David Klempin passed around the most recent staff approved Certificates of
Appropriateness for the Commission to Review.
A. Approved Certificate of Appropriateness as follows:
#CA13-07 for property located at 401 South Main Street;

PUBLIC HEARING
Chairman Burl Gilliam opened the Public Hearing for #HL13-01 for property
located at 426 East Texas Street, legally described as Lot C, Rawls & Dalton
Subdivision, City of Grapevine. Chairman Gilliam called on David Klempin to
present the case.
RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve the proposed
Historic Landmark Subdistrict overlay to the Grapevine Historic Preservation
Ordinance 91-73 (Appendix G - Grapevine Code of Ordinances), as amended
for the following property addressed as 426 East Texas Street, legally described
as Lot C, Rawls & Dalton Subdivision, City of Grapevine.
BACKGROUND:
The Rawls House at 426 East Texas on the corner of Dooley Street is located
in the Rawls and Dalton Subdivision. The house was built in 1947 based on a
Cameron Lumber Company plan. The house has a gabled roof with a cross -
axial plan and asymmetrical massing. The house is well placed on the large
lot toward Dooley Street allowing for a natural drainage swale to pass along
the west side of the property. The swale contains a large stand of natural
trees. As you approach the house, a front facing gable bisects the house. The
entrance porch is located to the right of the front gable. A detached garage is
located to the rear of the property which was entered from Dooley Street.
Sandra Tate, who lived at 218 West College Street, remembered the Champion's daug
hter, Doris Champion Rawls. "She lived at Dooley and Texas Streets," Ms. Tate
said. (It appears the Champion and Rawls families were united in marriage.) Mr.
J. H. Champion was a contractor and builder of Cameron Homes. Wm. Ca
meron & Company built 52 homes in one year in Grapevine during the mid 1960s
according to Lloyd Graves, assistant manager of the Grapevine office of Wm.
Cameron Company from 1946 to 1986. Cameron also offered a program to
completely remodel and modernize existing homes. Rigorous adherence to Ca
meron's building specifications created a generation of builders whose

craftsmanship was unmatched.
Staff recommends approval of the Historic Overlay #HL13-01 to record the
history of the property and to allow the Historic Preservation Commission to have
input in the development and the preservation of the house. A set of the
proposed design guidelines for the property were presented.
Margaret Telford made the motion to close the public hearing. Vick Cox
seconded the motion which prevailed in the following vote:

Chairman Burl Gilliam opened the Public Hearing for #CA13-12 for the
property located at 705 North Main Street, legally described as A 946 Tr 20A,
City of Grapevine. Chairman Gilliam called on David Klempin to present the
case.
RECOMMENDATION:
Staff recommends the Historic Preservation Commission denial of Certificate of
Appropriateness #CA13-12 for the property located at 705 North Main Street,
legally described as A 946 Tr 20A, City of Grapevine to the Grapevine Historic
Preservation Ordinance 91-73 (Appendix G - Grapevine Code of Ordinances),
as amended for the following items:
1. Construct new 1800 sq. ft. addition to the historic Langley House at the
side of the house containing new master bedroom, bath with dressing
area, hall and power room and new stone front porch;
2. Construct a two -car garage on south side of property;
(note options A and B);
3. Renovate small stone building to serve as pool house for new swimming
pool.

