CALL TO ORDER Chairman Curtis Ratliff called the meeting to order at 4:00 p.m. II. CITIZEN COMMENTS Citizen Ross Bannister spoke asking for the foundation's agendas and minutes to be posted on the city website. The agendas are by law posted on the Friday before the following Wednesday meeting but no minutes are posted until they have been approved as written by the Board of Directors at the following meeting. Mr. Bannister also questioned plans for Township Porch Parties during the summer months. 1 March 20,2013 GHF Meeting 03.20.13 III. APPROVAL OF THE JANUARY 16, 2013 MINUTES Motion by Sue Franks, seconded by Don Vaughn, to approve the January 19, 2013 minutes as submitted, which prevailed by the following vote: Ayes: All (Ratliff, Stanfield, Lawlis, Lease, Franks, Miles, O'Dell, Perkins, Stinson, Vaughn and Wright) Nays: None Absent: Stanfield IV. OLD BUSINESS Secretary Pat Stinson reported on the Membership Development Committee announcing 47 renewals from the recent membership drive and having received $2,777 in dues since January. Don Vaughn reported on Nash Farm in the absence of Nash Farm Chairman Melva Stanfield. Don reported good attendance for the March 01 First Friday event. He also updated the board on the Nash Farm lawsuit saying City Attorney Matthew Boyle had expressed a reasonable level for optimism over the next two weeks to complete the proposed amendments as the documents were now being circulated. Matthew had reported progress on the educational programs and noted the amended restrictions allowing only 10 chickens (with the rooster to be included in this number) and the amendment from the homeowners to accept two head of cattle per acre of farm land. Farm Manager Jim Lauderdale reported on the First Friday programs with the Foodways event having 82 attendees and the Breadmaking class had 14 participants; the March First Friday Urban Homesteading had 94 in attendance. He reported 109 Farmhand volunteer hours and 280 volunteer hours yielded by a Scout project of painting the south end of the barn. Chairman Curtis Ratliff reported on the Grapevine Heritage Foundation's Annual Meeting on February 21 as a success due to the good attendance. He noted the great sound acoustics as they met in the newly restored Soil Conservation Office and complimented staff for the power point presentation of the year's accomplishments. There was no formal action taken. V. NEW BUSINESS Chairman Ratliff stated the nominations for the 2013 Preservation Advocacy Awards had been place online and also a form had been placed in the Grapevine Courier newspaper. The nominations made yielded four awards: Township Award - Dr. Barry and Lori Bushell for the excellent job they did restoring and updating the W. D. Deacon House at 304 East College Street. 2 March 20,2013 GHF Meeting 03.20.13 Conservation Award - Matt and Sandy Gutierrez for the wonderful job of conserving the fabulous D. E. Box House located at 924 East Worth Street. Advocacy Award - Fabien and Yasmine Goury have been great donors and supporters who continue to passionately educate the public about historic preservation at their business, the Main Street Bakery; they also have chosen the Grapevine Historic Township for their home. Restoration Project Award - Eric and Cindy Eicher who have accurately and conscientiously restored the Koonce-Simmons House at 305 Smith Street. Motion by Duff O'Dell, seconded by Jacob Miles, for the board to accept the nominations for the 2013 Preservation Advocacy Awards as presented, prevailed by the following vote: Ayes: All (Ratliff, Lawlis, Lease, Franks, Miles, O'Dell, Perkins, Stinson, Vaughn and Wright) Nays: None Absent: Stanfield VI. DISTRIBUTION OF LIAISON REPORTS Grapevine Historical Society Liaison Report-Joe Ann Standlee, President President Joe Ann Standlee stated12 groups from out of the country had visited the museum. She reported their board had met with City Manager Bruno Rumbelow and the Grapevine Convention &Visitors Bureau Executive Director P.W. McCallum to discuss the layout for their museum inside the Grapevine Ice Company building; they had $225,000 approved the previous night by the City Council and on March 28 they would begin meetings with a museum arts design group. Rick Lawlis asked Joe Ann if the fundraiser had been profitable, she said they had raised $167,000 and were looking for some annual gifts to provide for cleaning, restoration and maintenance. Chairman Ratliff congratulated her on their good work. Grapevine Convention &Visitors Bureau Liaison Report-Paul W. McCallum P.W. McCallum reported the Historic Preservation Commissioners and the City Council were addressing how to protect the heritage of Grapevine's Township. Many of the Township residents had voiced their concerns over the new and oversized structures massing and looming over the historic homes with square footage period appropriate to the Township. The looming is a concern as a 4,000 square foot home is built and looms over an original 800 square foot home invading the privacy of that resident. The City Council recognized the entire area of the Township needed protection and a Public Hearing was needed for everyone to be able to have their say. The City Council agreed the homes should have the opportunity to expand enough to be livable but to keep within the heritage of Grapevine with the size context of the existing homes surrounding and protecting green space. 3 March 20,2013 GHF Meeting 03.20.13 Mike Lease noted the first public meeting had good input from the neighborhood. Rick Lawlis said Grapevine had had many orchards, gardens and green space as part of its heritage; he commended the young residents in their 20 —30's for coming in with the right idea to conserve and preserve. P.W. said the old Township had preserved many different forms of architecture; it was not another cookie-cutter neighborhood. He agreed with Rick, there were many young families who had learned to live in a much smaller envelope. P.W. reported on a great sales mission to New York City, they had contact with 30 different media forms at every level. They had made sales calls all week leading up to their 25th Annual St. Patrick's Day Parade. The CVB had partnered with LegoLand, Sea Life and Thomas the Train to promote meeting planners attending the events with their spouse and children; there had been 56 RSVP's for children, with 48 children actually attending the events. A 25-35 percent of decisions for corporate businesses coming to Grapevine was decided out of New York. Chairman Ratliff thanked P.W. for his report. VII. ADJOURNMENT Chairman Ratliff introduced Mardita Murphy to the board. Mardita graduated from Clemson University in 2010 with a degree in Visual Arts. She is volunteering as an intern for the Heritage Preservation Programs this summer and in the fall will enter the Historic Preservation graduate program at the University of North Carolina at Greensboro.
