profit performing arts theater within an existing building. The property is zoned “CC”, Community

PROPERTY LOCATION AND SIZE:
The subject property is located at 1040 Mustang
Drive, and platted as Block 6, Lot 9R-1, Metroplace
2nd Installment. The property contains 1.482 acres
and has approximately 196 feet of frontage along
Mustang Drive.
REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to allow a nonprofit of any
educational, religious, or cultural type (performing arts theater) within an existing building.
The applicant is requesting to use an existing 10,000 sq. ft., 1-story, 32-feet-tall building,
the former Movement Climbing Gym, for a children’s performing arts theater (North Texas
Performing Arts). The proposed floor plan includes classroom and rehearsal space and
two (2), 80-seat theaters. The two theaters will not be used concurrently.
There is one existing point of access off of Mustang Drive that will remain.
Total required parking is 68 spaces. Ninety-one (91) spaces are provided. There are no
proposed changes to the exterior of the site with this request.

PRESENT ZONING AND USE:
The property is zoned “CC", Community Commercial District is developed with a single-
story building.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property was zoned “I-1”, Light Industrial District prior to the 1984 City-wide
Rezoning.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: “CC”, Community Commercial District – Cinemark
SOUTH: DFW Airport Property
EAST: “CC”, Community Commercial District – Office Building
WEST: DFW Airport Property
AIRPORT IMPACT:
The subject site is located within “Zone B” Middle Zone of Effect as defined on the "Aircraft
Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. In “Zone B” the
following uses may be considered only if sound treatment is included in the bui lding
design: multifamily apartments, motels, office buildings, movie theaters, restaurants,
personal and business services. Single-family residential and sound sensitive uses such
as schools and churches should avoid this zone. The theater use is an appropriate use
in this noise zone.
MASTER PLAN APPLICATION:
Map 2: Land Use Plan of the Comprehensive Master Plan designates the subject property
as Commercial (CO) land use. The applicant’s proposal is compliant with the Master
Plan.
THOROUGHFARE PLAN APPLICATION:
The City of Grapevine’s Thoroughfare Plan designates Mustang Drive as a Type B Major
Arterial, with 80-feet of right-of-way developed as four lanes with a center median.
