PLANNER II DATE: AUGUST 5, 2026 SUBJECT: CONDITIONAL USE REQUEST CU26-21; BAYLOR SCOTT & WHITE HOSPITAL CANOPY, 1650 WEST COLLEGE STREET RECOMMENDATION Staff recommends the Site Plan Review Committee (SPRC) consider the proposed changes to conditional use request CU11-28 (Ord. 2011-057) for a four-story, 167,939 square foot expansion to the front of an existing hospital. This request is specifically to allow for the addition of a permanent 1,300 square foot canopy on the north side of the existing hospital, in conjunction with the temporary placement of a Magnetic Resonance Imaging (MRI) mobile trailer. The property is zoned “PCD”, Planned Commerce Development District and is platted as Block A, Lot 1A1, Grapevine Medical Center Addition. REQUEST The applicant requests to amend the previously approved site plan of conditional use request CU11-28 (Ord. 2011-057). This request is specifically to add a 1,300 square foot, 19 foot canopy to shelter a temporary mobile MRI trailer and provide covered access for patients and staff. The mobile MRI unit will be utilized during construction of a retrofit to the existing MRI located within the hospital and at other times as needed. The canopy is proposed in an existing parking lot located between the north elevation of the hospital and West College Street. The proposed site modifications to accommodate the carport and MRI trailer will result in the removal of three existing parking spaces. Required parking for the hospital is 1,240 parking spaces and 1,872 parking spaces are provided. No additional changes are proposed. BACKGROUND INFORMATION The existing hospital, existing tower, and the existing parking garage “B”, were zoned “SP”, Specific Use Permit District prior to the 1984 City-wide Rezoning. The perimeter of the site including the current parking garage “A”, central utility plant and the office buildings along the west side of Lancaster Drive where zoned “PD”, Planned Development District. • On April 17, 1982, City Council approved Z82-34 (Ord. 1982-051) to allow for “SP" Specific Use Permit District for the construction and operation of a multiple story professional building, construction and operation of a multiple story patient Agenda item # III. CU26-21.4sprc 2 bed tower and the expansion and operation of a power plant all incidental to the operation of a medical center complex, provid ed the height does not exceed the maximum height permitted by the Dallas/Fort Worth Regional Airport Zoning Ordinance, 756 feet or seven floors; whichever height is lesser of the permitted heights all in accordance with a site plan. • On June 16, 1987, City Council approved Z87-09 (Ord. 1987-033) to rezone the tracts directly adjacent to multiple-story hospital site from “PCD” Planned Commerce Development District to “PO” Professional Office District and “CC” Community Commercial District. • On May 17, 1988, City Council approved SU88-01 (Ord. 1988-039) to allow for a helistop for hospital use. • On June 20, 1989, City Council approved CU89-07 (Ord. 1989-043) to allow for the location of a future physical plant and future four-story expansion to patient tower. • On June 20, 1989, City Council approved SU89-02 (Ord. 1989-044) to allow for the location of a helistop pad. • On May 19, 1992, City Council approved CU92-06 (Ord. 1992-095) to allow for expansion of the site from 15.2886 acres and add 10.9866 for a total of 26.2746 acres. • On May 19, 1992, City Council approved SU95-01 (Ord. 1995-029) to allow for relocation of the helistop pad. • On November 15, 1994, City Council approved CU94-30 (Ord. 1994-099) to allow for a one-story 12,830 square foot family clinic. • On March 21, 1995, City Council approved CU95-04 (Ord. 1995-17) to allow for the development of the outpatient facility emergency room, diagnostic radiology and medical imaging, women's service center and intensive care. • On November 19, 1996, City Council approved CU96-32 (Ord. 1996-095) to allow for expansion to the Women' s Center. • On March 18, 1997, City Council approved CU97-11 (Ord. 1997-027) to allow for a 300 square foot addition to the Dietary Center, modifications to the patient drop-off drive and canopy, and an addition of a 115-vehicle parking lot. CU26-21.4sprc 3 • On January 5, 1999, City Council approved CU98-37 (Ord. 1999-05) to allow for the expansion of the existing hospital facility, the addition of a 436-vehicle parking garage, an additional dock drive, and two temporary surface parking lots (not to exceed 18 months from date of approval). • On June 20, 2000, City Council approved CU00-23 (Ord. 2000-063) to allow for the conversion of 54 temporary parking spaces on the northwest side of the property to permanent parking. • On November 21, 2000, City Council approved CU00-55 (Ord. 2000-121) to allow for the conversion of a previously approved four-story addition to a five- story addition and the conversion of a previously approved one -story addition to a two-story addition. • On June 19, 2001, City Council approved CU01-26 (Ord. 2001-048) to allow for the addition of a sixth floor to previously approved five floor administration/patient facility and locate a new generator on the lower level of the existing parking garage. • On September 28, 2005, Site Plan Review Committee (SPRC) approved CU05- 55 to allow for a 1.90 acre, 145 space parking lot for the existing hospital facility. • On April 27, 2006, Site Plan Review Committee (SPRC) approved CU06-09 to allow for an expansion in excess of 6,000 square feet to the emergency services area of the medical complex. • On July 25, 2006, Site Plan Review Committee (SPRC) approved CU06-30 to allow for shade structures to cover a designated handicap parking area adjacent to the south side of the existing parking garage. • On July 17, 2007, City Council approved CU07-15 (Ord. 2007-040) to allow for a two-story addition to the south tower and the development of a central utility plant. • On May 20, 2008, City Council approved CU08-11 (Ord.2008-026) and SU08-02 (Ord. 2008-027) respectively, to allow for a five-story parking garage and a helistop. • On October 28, 2009, Site Plan Review Committee (SPRC) approved CU09-39 to allow for revised drive aisles and surface parking.
