April 24, 2013 HPCIMinutes12013 HPC 04.24.13 WORK SESSION `�- David Klempin passed around the most recent staff approved Certificates of Appropriateness for the Commission to Review. A. Approved Certificate of Appropriateness as follows: #CA13-30 for property located at 300 South Main Street; #CA13-31 for property located at 404 South Main Street; #CA13-32 for property located at 120 South Main Street; #CA13-33 for property located at 520 South Main Street, Suite 203; #CA13-35 for property located at 337 South Main Street. PUBLIC HEARING Chairman Burl Gilliam opened the Public Hearing for #CA13-37 for property located at 808 East Wall Street, legally described as Block 2, Lot 1, D. E. Box Addition, City of Grapevine, to the Grapevine Historic Preservation Ordinance 91- 73 (Appendix G — Grapevine Code of Ordinances). Chairman Gilliam called on David Klempin to present the case. RECOMMENDATION: Staff recommends the Historic Preservation Commission approve with conditions Certificate of Appropriateness #CA13-37 for the property located at 808 East Wall Street to restore the exterior and renovate the interior of the existing house for modern living standards to include the following items - 1. Convert two -car garage into finished living space, remove garage doors and replace openings with siding and aluminum windows; 2. Construct a new two -car carport in front of original garage; 3. Add new aluminum windows as indicated on left, right elevations and rear elevations and a new wood French door unit on the rear elevation; 4. Repair and replace as necessary rotten 105 wood siding and wood trim; 5. Replace front door with recycled vintage 1940s wood door (see attached photo of proposed door unit); 6. Re -roof house with Timberline architectural asphalt shingles, "Weathered Wood" color; 7. Repaint body and trim of house white with green trim (see attached rendering of 1940's period house color scheme); BACKGROUND: April 24, 2013 HPCIMinutes12013 2 HPC 04.24.13 Certificate of Appropriateness application #CA13-37 was submitted on April 10, 2013 by the applicant David Smith to restore the exterior and renovate the interior of the house at 808 East Wall Street and update it for modern living. The house was built in 1948 by Champion for the C. C. Wheeler family. It was originally constructed as a house with a detached two -car garage. An addition was built in the 1960's connecting the house with the garage and expanding the living area of the house. Working with Historic Preservation staff, the owner has removed the asphalt overlay siding revealing the original 105 wood siding below which could be restored. The interior floor plan of the house would be reconfigured to enclose the existing two -car garage and a wood frame pergola -style carport with exposed rafter tails would be added to the property. The interior of the house would be reconfigured to add two new bathrooms, a master bedroom, office and game room. Staff recommends approval of Certificate of Appropriateness #CA13-37 for renovations to the historic C. C. Wheeler House developed following the Design Guidelines established for the property located within the D. E. Box Historic District with the condition all doors, windows, light fixtures and paint colors be approved on a separate Certificate of Appropriateness and a building permit is required from the building department. Vick Cox made the motion to close the public hearing. Ashley Anderson seconded the motion which prevailed in the following vote: Ayes: All (Gilliam, Derr, Anderson, Cox, Shope, Telford and Ware) Nays: None Absent: Telford Vick Cox made the motion to approve #CA13-37 with conditions as presented; Ted Ware seconded the motion which prevailed in a vote of: Ayes: All (Gilliam, Derr, Anderson, Cox, Shope and Ware) Nays: None Absent: Telford WORKSHOP LANDMARKED WINDOW REPLACEMENT The Commission scheduled a workshop for proposed amendments to the Design Guidelines for Historic Commercial and Residential properties regarding window replacement for landmarked structures. David Klempin stated staff had received April 24, 2013 HPCIMinutes12013 3 HPC 04.24.13 many options for the window replacement in landmarked properties using replica windows manufactured to exact proportion and appropriate muntin profiles. Staff recommended going forward to consider fiberglass or metal clad windows. Council Liaison Shane Wilbanks and Commissioner Ted Ware discussed one day wood windows would no longer be available with new products prevailing, but these products will look and last better longer. Vice -Chairman R. Lee Derr noted for several years they had been seeing good products of fiberglass and they may be painted but cannot be stained. Ted Ware referred to the wood windows used in the Wallis Hotel building always breaking down and the mental anguish of repetitive issues with the wood windows. Vick Cox said the metal clad windows difference could be seen in an instant as different. Shane stated anything considered other than wood needs to be brought before the Historic Preservation Commission for consideration, P.W. McCallum said it was important to offer homeowners options of windows meeting the look of the Historic District, but not to tether homeowners with the ongoing maintenance and financial costs. He continued, staff had brought this forward due to homeowner input over a long period of time to consider the energy efficiency with the stability of climate control of heating and cooling to be considered. The Convention & Visitors Bureau (CVB) staff maintains many structures with wood windows as preservation resources, with an every three years repainted schedule, but the three year cycle is too long to complete painting of all structures; and even more difficult for a family. David Klempin asked if there was a motion to amend. Ted Ware made the motion the wood windows were preferred but metal clad wood or fiberglass windows would be considered case by case by the Commission. R. Lee Derr seconded the motion which prevailed in a vote of: Ayes: All (Gilliam, Derr, Anderson, Cox, Shope and Ware) Nays: None Absent: Telford UPDATE David Klempin updated the Commission on the results of the City Council Public Hearing regarding the proposed amendments to Grapevine's Historic Preservation Ordinance. He quoted the current maximum as written at this time is limited to 40% structure coverage of the total property square footage; the discussion at this time would limit the second floor to 65% square footage of the ground floor to prevent the loss of privacy to surrounding homes. David reported those already invested in homes here were in favor of protecting their property from massing and looming. Council Liaison Shane Wilbanks agreed current owners felt the need for protection; he said there had been two productive meetings addressing the proposed amendments with the second one lasting 2 '/ - 3 hours. Ted Ware questioned the need now for restrictions in his area, the April 24, 2013 HPCIMinutes12013 4 HPC 04.24.13 Bellaire Addition, before the start of the tear -downs usually occurring as homes reach their 50 year mark. The Historic Preservation Commission (HPC) had approved to limit the Township homes to a maximum of 3400 square feet; for more square footage plans would have to be appealed to the City Council. To prevent massing and looming, square footage would be encouraged to go for depth, not height, to protect the image of the community and the streetscape. Ted said the Commission's charge is to help, not dictate. Commissioner Vick Cox said the Historic Preservation Program in the CVB and the Building Department in City Hall should work more closely. Commissioner Sean Shope said this was true several years ago but as of the last six months the two separate entities had different ground rules and were working together to form a system of checks and balances. Chairman Burl Gilliam called for further comments; he reminded all the HPC Public Hearings were to protect the Township; it was now time to draft and tweak the ordinances in place to protect the Township from the new wave of massing and looming. Commissioner Ware reminded all, Guidelines were required and should be enforced as we do not want incidents as recently happened in the city of West, Texas where the fertilizer business blew up many homes. The final result would be about protecting the Township. MINUTES Sean Shope made the motion to accept the March 27, 2013 minutes as written.
