EXECUTIVE SESSION
1. Section 551.074 — Personnel deliberate the appointment, employment,
compensation and duties of the Executive Director.
The Board to reconvene in open session to consider and take any action
related to the appointment and compensation of the Executive Director.
REGULAR MEETING
2. REPORT OF THE EXECUTIVE DIRECTOR (INFORMATIONAL ONLY)
A. Rent Delinquency and Information Sheet;
B. Minutes from the Resident Advisory Meeting held March 17, 2017;
C. Report of Public Housing Activity and Issues through 04/14/2017;
D. 2017 Annual Subsidy decrease and 2016 Subsidy miscalculation
reduction in April Subsidy.
NEW BUSINESS
3. Consideration and discussion regarding the Executive Director position
and take any necessary action.
4. Consideration of the minutes from the March 16, 2017 meeting and take
any necessary action.
5. Consideration and acceptance of Engagement Letter from Allen Cornell
for Fee Accountant Services and take any necessary action.
6. Review and discussion of changes to the Pet Policy and take any
necessary action.
7. Report by the Ex Officio member of the Senior Advisory Board on the
meeting held April 4, 2017.

The Board of Commissioners of the Grapevine Housing Authority met in Regular
Session on this the 117th day of April 2017 in the Conference Room of Grapevine
Housing Authority, with the following members present to wit:
Jane Everett Chair
Linda Tiroeger Vice Chair
Karen Rice Finance Officer
Bonnie McHugh Commissioner
Ethel! Anderson Resident Commissioner
Constituting a quorum, with the followings also present:

CALL TO ORDER
Chairman Everett called' the meeting to order at 4:50 p.m.

No citizen comment
EXECUTIVE SESSION'
Item #1 Section 551.074 — Personnel deliberate the appointment,
employment, compensation and dluti:es, of the Executive Director.
Chairman Everett announced the Board of Commissioners would go into closed
session for discussion related to Section 551.074 — Personnel deliberate the
appointment, employment, compensation and duties of the Executive Director,
The closed session was opened at 4:38 p.m. for discussion of personnel
appointment and employment, The Executive Session, ended at 5:26 p.m.
NOTE: The Commissioners continued with the Regular Meeting in open session.

REGULAR MEETING
Item #2 Report of the Executive Director (informational Only)
A. Rent Delinquency and Information Sheet
The Executive Director reported to the Board on the rent delinquencies,
number of empty units, work orders and statistical information for the
waiting list for Public Housing through March 31, 2017.
B. Minutes from the Resident Ad'visoa Board Meeting held March 17, 2017
The Board was provided minutes from the Resident Advisory Board
Meetings held on January 26, 2017 and February 17, 2'017,
C. re ort of Housing Activity and Issues through April 14, 2017
The, Board received a report on Public Housing activity and issues through
April 14, 2017.
D� 2017 Annual Subsidy decrease and 2016 Subsidy miscalculation
reduction in, April Subsidy
The Board received a report on the 2017 Subsidy projections from HUD,
It was reported that the 2017 Subsidy is estimated to decrease by $38,846
from the subsidy received in, 2016. Also reported, was the failure to
receive subsidy funding for April 2017. HUD miscalculated the subsidy
awarded so they recaptured the overpayment with the April 2017 subsidy,

Item #3 Consideration and discussion regarding the Executive Director
position,
The Board discussed the qual'ifications Angie Highland for the position of
Executive Director, It was reported that more applications were received but had
not been reviewed'. Chair Everett reported that she would review the applications
and determined if any applicants will be interviewed., The Board determined that
Chair Everett and Commissioner McHugh would interview, any additional
applicants.
Commissioner Troeger moved and Commissioner Rice seconded to offer Angie
Highland the position of Executive Director after reviewing the additional
applicants and barring any other applicant they want to interview.

Item #4 Consideration of the Minutes from the March 16, 2017 Meelbq.
The Board was provided the minutes from the March 16, 2017 meeting for
approval. Commission Rice suggested a correction on; page 3 Item #5, first
sentence change to read: The Board was provided verbal information...
Commissioner Rice moved and Commissioner McHugh seconded' to accept the
March 16, 2017 minutes as corrected.
Ayes: Everett, Troeger, Rice, McHugh & Anderson
Nays: None
Absent: None
Motion passed.
Item #5 Consideration and acceptance of Engaigement Letter from Allen
Cornell, CPA for Fee Accounting Services,
The Board was provided with the Engagement Letter from Allen Cornell, CPA for
the 2017 Fee Accounting Services, Commissioner Rice suggested that Allen
receive notification of the board positions and changes. She stated that she,
contacted him regarding a question about the monthly financial statements and
he was, hesitant to answer her question at first because he didn't know she was
the new Finance Officer, She also suggested that when the new Executive
Dlirector was hired' to call and introduce the new ED.
Debra Wells, Acting Executive Director responded that he was provided this
information but due to some family health issues he may not have reviewed the
changes, sent with the yearend packet.,
Commissioner Rice moved and Commissioner Troeger second to accept the
Engagement Letter from Allen Cornell, CPA for the 2017 Fee Accounting
Services.

Item #6 Review and discussion of changes to the Pet P'ollic
The Board decided to table Item #6 until' the May meeting so all the
recommended changes can be reviewed and incorporated' into the Pet Policy,
No action taken
Item #7 Report by the Ex Officio member of the Senior Advisoa Board on
the meeting heed April 4, 2017
The Board was, provided a report from Commissioner Troeger who is the
appointed Ex Officio, member who represents Grapevine Housing, Authority. The
following was reported:
• GRACE — March served 114 families & friend's, 80 commodities and 27
matches
• Makarius school — doing senior stories through GRACE
REC — May 4 member appreciation day, all day
REG —Active Seniors
1. Wrapping up tax program. 9 volunteers this year
2. Maj Jong Tournament on May 1st
3. Volunteer appreciation day on April 28th.
No action taken
ADJOURNMENT
Commissioner McHugh moved and Commissioner Traeger seconded that the
meeting be adjourned.
Ayes: Everett, Troeger, Rice, McHugh & Anderson
Nays: None
Absent: None
Motion passed. Meeting adjourned at 6:21 p.m.
