CALL TO ORDER
REGULAR MEETING
CITIZEN COMMENTS
1. Any person who is not scheduled on the agenda may address the Board of
Commissioners under Citizen Comments or on any other agenda item by
completing a Citizen Appearance Request form with the Executive Director. A
member of the public may address the Board of Commissioners regarding an item
on the agenda either before or during the Board's consideration of the item, upon
being recognized by the Chair of the Board or upon the consent of the Board.
Citizens will have 3 minutes to address the Board of Commissioners. In
accordance with the Texas Open Meetings Act, the Board is restricted in
discussing or taking action during Citizen Comments.

3. Consideration of the minutes from the February 26, 2026, meeting and take any
necessary action.
4. Consideration and approval of Resolution No. 25-01 to authorize the Executive
Director to enter into a contract with Allen Cornell, CPA, for fee accounting
services
5. Consideration and acceptance of the December 2025, January, February, and
March 2026 monthly financial statements and take necessary action.
6. Report by the Ex Officio member of the Senior Citizens Advisory Board on April
7, 2026, meeting.

A. Rent Delinquency and Information Sheet
The Executive Director reported to the Board on the rent delinquencies, number of empty units, work
orders and statistical information for the waiting list for Public Housing through April 20, 2026.
B. CapitaFunds Ruourtand Work inPmureas
The Executive Director reported to the Board on the current Capital Funds and corresponding projects.
Capital Fund year 2024 funds have been spent and are closed.
C. ReuortonPublic HomsinqAcUvdvand Issues
The annual picnic isscheduled for May 8mat The Vine.
GM8has open positions: Assistant Public Housing Coordinator Becky StJohn has resigned and the
position will bafilled. Two Maintenance positions have been posted with the City.
HUD is rescinding or making changes to several regulations which will require changes in the housing
authority ACOPand Lease. The Board will approve these changes inSeptember.

A few announcements were made at the March 20th RAB meeting and then the residents played BINGO
and enjoyed omeal.
At the April 171h RAB meeting, the Grapevine Garden Club taught the residents how to plant herbs,
succulents and flowers inpots. They raffled off six plants tuthe residents. Afterward the residents
played BINGO and enjoyed lunch.
E. Quarterly Investment Report for Quarter 12028
The Executive Director presented the Board with the Quarterly Investment Portfolio Report for Quarter 1

Item #4 - Consideration and approval of Resolution No. 26-01 to authorize the Executive Director to enter into a
contract with Allen Cornell, CPA, for fee accounting services.
The Executive Director presented the Board with the engagement letter from Allen Cornell, CPA for their review.
Motion was made to approve Resolution 26-01 to authorize the Executive Director to enter into a contract with Allen
Cornell, CPA.

The Executive Director presented the Board with an electronic copy of the December 2025, January, February, and
March 2026 financial statements for their review. Commissioner Woodward reviewed the financial statements and
reported hefound them tobeacceptable

Item #6 - Report bv the Ex Officio member of the Senior Citizens Advisory Board on Aoril 7, 2026, meetina.
Teri Rhodes -Cantu provided an update on the Senior Citizens Advisory Board meeting. GHAwas asked Vminform
the residents of Mayor Tate's Golden Jubilee celebration activities during Main Street Fest; especially the community
picnic onSunday.
No action was taken.
