1. Call to Order
The Grapevine Senior Citizens Advisory Board met at 3:30 PM on June 3, 2014 at the
Grapevine Senior Activities Center.
The following members were present:
Dick Guckel, Chairperson
Tena Burrell, Co-Chairperson

2. Consideration of minutes for April 1, 2014 meeting

Charles Burns- The lunch at the Hilton was very well organized with lunch and
entertainment. Everyone really enjoyed going there.
4. New Business
a. Maryann Waddell-GRACE (Email read by Dick)
-In April we served 112 in the Friends & Family program.
-In April we served 97 for Commodities Day(distribution of groceries to our
clients.)
-We completed a Home Improvement Project for one of our clients with the
help of Home Depot on May 22 and 23.
-We delivered mattresses,wheelchairs, food, clothing, canes, and walkers to
our clients.

-In May we served 110 in our Friends & Family program.
-We served 95 on Commodities Day.
-We have a picnic this Saturday, June 7 from 10:00-12:00 in the picnic area
on West Worth St for all the seniors in the Grapevine housing on Worth St,
Texas St, Starr Place.
GRACE and Gateway Church VII Serve are co- sponsoring this picnic.
We passed out flyers last Saturday to all.
-We delivered electric wheelchairs, walkers, canes, clothing,back braces,
food and more this month.
b. Roy Stewart
-By June 21 everything for the runoff election should be settled.
-There will be a liaison to replace the spot for the board, but the Mayor will
appoint the council member later.
c. Joetta King-GHA
- Senior residents in GHA units
In response to the question at the last meeting as to the percentage of senior
residents in GHA,my response was that I wasn't sure of the exact number but
majority are seniors,handicapped and veterans. I inquired and 84 of the 98
GHA units are occupied by elderly and disabled families so the percentage is
about 84%. We have disabled and elderly living in family units because they
are raising grand and great grandchildren or have handicapped adult children.
-Clarification regarding the payment of utilities by 98 housing unit tenants:
As Tena Burrell mentioned at the previous meeting, some tenants do pay
electricity and gas for their unit. (Public Housing residents do not pay water
bills, only Section 8 tenants pay water bills). However, the income based
renters receive an allowance for utilities. Flat rents do not include a utility
allowance.
-The utilities are reviewed annually to see if the rates have increased more
than 10%and if they have,then GHA performs a utility study per HUD
regulations. We provide TXU with a sampling of residents from each
bedroom size on their release of information form signed by the resident
asking for the last 12 months of bills. The company that performs the utility
study for GHA will drop the highest and lowest bills to come up with the
averaged utility allowance. This allowance is deducted from their monthly
rent.
-Flat Rent 2014 Appropriations Act
Unless Congress makes some change in the Appropriations Act,the GHA will
begin the process of implementing the increase in flat rent to meet the 80% of
the Fair Market Rent on October 31 (less PHA adopted utility allowances).
The increase will be phased in such a way that a family will not experience an
increase in their rental payment of more than 35% annually over a three year
period.

-It is important to point out that the flat rate rent for GHA was not increased
for 10 years when it was increased by $50 per month in 2012. It is very
probable that GHA flat rate rent was much lower than the Fair Market Rent
for Tarrant County.
-Income based may be lower, but there are more records to keep up with for
residents; as well as more clerical work for the staff.
-GHA is one of the lowest housing units in Tarrant County with pricing.
d. Trent Kelley-SAC
-Hilton had 70 participants over for a special lunch today.
-Silver Splash started this morning and will be Tuesdays and Thursdays.
-Baby shower for Megan on Friday June 20.
-Will be taking the men to the Ranger's game on Monday June 9 for Father's
Day.
-The ladies will be taking a trip to Ham Orchards in Terrell on Thursday, June
12.
-There is a Lunch&Learn about reverse mortgages on Friday, June 13.
-Construction on the new building is on schedule. They are doing a lot of
groundwork outside and keep moving forward. There are updated pictures
every week at the CAC Annex. Also there is a blog about the construction on
the city website.
-Doug Evans and Joe Moore both retired. Kevin Mitchell has taken over as the
Director of Parks and Recreation.
e. Carey Miller
-Senior Empowerment is October 3; more details will be available at next
meeting in August.
