The Planning and Zoning Commission of the City of Grapevine, Texas met in Special
Meeting and Regular Session on this 2111 day of July 2026 in the Planning and Zoning
Conference Room with the following members present-to-wit:

With no members absent, constituting a quorum. The following City Staff were present:

SPECIAL MEETING: 7:15 p.m.—Planning and Zoning Conference Room
1. Conduct the Oaths of Office for reappointed Commission Members.
Staff led Commissioners Larry Oliver, Jason Parker, Herbert Fry, and Gustav Kuelbs to
complete the Oath of Office for reappointment to the Planning and Zoning Commission.
2. Planning and Zoning Commission to consider and elect a Chair and Vice-Chair of
the Planning and Zoning Commission for the 2026-2027 term.

Tiggelaar moved to elect Larry Oliver as Chair of the Planning and Zoning Commission.
Parker seconded the motion,which prevailed by the following vote:
Ayes: Oliver, Tiggelaar, Hutton, Parker, Kercheval,Anderson Brown, and Fry
Nays: None
Approved: 7-0
Parker moved to elect Beth Tiggelaar as Vice-Chair of the Planning and Zoning
Commission. Anderson Brown seconded the motion, which prevailed by the following
vote:
Ayes: Oliver, Tiggelaar, Hutton, Parker, Kercheval,Anderson Brown, and Fry
Nays: None
Approved: 7-0
3. Discuss upcoming training opportunities for Commissioners.
Staff briefed the Commission on upcoming training opportunities.
With no further business to discuss, Parker moved to adjourn the meeting at 7:18 p.m.
Hutton seconded the motion,which prevailed by the following vote:
Ayes: Oliver, Tiggelaar, Hutton, Parker, Kercheval,Anderson Brown, and Fry

JOINT PUBLIC HEARINGS
6. Amendments and changes to the Comprehensive Zoning Ordinance No. 82-73,
same being Appendix D of the Code of Ordinances AM25-02 ("PO", Professional
Office District Conditional Uses) — City Council and Planning and Zoning
Commission to conduct a public hearing relative to amendments and changes to
the Comprehensive Zoning Ordinance, No. 82-73, same being Appendix D of the
Code of Ordinances,as follows: Section 12, Definitions to amend the definition for
Planned Neighborhood Shopping Centers, Section 24, "CN", Neighborhood
Commercial District to amend permitted and conditional uses, Section 27, "PO",
Professional Office District to amend permitted, conditional uses, and limitations
on uses;and Section 41, Planned Development Overlay to create a new limitation

within Subsection 41.D. The public hearing was tabled at the April 21, 2026 Joint
Meeting.
The Commission and Council received a report from staff and held the public hearing.
Misty Ventura of 9406 Biscayne Boulevard, Dallas, TX 75218 addressed the Council and
Commission in support of text amendment AM25-02 and in support of retaining assisted
living facilities as a conditionally permitted use in the `PO'; Professional Office District.
Lola Lacrosse of 2416 Ranch House Drive, Southlake, TX 76092, representing Living
World Lutheran Church, located at 2031 West Northwest Highway, Grapevine, TX 76051,
addressed the Council and Commission requesting that nonprofit institutions remain on
the list of conditionally permitted uses in the `PO", Professional Office District.
7. Conditional Use Permit CU26-12 (High Country Commercial) — City Council and
Planning and Zoning Commission to conduct a public hearing relative to an
application submitted by Chance LeBlanc with Dunaway Associates.The site was
Planning and Zoning Commission July 21, 2026 Page 2 previously approved for
conditional use permit CU22-30(Ordinance No. 2022-047)to allow a construction
trade office with a storage yard, however,the permit expired due to inactivity after
one year. This request is specifically for a conditional use permit to allow for a
construction trade office with an outside storage yard. The subject property is
located at 1039 East Dallas Road and is currently zoned "LI", Light Industrial
District. The public hearing was tabled at the June 16,2026 Joint Meeting.
The Commission and Council received a report from staff and held the public hearing.
Applicant Chance LeBlanc with Dunaway Associates presented and answered questions.
8. Conditional Use Permit CU26-06 (C&O Supply)—City Council and Planning and
Zoning Commission to conduct a public hearing relative to an application submitted
by Jeremy Williams with Silver Fox Ventures. This site was previously approved
for a zone change Z23-07(Ordinance No.2023-059)to rezone 16.619 acres from
"CC", Community Commercial District to"BP", Business Park District and site plan
SP23-06 to construct an office-warehouse development. The applicant is
requesting a conditional use permit to allow 22,730 sq. ft. of outdoor storage area
and the outdoor storage of ten delivery and service vehicles, including box trucks
and service trailers, in conjunction with an office/warehouse use. The subject
property is located at 1800 State Highway 121.
The Commission and Council received a report from staff and held the public hearing.
Project representative Casee Neal with C&O Supply presented and answered questions.

