CALL TO ORDER Chairman Curtis Ratliff called the meeting to order at 5:05 p.m. II. CITIZEN COMMENTS There were NO citizen comments. Any person who is not scheduled on the agenda may address the Historic Preservation Commission under Citizen Comments by completing a Citizen Appearance Request form. In accordance with the Texas Open Meetings Act, the Commission is restricted in discussing or taking action during Citizen Comments. Ill. OATH OF OFFICE The Oath of Office was administered and taken by new member Becky Hummer and returning members Curtis Ratliff, Melva Stanfield, Balla Wright and Janet Perkins. 1 21 September 2016 September 21, 2016 IV. APPROVAL OF MINUTES Pat Stinson made the motion to accept the minutes as written from the July 20, 2016 meeting; Balla Wright seconded the motion, which prevailed in the following vote: Ayes: All (Ratliff, Stanfield, Wright, Stinson, Franks, Hummer and Perkins) Nays: None Absent: (Jensen) V. OLD BUSINESS Janet Perkins reported the board is ready again to add handwritten notes to the membership renewal letters for the individuals they know personally. Vice Chairman Melva Stanfield reported Nash Farm had income in August of$534 with 231 visitors. Cody Jolliff presented the board with his September Nash Farm Manager's report, he told the board the Fall Round-Up event had focused on children in the past; going forward the focus would be for a better family experience for this and future events. A new event, for Fall Round-Up 2016, to facilitate this family learning style, will be the "Apple Pie Making" station; also included will be fence building demonstrations. Cody reported the Colleyville Future Farmers Of America (FFA) had their event at the Farm with a barbeque dinner for the150 people attending. The kick off for GrapeFest was the Italian CarFest with 3,000 attendees. More items have been acquired for the Farmhouse such as sewing notions, a cash box and trunks for a future program on travel. The Farm's intern completed his replica newspaper project of ads and articles from the Grapevine Sun newspaper 1896 -- 1905 time period. Outside, more walkways have been added for stroller friendly paths and they now have a rafter of young turkeys. The fall crops have been planted and the cotton is standing tall and ready to be picked at the Fall Round-Up! Cody presented several heritage projects to include board and batten cedar wood storage sheds to tuck away modern maintenance items; a turkey coop and an educational blacksmith shed, as a working farm would have had. He had prepared a proposal for presentation to the Grapevine Convention & Visitors Bureau requesting a grant of $35,000 for preservation projects. Chairman Ratliff announced he would entertain a motion. Balla Wright made the motion to accept the proposed concept as presented; Melva Stanfield seconded the motion, which prevailed in the following vote: Ayes: All (Ratliff, Stanfield, Wright, Stinson, Franks, Hummer and Perkins) Nays: None Absent: (Jensen) 2 21 September 2016 September 21, 2016 NEW BUSINESS Paula Newman reported on the restoration work completed at the Palace Arts Center. The painting and staining of the Palace Theatre lobby was completed. Steel beams in rear of building had been power washed, cleaned and painted. Roof top walkway and steps had been sanded and painted. Two new AC units had been installed. Window seals in the Lancaster were sanded and painted. Weems Alley exterior doors were cleaned and painted. New light board and additional lights for stage to be installed Thursday, September 22"d. Neon from marquee and neon and lights from PALACE sign were removed for cleaning and refurbishing and should be reinstalled by the end of this week. The new Christie projector should be installed within the next 10 days. Replacement carpet for the first floor and stairways to 2nd floor has been ordered but no delivery date has been confirmed. Chairman Ratliff said the proposed Grapevine Heritage Foundation scholarship was being studied by Balla Wright, Becky Hummer and Frances Jensen. VI. LIAISON REPORTS Convention & Visitors Bureau (CVB) August 18, 2016 Meeting — Paula Newman attended the CVB meeting and reported the sales team had 64 sales leads with a potential economic impact of $64,000,000; the Brazil mission had produced fit leisure group leads. The Sister Cities program would have 13 delegates from West Lothian, Scotland and 18 delegates from Parras, Mexico. The August Travel Media Showcase had brought 200 travel writers to Main Street bringing a lot of great publicity for Grapevine. The Connect Marketplace brought 1,100 planners and 1,800 vendors to Grapevine. Stand Rock Hospitality has announced the building of a 1,020 guest room resort with 190,000 square feet of entertainment space to include indoor and outdoor water parks; the building will take place in two phases with completion projected in 2019. Historic Preservation Commission (HPC) August 24, 2016 Meeting — David Klempin reported many are buying properties in the Township; there were 12 staff approved Certificates of Appropriateness on the agenda and the tiny house at 713 East Texas had been landmarked.. Grapevine Historical Society (GHS) Joe Ann Standlee reported the dinosaur exhibit, next door at the CVB, had been valuable in bringing visitors to their museum. The next meeting will be the history for the Methodist Church's 150 Years of Service anniversary. VI.
