SUBJECT: RENEWAL OF AN ANNUAL CONTRACT FOR RFB 48-24 FOR WATER
AND WASTEWATER CHEMICALS
RECOMMENDATION: City Council to consider approval for the renewal of an annual contract for
RFB 48-24 for water and wastewater chemicals with Brenntag Southwest,
Veolia North America, Polydyne, Inc. and PVS DX Inc. for the Public
Works Department.
FUNDING SOURCE: Funds are available in the Utility Enterprise Fund for an annual estimated
amount of$650,000.
BACKGROUND: The purpose of this contract is to establish fixed annual pricing for water
and wastewater chemicals on an as-needed basis for the Public Works
Department. Purchasing and the Public Works Department awarded
products based on the lowest responsible and responsive bids submitted.
Bids were taken in accordance with Local Government Code Chapter 252,
Subchapter B, Section 252.021 (a) and Section 252.041 (a). The bid
advertisement was posted in the Fort Worth Star-Telegram on August 7,
2024, and August 14, 2024. RFB 48-24 was issued through the City eBid
system with 320 invitations sent out. Twenty-one vendors viewed and
downloaded the RFB and nine bids were received. The bid was opened
electronically on August 28, 2024, at 2 pm. The contract was an initial
one-year period, with four available one-year renewal options. If
approved, this will be the second renewal option.
Based on the evaluation of the bid by the Public Works Department and
Purchasing it was determined the awards be made based on the lowest
responsible and responsive bid meeting specifications for each line item
awarded.
Staff recommends approval.