Certificate of Appropriateness application #CA13-12 was submitted by owner
John Perrault, to expand the home, construct a new garage and renovate a stone
building to serve as a pool house. Mr. Perrault recently married and wishes to
expand the house to serve family needs.
The Langley House is located on North Main Street and was the home of Mr. Ed
and Naomi McCain Langley. He was a postal employee and local historian. The
house is one of the few stone houses in Grapevine and unique in its design.
There are several outbuildings on the large property.
The proposed addition does not follow the proposed massing and scale criteria
approved at the last meeting of the Historic Preservation Commission on the
point of square footage. This house and its outbuilding will exceed the proposed
3,400 sq. ft. maximum condition.
Chairman Gilliam called on Mr. Perrault to present his case. Commissioner Ted
Ware asked Mr. Perrault how many square feet in his living space now, Mr.
Perrault said 3,000 square feet now on 27,000 square feet of land. David
Klempin said this is a big lot but the application request does not follow historic
preservation's current Design Guidelines or the ordinance amendments in
process. Ted asked how much the east elevation (Main Street) side would
change. Mr. Perrault answered very little. Vice -Chairman Lee Derr said the
house to land ratio was under 20% now.
Mr. Perrault said he would use the same exact materials as when built; the stone
and wavy shingles as built in 1940. He agreed to no front entry garage but asked
for the option of building a garage in the far back southwest corner of his lot. He
said he is now at a 14 foot high elevation and will not go any higher than the
main peak of the now existing home.
Mr. Perrault stated he would also like to include a covered front porch to extend
out five foot in front of his home all the way across the whole front of the home.
David Klempin said the porch would change the appearance of the historic
Langley home. Commissioner Margaret Telford agreed saying it would change
the integrity of what the house was.
Chairman Gilliam said Mr. Perrault did have a very difficult lot with apartments
behind his property, a boulevard on his side property and a winery across the
street and this is a very large lot. He confirmed Mr. Perrault would not have any
issue with reducing his height of peak from 14 feet to 12 feet and lowering the
plate line. Mr. Perrault agreed, and added he would like to make Mr. Langley's
bee hive house higher to be functional as a pool house. Commissioner Sean
Shope questioned the height and the 15 foot setback on Dove Loop, Vice -
Chairman Derr noted the looming six foot fence.
Commissioner Margaret Telford stated the unique style of the Langley House
should not be changed; if the addition should meet approval, the proposed porch
would need to be moved to one of the new structures and not be put on the

original existing house. Mr. Perrault agreed.
Margaret Telford made the motion to close the public hearing. Ashley Anderson
seconded the motion which prevailed in the following vote:
Ayes: All (Gilliam, Derr, Anderson, Cox, Shope, Telford and Ware)

Commissioner Ted Ware stated it was fact proposals are only proposals and not
binding; this case was a good example of why the Commission takes case by
case. Many general rules work most of the time, except the one you are looking
at; this is a good sized lot. Vice -Chair Lee Derr said with the garage, the Perrault
property would be at a 22 percent ratio of structure square footage to lot square
footage. Council Liaison Shane Wilbanks said the Commission should take
caution with whatever action was needed, as the Historic Preservation
Commission is the body that must make the decision. Vick Cox questioned the
orientation of the drawings. David Klempin said the stockade fence would
completely enclose the additions. Chairman Gilliam called for any more
discussion. Ted Ware said Margaret was right in keeping the Langley House
front fagade as it is, historic correct.
Ashley Anderson made the motion for the approval of #CA13-12 at 705 North
Main Street as presented with the maximum height restricted to the 12 foot as
directed and no porch to be built on the Langley House. Sean Shope seconded
the motion which prevailed in a vote of:
Ayes: 6 (Gilliam, Derr, Anderson, Cox, Shope and Ware)
Nays: 1 (Telford)

located at 708 East Texas Street, legally described as Block 107, Lot 9, College
Heights Addition, City of Grapevine. Chairman Gilliam called on David Klempin to
present the case.
RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve with
conditions Certificate of Appropriateness #CA13-14 for the property located at
708 East Texas Street, legally described as Block 107, Lot 9, College Heights
Addition, City of Grapevine, to the Grapevine Historic Preservation Ordinance 91-
73 (Appendix G - Grapevine Code of Ordinances), as amended for the following
items:
1. Hardie siding material as per sample;
2. Garage door units as per attached elevations;
3. Paint colors as per attached samples;
4. Marvin Integrity Windows for the house with the condition the window sash