9. Conditional Use Permit CU26-17(North Texas Performing Arts)—City Council and
Planning and Zoning Commission to conduct a public hearing relative to an
application submitted by Kelly McDowell with North Texas Performing Arts
requesting a conditional use permit to allow a non-profit performing arts theater
within an existing building. The subject property is located at 1040 Mustang Drive
and is currently zoned "CC", Community Commercial District.
The Commission and Council received a report from staff and held the public hearing.
Applicant Kelly McDowell with North Texas Performing Arts presented and answered
questions.
10.Zoning Amendment Z26-04 (Spec Warehouse) — City Council and Planning and
Zoning Commission to conduct a public hearing relative to an application submitted
by Alex Camunez with Box Investments. This site was previously approved for a
conditional use permit CU21-14 (Ordinance No. 2021-035) and planned
development overlay PD21-02 (Ordinance No. 2021-036) to allow for the
possession, storage, retail sale, and off-premise consumption of alcoholic
beverages (beer, wine, and mixed beverages) in conjunction with a commercial
kitchen and a planned development overlay to allow for the overnight parking of
vehicles.The applicant is requesting to rezone 3.691 acres from"CC", Community
Commercial District to "BP", Business Park District to allow for an office/
warehouse development. The subject property is located at 2850 North State
Highway 121.
The Commission and Council received a report from staff and held the public hearing.
Applicant representative Todd Marchesani with Box Investment Group presented and
answered questions.
Planning and Zoning Commission recessed to the Planning and Zoning Commission
Conference Room, Second Floor,to consider published agenda items.

The Commission discussed this item.
Parker moved to approve with conditions text amendment AM25-02("PO",Professional
Office District Conditional Uses). Fry seconded the motion, which prevailed by the
following vote:
Ayes: Oliver, Tiggelaar, Hutton, Parker, Kercheval,Anderson Brown, and Fry
Nays: None
Approved: 7-0
13.CU26-12; High Country Commercial — Consider the application and make a
recommendation to City Council.
The Commission discussed this item.
Kercheval moved to approve with conditions conditional use request CU26-12 (High
Country Commercial).Parker seconded the motion,which prevailed by the following vote:
Ayes: Oliver, Tiggelaar, Hutton, Parker, Kercheval,Anderson Brown, and Fry
Nays: None
Approved: 7-0
14.CU26-06; C&O Supply—Consider the application and make a recommendation
to City Council.
The Commission discussed this item.

16.Z26-04; Spec Warehouse — Consider the application and make a
recommendation to City Council.
The Commission discussed this item.
Anderson Brown moved to approve zone change request Z26-04 (Spec Warehouse).
Kercheval seconded the motion,which prevailed by the following vote:
Ayes: None
Nays: Oliver, Tiggelaar, Hutton, Parker, Kercheval,Anderson Brown, and Fry
Motion failed due to lack of majority.
17.Preliminary Plat of Lot 1, Block 1, 316 Addition—Consider the application and
make a recommendation to City Council.
The Commission discussed this item.
Hutton moved to approve Preliminary Plat of Lot 1, Block 1, 316 Addition. Tiggelaar
seconded the motion,which prevailed by the following vote:

seconded the motion,which prevailed by the following vote:

19.Consider the minutes of the June 16, 2026 Special and Regular Planning and
Zoning Commission meeting.
The Commission discussed this item.
Hutton moved to approve the minutes of the June 16, 2026, Special and Regular
Planning and Zoning Commission meeting. Parker seconded the motion,which prevailed
by the following vote:
Ayes: Oliver, Tiggelaar, Hutton, Parker, Kercheval,Anderson Brown, and Fry
Nays: None
Approved: 7-0
