SPECIAL MEETING
CALL TO ORDER 7:15 p.m. – Planning and Zoning Conference Room
1. Conduct the Oaths of Office for reappointed Commission Members.
2. Planning and Zoning Commission to consider and elect a Chair and Vice-Chair of
the Planning and Zoning Commission for the 2026-2027 term.
3. Discuss upcoming training opportunities for Commissioners.

JOINT PUBLIC HEARINGS
6. Amendments and changes to the Comprehensive Zoning Ordinance No. 82-73,
same being Appendix D of the Code of Ordinances AM25-02 (“PO”, Professional
Office District Conditional Uses) – City Council and Planning and Zoning
Commission to conduct a public hearing relative to amendments and changes to
the Comprehensive Zoning Ordinance, No. 82-73, same being Appendix D of the
Code of Ordinances, as follows: Section 12, Definitions to amend the definition for
Planned Neighborhood Shopping Centers, Section 24, “CN”, Neighborhood
Commercial District to amend permitted and conditional uses, Section 27, “PO”,
Professional Office District to amend permitted, conditional uses, and limitations
on uses; and Section 41, Planned Development Overlay to create a new limitation
within Subsection 41.D. The public hearing was tabled at the April 21, 2026
Joint Meeting.
7. Conditional Use Permit CU26-12 (High Country Commercial) – City Council and
Planning and Zoning Commission to conduct a public hearing relative to an
application submitted by Chance LeBlanc with Dunaway Associates. The site was
Planning and Zoning Commission July 21, 2026 Page 2
previously approved for conditional use permit CU22-30 (Ordinance No. 2022-047)
to allow a construction trade office with a storage yard, however, the permit expired
due to inactivity after one year. This request is specifically for a conditional use
permit to allow for a construction trade office with an outside storage yard. The
subject property is located at 1039 East Dallas Road and is currently zoned “LI”,
Light Industrial District. The public hearing was tabled at the June 16, 2026
Joint Meeting.
8. Conditional Use Permit CU26-06 (C&O Supply) – City Council and Planning and
Zoning Commission to conduct a public hearing relative to an application submitted
by Jeremy Williams with Silver Fox Ventures. This site was previously approved
for a zone change Z23-07 (Ordinance No. 2023-059) to rezone 16.619 acres from
“CC”, Community Commercial District to “BP”, Business Park District and site plan
SP23-06 to construct an office-warehouse development. The applicant is
requesting a conditional use permit to allow 22,730 sq. ft. of outdoor storage area
and the outdoor storage of ten delivery and service vehicles, including box trucks
and service trailers, in conjunction with an office/warehouse use. The subject
property is located at 1800 State Highway 121.
9. Conditional Use Permit CU26-17 (North Texas Performing Arts) – City Council and
Planning and Zoning Commission to conduct a public hearing relative to an
application submitted by Kelly McDowell with North Texas Performing Arts
requesting a conditional use permit to allow a non-profit performing arts theater
within an existing building. The subject property is located at 1040 Mustang Drive
and is currently zoned “CC”, Community Commercial District.
10. Zoning Amendment Z26-04 (Spec Warehouse) – City Council and Planning and
Zoning Commission to conduct a public hearing relative to an application submitted
by Alex Camunez with Box Investments. This site was previously approved for a
conditional use permit CU21-14 (Ordinance No. 2021-035) and planned
development overlay PD21-02 (Ordinance No. 2021-036) to allow for the
possession, storage, retail sale, and off-premise consumption of alcoholic
beverages (beer, wine, and mixed beverages) in conjunction with a commercial
kitchen and a planned development overlay to allow for the overnight parking of
vehicles. The applicant is requesting to rezone 3.691 acres from “CC”, Community
Commercial District to “BP”, Business Park District to allow for an office/
warehouse development. The subject property is located at 2850 State Highway
121.

CITIZEN COMMENTS
11. Any person who is not scheduled on the agenda may address the Commission
under Citizen Comments or on any other agenda item by completing a Citizen
Appearance Request form with the staff. A member of the public may address the
Planning and Zoning Commission July 21, 2026 Page 3
Commission regarding an item on the agenda either before or during the
Commission’s consideration of the item, upon being recognized by the Chairman
or upon the consent of the Commission. In accordance with the Texas Open
Meetings Act, the Commission is restricted in discussing or taking action during
Citizen Comments.
NEW BUSINESS
12. Amendments and changes to the Comprehensive Zoning Ordinance No. 82-73,
same being Appendix D of the Code of Ordinances AM25-02 (“PO”, Professional
Office District Conditional Uses) – Consider the application and make a
recommendation to City Council.
13. Conditional Use Permit CU26-12 (High Country Commercial) – Consider the
application and make a recommendation to City Council.
14. Conditional Use Permit CU26-06 (C&O Supply) – Consider the application and
make a recommendation to City Council.
15. Conditional Use Permit CU26-17 (North Texas Performing Arts) – Consider the
application and make a recommendation to City Council.
16. Zoning Amendment Z26-04 (Spec Warehouse) – Consider the application and
make a recommendation to City Council.
17. Preliminary Plat of Lot 1, Block 1, 316 Addition – Consider the application
submitted by Ridinger Associates requesting to preliminary plat one lot from
unplatted property, and make a recommendation to City Council. The subject
property is located at 310 and 316 East Northwest Highway and is currently zoned
“HC”, Highway Commercial District.
18. Final Plat of Lot 1, Block 1, 316 Addition – Consider the application submitted by
Ridinger Associates requesting to final plat one lot from unplatted property, and
make a recommendation to City Council. The subject property is located at 310
and 316 East Northwest Highway and is currently zoned “HC”, Highway
Commercial District.
19. Consider the minutes of the June 16, 2026 special and regular Planning and
Zoning Commission meeting.
NOTE: Following the adjournment of the Planning and Zoning Commission meeting, a
representative will present the recommendations of the Planning and Zoning Commission
to the City Council for consideration in the City Council Chambers.