is to be divided in the middle of the window units.
BACKGROUND:
Certificate of Appropriateness application #CA13-14 was submitted on February
13, 2013 by the applicant, Jeremy Williams, for the approval of siding materials,
garage door units, paint colors and window units. Jeremy selected and installed
window units on his home which were not according to the original submitted
plans approved by the Commission. Jeremy will offer a presentation at the
meeting on the benefits of the Marvin Integrity Composite windows he installed in
the house. Of interest to the Commission is how he corrects the appearance of
the windows and the material requirement.
Staff recommends approval of Certificate of Appropriateness #CA13-14 as
presented with the condition the exterior window sashes to be divided in the
middle of the window units.
David Klempin said he noticed the windows installed and the divided lights were
not appropriate; he thought the windows were made of vinyl, upon further
inspection they were actually a fiberglass material. These windows were never
approved on a separate Certificate of Appropriateness as directed by the
Commission; they are now in, and they are not appropriate. Vice -Chairman Derr
asked for the Design Guidelines for this property, David said the Guidelines
require wood windows. Mr. Williams set up two of the fiberglass windows for the
Commission to view. David said these windows are designed to replace old
windows with a historical look.
David told the Commission depending on their decision; this could set a
precedent for others to get ahead of Guidelines without approval. The other
items proposed on #CA13-14 were within the Guidelines but not the windows.
Chairman Gilliam said this is a breach of the Historic Preservation Commission's
approval; he called on Mr. Williams to speak.
Mr. Williams presented the actual window agreeing it was a replica window made
to replace original historic windows when they fail. He explained today's wood
windows have a 10 year warranty, the fiberglass windows have a lifetime
warranty; asking the Commission to approve the fiberglass windows. Mr.
Williams presented his proposed paint colors explaining where they would be
used. He then spoke of the windows again saying obviously they are installed
and they are a premium window at one and one-half times the price of a wood
window. He offered his apology to the Commission for jumping ahead without
approval of the windows. Commissioner Vick Cox said when he saw the
windows they appeared as vinyl to him.
Margaret Telford made the motion to close the public hearing. Ted Ware
seconded the motion which prevailed in the following vote:

Chairman Gilliam called for questions or comments. Ted Ware said he had
worked over many old windows, a system open to failure, but the Commission
was open to alternatives. Ted noted the profile seemed good but not the division
of the lights (panes). He added he was not sure this window would last a life-
time, but they could be somewhat receptive to new materials. Council Liaison
Shane Wilbanks asked where the approval process went wrong. David said the
property owner did not follow the conditions of the Commission's vote as stated
in the approval letter he received stating the conditions to be a Certificate of
Appropriateness was required for all exterior materials.
Vice -Chairman Derr said we did begin accepting the Hardie plank siding and it
was a good material. Margaret Telford asked how the Commission can be
effective if it directs by the Guidelines but the property owner does not follow the
conditions of the direction. Council Liaison Wilbanks asked if we allow this, then
how can we stop anyone else in the District; if Mr. Williams is allowed to do this,
we cannot tell others "no". He agreed perhaps there are better products coming,
he stated he does not care how you treat people as long as all are treated alike.
David stated the Secretary of Interior in regard to landmarked properties requires
windows of wood, however a "new Construction" can consider products of that
time period; but we have only allowed wood windows in the Township.
Commissioner Vick Cox said he could vouch for that as he was required wood
windows only on his home in the Township. Chairman Gilliam called for a motion.
Sean Shope put forth a motion for the approval of #CA13-14 as presented
samples and drawings for Hardie board siding, paint colors, garage door units
and with the condition of wood windows. Vick Cox seconded the motion which
prevailed in a vote of:
Ayes: 3 (Cox, Shope and Telford)
Nays: 4 (Gilliam, Derr, Ware and Anderson)
The motion Failed.
Ted Ware moved to allow the particular type of
maker; but the sash must be must be divided in

RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve the proposed
Historic Landmark Subdistrict overlay to the Grapevine Historic Preservation
Ordinance 91-73 (Appendix G - Grapevine Code of Ordinances), as amended
for following properties addressed as: 616 East Wall Street, legally described as
Block 101, Lot 4, College Heights Addition, City of Grapevine.
BACKGROUND:
This vacant lot is adjacent to the Craghill Bungalow (named for the family of a
past owner, Hazel King), a 1 -story, wood -framed Bungalow sheathed with 117
siding located at 618 E. Wall Street. The house faces north onto Wall Street
and sits on a concrete pier foundation. The house has large side gables and a
front gabled porch. A gravel drive is located along the east property line.
According to Tax Records, in 1928 J. D. McCormick purchased this property for
$50. According to the Grapevine Area History book, Jim McCormick married
Mary Edna "Molly" Crowley, a descendant of the pioneer Isham Crowley family
who came to Tarrant County from Missouri in 1849. The lot was sold to Henry
and Frances Hulsey McCally, executors of the estate of Cassie Orena Hulsey.
In 1978 it was sold to Frank Ford. According to the Grapevine Area History
book, Frank Ford was married to Nora Millican, daughter of Charles C. Millican,
who died in 1922. The property was acquired by Hazel King who improved the
house at 618 E. Wall Street.
Staff recommends approval of the Historic Overlay #HL13-03 to record the
history of the property and to allow the Historic Preservation Commission to have
input in the development and of the property.

RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve with
conditions Certificate of Appropriateness #CA13-15 for the property located at
616 East Wall Street, legally described as Block 101, Lot 4, College Heights
Addition, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G -
Grapevine Code of Ordinances), as amended for the following items:
Construct new 1 1/2 story period -style house with attached 2 -car garage following
the City of Grapevine Design Guidelines with the conditions:
1. Historic Landmark overlay #HL13-03 be approved for the property;
2. the roof be reduced in massing and scale to conform to the side yard
setback plane and
2. all selections of exterior materials, windows, doors, light fixtures and paint
colors be approved under a separate Certificate of Appropriateness.
BACKGROUND:
Certificate of Appropriateness application #CA13-15 was submitted on February
13, 2013 by the owner Neal Cooper for the construction of a new 1 '/2 story
house. The house includes an attached 2 -car garage. The house contains three
bedrooms 2 %2 baths, living areas, dining room and kitchen. The house was
developed following City of Grapevine Design Guidelines for Historic Properties.
At the January meeting of the Historic Preservation Commission, the
Commission approved proposed amendments to the Preservation ordinance.
The house does not conform to the proposed side yard set back requirement.
The owner is willing to consider revising the roof line to conform to the proposed
ordinance.
Staff recommends the approval of #CA13-15 for the 1 '/2 story period -style house
with the conditions Historic Landmark overlay #HL13-03 be approved for the
property; the roof be reduced in massing and scale to conform to the side yard
setback plane and all selections of exterior materials, windows, doors, light
fixtures and paint colors be approved under a separate Certificate of
Appropriateness.
David Klempin showed photographs of the contextual houses on each side and
expressed his concern was the very tall roof. Staff suggested per the Historic
Preservation Commission's vote now in place to prevent massing and looming
the roof be contained to reduce the tall wall. Vice -Chairman Derr said the
proposed tall roofline brings in massing. Margaret Telford said the neighboring
homes are only 1,200 - 1,500 square feet , the proposed house would fit in more
on East Texas Street. Chairman Gilliam called on the builder, Neal Cooper to
speak. Mr. Cooper said the owner wanted a small and quaint house with a nine

foot plate on the first floor and an eight foot plate on the second floor. He added
there would be no additional floor joists in the attic as would be needed if
expansion was planned for later, the first floor is 1,700 square feet and the
second floor area is 447 square feet. David Klempin said the volume is too much
with the massive roof; he recommended turning the upstairs floor plan to the
side. He said the only problem is the roof height and massing, it needed to be
brought to a cottage style. Ted Ware said the voluminous roof was out of place
with the adjacent houses built after World War II were tight to the ground and this
roof does not fit in.
The Commission discussed and agreed the case should be tabled until the
March meeting for the builder to return with new plans.
Margaret Telford moved to Table the case and for the builder to return before the
Commission with new plans. Ted Ware seconded the motion which prevailed in
a vote of:
Ayes: All (Gilliam, Derr, Anderson, Cox, Shope, Telford and Ware)

RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve the proposed

for following properties addressed as 625 East Texas Street, legally described as
Block 105, Lot 6 & 7, College Heights Addition, City of Grapevine.
BACKGROUND:
This small home was built in the late 1940s at the corner of East Texas and
Wood Streets by John Tillery to serve as his family home. The property
contains two lots in the College Heights Addition. It is sited close to the street
on lot 7. Lot 6 is vacant and provides a large side yard to the west of the
house. The house was added onto several times over the years. It is a min
imal traditional style house with a gable roof and a L-shaped plan. A sunroom
was added on to the northeast corner of the house facing north. It contains a
living room, dining room, kitchen, bathroom, two bedrooms and a sunroom. A
small concrete porch leads to the front door of the home.
The house features composite siding and one over one aluminum windows.
Several native trees are located on the site. A shed and garage structure is I

ocated to the rear of the property. The home is in a badly deteriorated
condition with a collapsed roof and floor in the sunroom.
Staff recommended approval of the Historic Overlay #HL13-02 to record the
history of the property and to allow the Historic Preservation Commission to have
input in the development and of the property. A set of the proposed design
guidelines for the property were presented.
David said due to the deterioration with the collapsed roof and the foundation
failed in many places the structure was recommended for tear down and to be
replaced. Neal Cooper is the builder for the property owner, Dr. Paul Davis.
Chairman Gilliam called on Dr. Davis for his comments, he had no comment.

Chairman Burl Gilliam opened the Public Hearing for #CA13-16 for property
located at 625 East Texas Street, legally described as Block 105, Lot 6 & 7,
College Heights Addition, City of Grapevine. Chairman Gilliam called on David
Klempin to present the case.
RECOMMENDATION:
Staff recommends the Historic Preservation Commission denial of Certificate of
Appropriateness #CA13-16 for the property located at 625 East Texas Street,
legally described as Block 105, Lot 6 & 7, City of Grapevine, to the Grapevine
Historic Preservation Ordinance 91-73 (Appendix G - Grapevine Code of
Ordinances), as amended for the following items: Construct new 1 %2 story period
-style house with detached 3 -car garage.
BACKGROUND:
Certificate of Appropriateness application #CA13-16 was submitted on February
13, 2013 by the applicant/builder Neal Cooper for the construction of a new 1 '/2
story house, breezeway and detached 3 -car garage for the owner. The plans

were developed by an architect to serve the owners requirements for a primary
residence. The house is designed in Queen Anne Victorian style. The porches,
outbuilding and the breezeway to the house extends its living areas into the
landscape. The house contains three bedrooms, three bathrooms, living areas,
dining area and kitchen. The corner turret is a major feature to the house. There
are no other known examples of this feature in Grapevine or the Historic
Township.
Staff recommends denial of #CA13-16 for the construction of the new house as
the design is not consistent with current Design Guidelines of the City of
Grapevine. In addition the design does not follow the proposed massing and
scale criteria approved at the last meeting of the Historic Preservation
Commission on the point of square footage. This house and its detached garage
and covered walkway will exceed the proposed 3,400 sq. ft. maximum condition.
David explained the house is actually not that large but with the three -car garage,
the many covered porches and the breezeway the coverage is 4,800 square feet.
At this time staff recommends denial due to the design and the size is
inappropriate to the Township.
Vice -Chairman Derr questioned the Guidelines and any changes to be made in
buying and combining two lots. The turret was discussed as inappropriate for the
Township. Mr. Cooper explained Dr. Davis wanted the turret and its similarity to
the Dallas Historic District. David Klempin explained Grapevine had no turrets in
the Township. Vice -Chairman Derr said the original folks could not afford a lot of
ornamentation. Commissioner Telford agreed saying there were no turrets
common to the Township, turrets would be out by the lake in newer build or in
Waxahachie. The Commission discussed and agreed the case should be tabled
until the March meeting for the builder to return with new plans.

David Klempin stated the January 23, 2013 minutes should be amended on page
6, paragraph 2: Ted Ware asked if the vote would include parking, the answer
should have read No, as parking was not on the agenda for that meeting.
Ashley Anderson made the motion to accept the January 23, 2013 minutes as
amended. Margaret Telford seconded the motion, which prevailed by the
following vote:
