GRAPEVINE SENIOR CITIZENS ADVISORY BOARD Minutes of Tuesday February 4, 2014 Meeting Grapevine Senior Activities Center 421 Church Street Grapevine, TX 76051 817.410.3465 1. Call to Order The Grapevine Senior Citizens Advisory Board met at 3:30 PM on February 4, 2014 at the Grapevine Senior Activities Center. The following members were present: Dick Guckel, Chairperson Tena Burrell, Co-Chairperson Pam Price Paul Ernst Trent Kelley, SAC/CAC Supervisor Kay Blanding Carey Miller Roy Stewart, City Council Member Liaison Charles Burns Dr. Alexander Graham Joetta King, Housing Authority Maryann Waddell, GRACE 2. Welcome Guests Maryann Waddell from GRACE 3. Consideration of minutes for December 3, 2013 meeting Approved 4. Citizen Requests Kay Blanding- The retirement party for Dianne Hall was wonderful and really nice. Tena Burrell- Is there a support group here at the Senior Center for widows? (Trent) There is no official group here at the center. (Others) A few churches around the area have groups. 5. New Business a. Roy Stewart -April will be his last meeting, as he is not running for City Council anymore after being on council for 18 years. -The council bought land by Grapevine Mills Mall and will develop it and sell to commercial businesses. 1 -The CAC expansion is coming along, as he has been on the expansion committee and they have chosen the exterior and interior colors. b. Joetta King- GHA All 98 GHA units are occupied. Bids are being received for painting the doors and porch rails. Ceiling fans will be hung in the 2 and 3 bedroom family units, and we will start cleaning vents this summer. The corners of Texas and Worth will receive landscape improvements to beautify the entrances. President Obama signed the 2014 Appropriates. Flat rents will have to be raised to no less than 80 percent of FMR. (HUD publishes the new Fair Market Rents each year for the Section 8 program, and it is the maximum rent GHA is allowed to pay for each bedroom size for Section 8 rental This FMR is also applicable to the 98 GHA units. This will only affect the tenants on flat rents,which is about half of our residents. The changes to the flat rents based on 80%would be as follows: Bedroom size - current flat-new flat rent Efficiency - $270 to $496 One- $337 to $580 Two - $454 to $750 Three - $519 to $1,006 It basically means that residents currently on flat rent will prefer to have rent based on income. Residents pay no more than 30% of their adjusted monthly income so if they have income of$500 per month they only pay$150. The Fair Market Rent goes into effect at the tenant's annual recertification or if they move which triggers a new lease. PHAs to set flat rents no lower than 80 percent of Fair Market Rent,though these increases would be phased in to ensure that a household's rental payments do not increase by more than 35%per year as a result of this change. c. Maryann Waddell- GRACE -Lara Sundell is now in charge of all the volunteers. -The commodities for January were 100 and the Friends and Families were 108 seniors. -There are needs for transportation with the seniors as well as light housekeeping and friendly visitors. (Dick)Asked about the banner outside about the tax aid they are offering. They have someone from Catholic Charities come at noon to help with taxes. d. Trent Kelley-SAC 2 -Dianne Hall worked nearly 18 years at the SAC and we had a retirement party for her Friday, January 31. - Sandra Millett will be retiring at the end of April. -AARP Tax-Aide will start February 5. -Will have a Valentine's Day party on Friday, February 14 for regular participants -Young@Heart Gardeners class is a gardening program for seniors -CAC is relocating March 1 to the building between JoAnn's and PetCo. Classes,weight room and walking track will be at the building. No showers, basketball and racquetball courts at the building. Both facilities will be open from Marchi-4 due to voting. There will be no fitness room February 27 and 28 as they will be relocating the equipment. All the activities usually held at the CAC will still be held at new building such as gymnastics and jazzercise along with all the classes. There will be no volleyball, basketball or racquetball available. This is a temporary building for CAC use for one year. As of now, in March 2015 the Dry Side of the new building will be ready and the Wet Side will be ready 6 months afterwards. -November voting will be held at the Convention Center. -They are not sure what will happen to the SAC building after we move to the CAC. -The Christmas Party at the CVB Grand Hall went very well and everyone loved it. There was a full list of participants. FOGSAC donated gift cards for everyone who attended. e. Carey Miller -There will be a coffee meeting with the Commissioner on Friday, February 14. -The Senior Expo will be held on October 3 again in Euless. -The Hurst Court House will be completed by December 2014. 6.
