The Historic Preservation Commission for the City of Grapevine, Texas met in Public
Hearing on Wednesday, April 26, 2017, at 6:00 p.m. in the Grapevine City Hall, 2nd
Floor Council Chambers, 200 South Main Street, Grapevine, Texas, with the following
members present to wit:

CALL TO ORDER AND WELCOME
Chairman Sean Shope called the Public Hearing to order at 6:00 p.m. He welcomed
and thanked all present for attending the meeting. Chairman Shope asked all to pause
for a moment of silence in remembering Dennis Slechta.
CITIZEN COMMENTS
There were no citizen comments.
Any person who is not scheduled on the agenda may address the Historic
Preservation Commission under Citizen Comments by completing a Citizen
Appearance Request form. In accordance with the Texas Open Meetings Act, the
Commission is restricted in discussing or taking action during Citizen Comments

Staff Approved Certificates of Appropriateness as follows:

PUBLIC HEARING
Chairman Shope opened the Public Hearing for#CA17-39 for the property located at
600 West College Street, legally described as Block: 44R Lot: 1 R, Original Town of
Grapevine, Texas and take any necessary action.
Chairman Shope called on David Klempin to present the case
BACKGROUND:
Certificate of Appropriateness application #CA17-39 was submitted by the applicant,
Neal Cooper of Copper Street Homes, on March 20, 2017 to remove the non-
contributing wood deck and to construct a new 1 '/2 story addition on the west side of
the house. The W. R. Buckner House was built in 1902. The house is located within
the boundary of the College Street Residential Historic District and is a contributing
structure. The plans for the new addition with two-car garage were developed by Scott
Buchanan following the Design Guidelines and the provisions of the 2013-23 update
to the Preservation Ordinance. The owner's design concept is to connect the original
W. R. Buckner House to the new 1 '/2 story addition by using a one story link. This
treatment with a link would aid in reducing the mass and scale of the addition and help
blend into the original house, the wooded site and setting, improving the impact on the
streetscape.
On the front elevation, the original house is visible to the right and a new gabled
addition is shown to the left. The existing house contains 1,068 square feet; combined
with the new addition would contain 3,389 square feet of climate controlled living area
(less than the maximum 3,400 square feet allowed by the 2013-23 Preservation
Ordinance update). The new addition proposed 1,765 square feet of living area and an
attached garage of 551 square feet garage (the garage "attached" to the house is
considered a part of the maximum 3,400 square feet allowed by the 2013-23
Preservation Ordinance).
The projecting gable on the south elevation of the new addition extends beyond the
line of the side yard setback requirement. The CVB Director, Historic Preservation
Officer and Building Official have reviewed the plans and recommend a variance be
granted for the projecting gable of the new addition on the south side elevation.

Rooms in the new addition would include dining and family rooms, laundry and a half
bath, a two-car garage on the first floor and a new master bedroom and bath on the
second floor.
The lot size is 16,917 square feet with building coverage of 16.7 percent (less than the
maximum of 40 percent coverage).
RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve with conditions
Certificate of Appropriateness #CA17-39 for the property located at 600 West College
Street, legally described as Block 44R, Lot 1 R, Original Town of Grapevine, City of
Grapevine, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G —
Grapevine Code of Ordinances), as amended for the following items:
to remove the non-contributing wood deck and to construct a new 1 '/2 -story addition
on the west side of the house, as per the attached plans; with the conditions a
variance be granted for the projecting gable on the south elevation; a building permit is
obtained from the Building Department; and all exterior materials, windows, doors and
door hardware, light fixtures and paint colors be approved under a separate
Certificate(s) of Appropriateness.
Chairman Shope called on the applicant, Neal Cooper, for comments. Mr. Cooper
said the design for the addition was driven by homes they had seen in the Northeast
where barns had been converted into living quarters or bridged to the house on the
property as an addition. He explained the size of the lot, the location and how it
bordered the creek. The old pier and beam construction would drop down with steps
to the new addition to appear as a house and barn connected; the addition would
have a different style from the existing house's 1902 style to give some separation.
Commissioner Chuck Voelker inquired about work on the existing old house, Mr.
Cooper said he was only removing the non-contributing deck, all other elevations
would remain the same. Mr. Cooper added the property transition would become a
"dual face" facing out on College and Scribner Streets; the new address will be a
Scribner Street address due to the setback requirements. Chairman Shope noted the
creek was on one side, the church on the other, so the rear elevation is the creek side;
Mr. Copper agreed saying the sewer easements were on the east and west sides.
Commissioner Voelker asked about the variance requested. Mr. Cooper responded to
remedy the entrance went to the Scribner side. Commissioner Ware noted they were
ending up with the clipped gables all over town; therefore addressing the variance.
Staff suggested to allow the variance.
Vick Cox made the motion to close the public hearing for #CA17-39; Chuck Voelker
seconded the motion which prevailed in the following vote:
Ayes: 7 (Shope, Derr, Anderson, Cox, Telford, Voelker and Ware)

Chairman Shope called for a motion; Attorney Matthew Boyle asked for the motion to
include the variance. Ted Ware made the motion to approve #CA17-39 with the
variance as presented and the conditions as noted; Ashley Anderson seconded the
motion which prevailed in the following vote:
Ayes: 7 (Shope, Derr, Anderson, Cox, Telford, Voelker and Ware)
Nays: None

512 Estill Street, legally described as Block 102, Lot 4R & 5R, College Heights
Addition, Grapevine, Texas and take any necessary action.
Chairman Shope called on David Klempin to present the case.
BACKGROUND:
Certificate of Appropriateness application #CA17-41 was submitted on March 22,
2017 by the applicant, Dan Proctor, for construction of a new addition to the original
1946 Higgins-Hilliard House and a new detached two-car garage. The 1,050 square
feet minimal traditional style house is rectangular in plan with a projecting front porch.
This house was identified in 1998 by the Texas Historical Commission as a
contributing structure to the College Heights Neighborhood of the Historic Grapevine
Township District. The house is not landmarked. Plans for the new addition and
outbuilding were developed to follow the updated 2013-23 updates to the Preservation
Ordinance for non-landmarked buildings.
The existing house measures 1,056 square feet. The front half of the original house
would receive a new 2-story addition in the rear of the house. The existing house
combined with the new addition would contain 3,400 square feet of living area (the
maximum square feet allowed by the Preservation Ordinance). A new two-car 498
square feet detached garage would be constructed to the rear.
The cabana shown on the site plan is not a part of this application, as no plans for the
structure have been submitted for approval. The lot size is 21,000 square feet and the
building coverage is 18.5% (less than the maximum of 40 percent coverage).
RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve with conditions
Certificate of Appropriateness #CA17-41 for the property located at 512 Estill Street,
legally described as Block 102, Lot 4R, 5R, College Heights Addition, City of
Grapevine, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G —
Grapevine Code of Ordinances), as amended for the following items:

To construct a new addition as presented to the existing 1946 Higgins-Hilliard House:
and construct a new two-car detached garage as per the attached plans with the
condition a building permit be obtained from the Building Department.
The applicant, Mr. Proctor, would like to go back to the original concept presented to
the Commission in the past; with more of the original house saved. The plans as
presented would be the existing house as the front half and the rear expanded to the
maximum 3,400 square feet living area and a 498 square feet detached, two-car
garage. The cabana shown on the plans will be presented on a separate Certificate of
Appropriateness at a later date. Staff recommends approval.
Chairman Shope called for the applicant to make comments. Mr. Ray Oujesky of 201
Main Street, Fort Worth, Texas 76102, came forward to present for the applicant. The
applicants had provided their own PowerPoint presentation. Mr. Oujesky said the
property owner would live in this house and make additions in the rear to protect the
character of the existing house; he saw this as a single family home by today's
standards. The left side elevation was shown first, with the setback of the addition at
approximately 14 feet, but with the existing house remaining prominent. The existing
great room will rise into the new addition; the existing porch will not remain as it was
not an original feature, it was added in 2005. There was a proposed basement below
the first floor.
Vice Chairman R. Lee Derr asked to see the front elevation again as he was
concerned with the mass and the amount of roof, two planes, but a lot of roof; and he
was concerned with almost doubling the height. Commissioner Voelker questioned the
small windows to the right on the front elevation not balancing with the larger windows
to the left of the entry. Applicant Dan Proctor came forward to say the small windows
were for light only and he did not want the windows to interfere with closet space.
Vice Chairman Derr asked again about the roof, saying a hip roof would soften the
roofline to scale with the smaller homes across the street. Commissioner Cox noted
the existing hip roof was an add-on, the oldest photograph showed a shed roof as
proposed. Commissioner Telford came back to discuss the windows on the right in
the front elevation, saying it needed a larger window in the closet space, it needed two
larger windows on the right side as the three small clerestory windows were out of
symmetry. Mr. Proctor asked for a 30 by 60 window in the center; Commissioners
Telford and Voelker both agreed with the one larger window as opposed to the three
smaller clerestory windows.
Chairman Shope asked if Mr. Proctor was okay with the one 30 by 60 window rather
than the three small windows; Mr. Proctor agreed saying yes. Chairman Shope called
for a motion.
Margaret Telford made the motion to close the public hearing for#CA17-41; Vick Cox
seconded the motion which prevailed in the following vote:
Ayes: 7 (Shope, Derr, Anderson, Cox, Telford, Voelker and Ware)

Chairman Shope called for any further discussion. Chuck Voelker said he appreciated
the homeowner working with the Commission, Chairman Shope and Commissioner
Telford agreed.
Ashley Anderson made the motion to approve #CA17-41 with the 30 by 60 window
centered on the right front elevation to replace the three small windows there, and the
conditions as noted; Margaret Telford seconded the motion which prevailed in the
following vote:
Ayes: 7 (Shope, Derr, Anderson, Cox, Telford, Voelker and Ware)
Nays: None
Absent: None
