PUBLIC HEARING
1. Public Hearing to obtain input from the public regarding an amendment to the
agency's flat rent policies to comply with the statutory changes contained within,
Public Law 113-76, the Fiscal Year 2014 Appropriation Act.

1. Consideration of the minutes from the April 24, 2014 Board Meeting and take any
necessary action.
2. Consideration and acceptance of the significant amendment to the flat rent policies
included in the agency Admissions and Continued Occupancy Policies and Five
Year Annual Plan for 2006-2010; and take any necessary action.

The Board of Commissioners of the Grapevine Housing Authority held a public
hearing and meeting in regular session on this the 29th day of May 2014 in the
Conference Room of Grapevine Housing Authority, with the following members
present to wit:
Jane Everett Chair
Joetta King Commissioner
Karen Rice Commissioner
Terri Rushing Resident Commissioner
Constituting a quorum, with the following also present:
Sharron Spencer Council Liaison
Debra Wells Executive Director
Linda Wyatt Resident
Helen Russell Resident
Mary Thurston Resident

CITIZEN COMMENTS
Item #1 Public Hearing to obtain input from the public regarding an
amendment to the agency's flat rent policies to comply withy the
statutory changes contained within, Public Law 113-76, the Fiscal
Year 2014 Appropriation Act.
Linda Wyatt, resides at 312 W. Worth Street, Grapevine, Texas had comments
on the new flat rent requirement. She stated her feelings on the negative effects
of the new flat rents on the seniors living in Grapevine Housing Authority. She
commented that she has been writing representatives in Washington and Texas
regarding the unfairness of the increased flat rents to people on fixed incomes.
Mary Thurston, resides at 346 W. Worth Street, Grapevine, Texas had comments
on the new flat rent requirement. She stated people on fixed incomes couldn't
afford a 200% increase in rent. She commented seniors and disabled people
didn't have the option to go out and get a job to supplement their incomes.

Helen Russell, resides at 344 W. Worth Street, Grapevine, Texas had comments
on the new flat rent requirements. She stated her agreement with the other two
ladies comments.
The Public Hearing was closed at 5:07 p.m.

REPORT OF THE EXECUTIVE DIRECTOR (INFORMATIONAL ONLY)
Item #1. Rent Delinquency and Information Sheet
The executive director reported to the board on the rent delinquencies, number of
empty units, work orders and statistical information for the waiting list for Public
Housing. Also reported was the statistical information for the Section 8 Voucher
Program including number of Vouchers leased up, cost per voucher, number of
applications on the waiting list, and the Portability and Receipts report.
Portability accounts receivables aging report included.
Item#2 Capital Funds Activity Report
The Board was provided with an update on expended funds for the capital funds
projects.
Item #3 Report of Public Housing and Section 8 Activity and issues
The board was provided with a report for Public Housing and Section 8 activity
and issues.
NEW BUSINESS
Item #1 Consideration of the minutes from the April 24, 2014 Board Meeting
The board was provided with minutes from the April 24, 2014 meeting for
approval.
Commissioner Rice moved and Commissioner King seconded a motion to accept
the minutes as presented.
Ayes: Everett, King, Rice and Rushing
Nayes: None
Absent: Bacon

Motion passed.
Item #2 Consideration and discussion of the significant amendment to the
flat rent policies included in the agency Admissions and Continuing
Occupancy Plan (ACOP) and Five Year Annual Plan for 2010-
2014.
The board was presented with changes to the (ACOP) and Five Year Annual
Plan for 2006-2010 to implement changes to the flat rent policy as required in the
Consolidated Appropriations Act of 2014 and resulted in a significant change to
the Five Year Annual Plan for 2010-2014. The board required more time to
review the changes and requested the item be tabled until next meeting.
Commissioner Rice moved and Commissioner King seconded to table item #2
until next meeting.

Nayes: None
Absent: Bacon
Motion passed.
ADJOURNMENT
Commissioner King moved and Commissioner Bacon seconded that the meeting
be adjourned.
Ayes: Everett, Bacon, King and Rice
Nayes: None
Absent: None
Motion passed. Meeting adjourned at 5:45 p.m.
