as Block 3, Lot 4, Grapevine, City of, to the Grapevine Historic
Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as
amended for the following items:
1. Remove the 12 existing wood windows in the second floor on the front and sides of
the building and replace them with Pella one -over -one metal -clad wood windows;
as per the attached plans and specifications with the conditions a building permit is
obtained from the Building Department; and all exterior materials, finishes and paint colors
be approved on a separate Certificate(s) of Appropriateness.
BACKGROUND:
Certificate of Appropriateness application #CA26-39 was submitted on June 15, 2026, by
the applicant Darlene Freed to remove and replace the existing wood windows in the
second floor level of the historic Lucas Building. An analysis of the existing wood windows
was conducted by the applicant revealing severe deterioration of the windows. The
windows on the side walls have rotted window jams and sills and are inoperable.
The existing windows are one -over -one double hung windows. The existing windows along
the side and rear of the building are also one over one double hung windows. Old photos
of the building show all of the second -floor windows were originally one -over -one wood
window units. The proposed Pella metal -clad wood windows would retain the original
appearance of the windows in the street view of the building. The metal cladding of the
proposed new wood windows would ensure their longevity and the color of the exterior
finish would be almond.

Staff review of the Secretary of Interior Standards for Rehabilitation of Historic Structures
Ten Criteria (attached) with regard to the proposed plans for removal and replacement of
the windows with in -kind windows, found the proposal in compliance with the Standards.
Staff recommends the Historic Preservation Commission approve with conditions #CA26-
39 to remove the existing wood windows in the second floor of the building and replace
them with Pella one -over -one metal clad wood windows; as per the attached plans and
specifications with the conditions a building permit is obtained from the Building
Department; and all exterior materials, finishes and paint colors be approved on a separate
Certificate(s) of Appropriateness.
