Planning and Zoning Commission to discuss multi-family use in future developments. BRIEFING SESSION 2. Planning and Zoning Commission to conduct a briefing session to discuss all items scheduled on tonight's agenda; No action will be taken. Each item will be considered during the Regular Session which immediately follows the Joint Public Hearings. JOINT MEETING WITH CITY COUNCIL: 7:30 p.m. - City Council Chambers 3. Invocation and Pledge of Allegiance: Commissioner Gary Martin JOINT PUBLIC HEARING 4. Conditional Use Permit CU17-02 (San Daniele) — City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by Kristopher Colig and Kelly Boynton requesting a conditional use permit to allow the possession, storage, retail sales and on-premise consumption of alcoholic beverages (beer, wine and mixed beverages), outside dining and outdoor speakers in conjunction with a restaurant. The subject property is located at 129 South Main Street #130 and is zoned "CBD" Central Business District. 5. Conditional Use Permit CU17-03 (Mason & Dixie) — City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by Beth Newman requesting a conditional use permit to amend the previously Planning &Zoning Commission March 21, 2017 Page 2 approved site plan of CU09-46 SPRC, CU08-09 (Ordinance No. 2008-020)to allow a restaurant in the Central Business District. The subject property is located at 603 South Main Street#302 and is zoned "CBD" Central Business District. 6. Historic Landmark District HL16-09 (Bart H. and Annie Harriett Starr House)—City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by Robert and Jacqueline Kulick requesting designation as a historical landmark sub-district. The subject property is located at 428 East Worth Street and is zoned "R-7.5" Single Family District. 7. Final Plat of Lots 1AR2, 2AR2, 3R1, 4R1, 5 and 6, Block 1, The Gatehouse in Grapevine — City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by Tommy Ehrenberg with MK Development requesting to replat Lots 1AR1, 2AR1, 3R and 4R, Block 1, The Gatehouse in Grapevine and Lot 2, Block 4, Stone Myers Business Park. Craig Melde and Robin McCaffrey spoke regarding creating different contextual areas such as Natural, Urban, Historic and Transitional with specific features in each area and splitting open space into Street Scape and Landscape areas. 032117 PLANNING & ZONING COMMISSION MARCH 21, 2017 BRIEFING SESSION Chairman Oliver announced the Planning and Zoning Commission would conduct a work session relative to the following cases: Cu17-02 SAN DANIELE CU17-03 MASON & DIXIE HL16-09 BART STARR HOUSE Chairman Oliver closed the Briefing Session at 7:30 p.m. JOINT PUBLIC HEARINGS Mayor Tate called the meeting to order at 7:33 p.m. in the City Council Chambers. Items 3-7 of the Joint Public Hearings were held in the City Council Chambers. The Planning and Zoning Commission recessed to the Planning and Zoning Conference Room, Second Floor to consider published agenda items. Chairman Oliver called the Planning and Zoning Commission regular session to order at 8:02 p.m. ITEM 8. CONDITIONAL USE APPLICATION CU17-02 SAN DANIELE First for the Commission to consider and make recommendation to City Council was conditional use application CU17-02 for property located at 129 South Main Street #130 and platted as Lot 1, Block 1, Hazlewood • Building. The .•• was requesting a conditional use permit to allow the possession, storage, retail sales, and on -premise consumption of alcoholic beverages (beer, wine, and mixed beverages) outside dining and outdoor speakers in conjunction with a restaurant. In the Commission's regular session Dennis Luers moved to approve conditional use application CU1 7-02. B J Wilson seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Fechter, Tiggelaar, Luers and Rainwater Nays: None 032117 2 PLANNING & ZONING COMMISSION MARCH 21, 2017 ITEM 9. CONDITIONAL USE APPLICATION CU17-03 MASON & DIXIE Next for the Commission to consider and make recommendation to City Council was conditional use application CU17-03 for property located at 603 South Main Street #302 and platted as Lot C, Block 15, City of Grapevine. The applicant was requesting a conditional use permit to establish a restaurant in the CBD Central Business District. In the Commission's regular session B J Wilson moved to approve conditional use application CU17-03. Monica Hotelling seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Fechter, Tiggelaar, Luers and Rainwater Nays: None ITEM 10. HISTORIC LANDMARK SUBDISTRICT HL16-09 BART STARR HOUSE Next for the Commission to consider and make recommendation to City Council was historic landmark subdistrict application HL16-09 for property located at 428 East Worth Street and platted as Lot 6A, Block 33, Yates & Jenkins. The applicant was requesting a Historic Landmark Subdistrict designation In the Commission's regular session Monica Hotelling moved to approve historic landmark subdistrict application HL16-09. Jimmy Fechter seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Fechter, Tiggelaar, Luers and Rainwater Nays: None ITEM 11. FINAL PLAT APPLICATION LOTS 1AR2, 2AR2 3R1 4R1 5 & 6 BLOCK 1 THE GATEHOUSE IN GRAPEVINE Next for the Commission to consider and make recommendation to the City Council was the Statement of Findings and Final Plat Application of Lots 1AR2, 2AR2, 3R1, 4R1, 5 & 6, Block 1, The Gatehouse in Grapevine. The applicant was final platting 52.092 acres to replat five lots into six lots. In the Commission's regular session Dennis Luers moved to approve the Statement of Findings and Final Plat Application of Lots 1 AR2, 2AR2, 3R1, 4R1, 5 & 6, Block 1, The Gatehouse in Grapevine. B J Wilson seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Fechter, Tiggelaar, Luers and Rainwater Nays: None 032117 3 PLANNING & ZONING COMMISSION MARCH 21, 2017 ITEM 12. FINAL PLAT APPLICATION LOT 1, BLOCK 1, TURNER ROAD ADDITION Next for the Commission to consider and make recommendation to the City Council was the Statement of Findings and Final Plat Application of Lot 1, Block 1, Turner Road Addition. The applicant was final platting 0.2193 for a residential structure. In the Commission's regular session B J Wilson moved to approve the Statement of Findings and Final Plat Application of Lot 1, Block 1, Turner Road Addition. Jimmy Fechter seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Fechter, Tiggelaar, Luers and Rainwater Nays: None ITEM 8. CONSIDERATION OF MINUTES Next for the Commission to consider were the minutes of the February 21, 2017, Planning and Zoning Meeting. Monica Hotelling moved to approve the February 21, 2017 minutes. B J Wilson seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Fechter, Tiggelaar, Luers and Rainwater Nays: None ADJOURNMENT With no further business to discuss, B J Wilson moved to adjourn the meeting at 8:06 p.m. Monica Hotelling seconded the motion which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Fechter, Tiggelaar, Luers and Rainwater Nays: None PASSED AND APPROVED BY THE PLANNING AND ZONING COMMISSION OF THE CITY OF GRAPEVINE, TEXAS ON THIS THE 18th DAY OF APRIL, 2017.
