It has been determined that this case meets the criteria for a hearing before the Site
Plan Review Committee (SPRC). A hearing before the full Council and Commission
is not necessary. Therefore, this case is on an accelerated schedule. The next
scheduled SPRC meeting is on Wednesday, August 28 at 9:00 am. It is not
necessary for the applicant to be present at this meeting.
1. The revised submittal shall be drawn and sealed by a registered surveyor, registered
architect, or registered engineer.
2. Interior renovations to a site that has a conditional use permit do not require a revision
to the existing conditional use permit, except in those case when the interior
renovations result in changes to the building exterior fagade or footprint. Therefore the
only sheets necessary for this application are the site plan and the elevation sheet. All
other sheets can be deleted from the revised submittal.
3. In the bottom right hand corner of each sheet, include a title block giving the following
information:

5. The site plan that was submitted is almost illegible. Please submit a clearer site plan.

The above comments must be reflected in the revised submittal, which is due by
Thursday, August 26, 2002 at 12:00 p.m. Please submit the revised documents to the

The revised submittal shall include:

two (2) folded blueline copies of each sheet
eight (8) reduced, sorted, and collated copies at 11" x 17" three hole punched,

I received your response to my Plan Review Comments, Aug. 2 and have
been making your corrections to your drawings ever since. I was about to
stamp them and release the permit for construction when I first realized
there still is not the required second exit from the second floor training
room.
This issue is a matter of life safety and is strictly addressed in the code at
Section 1003.1 and Table 10-A. This permit may not be released until this
problem is resolved to the satisfaction of the Building Code.

RECOMMENDATION
Staff recommends the Site Plan Review Committee consider the proposed changes to
the previously approved site plan associated with CU01-21 (Ord. No. 01-41), for an
automobile dealership with sales and service of new and used cars, approved by
Council on May 15, 2001, and take any action necessary.
BACKGROUND INFORMATION
The original conditional use permit for a planned commercial center establishing an
automotive dealership with sales and service of pre -owned automobiles (Autonation)
and a forty foot poles sign was approved in October 1996. No subsequent development
occurred and the conditional use permit expired. C000-33 (Ord. No. 2000-81) was
approved on August 15, 2000, providing for an automotive dealership with sales and
service of new and used vehicles and a forty -foot pole sign with an additional 6 -ft.
ground sign. C000-64, approved in December 2000, allowed for some minor revisions
to the approved site plan. CU01-21, approved in May 2001, provided for the placement
of a temporary trailer for business purposes and allowed vehicle sales to occur on the
premises (particularly the display lot) prior to completion of the permanent 92,636 -sq. ft.
building. CU02-02, approved by the Site Plan Review Committee on January 23, 2002,
approved a revision of the approved site plan, specifically to add a 4,408 square foot
sales building to the front of the site. CU02-04, approved by the Site Plan Review
Committee on February 27, 2002, permitted the addition of a 2,000 -gallon fuel tank and
a 1,000 -gallon fuel tank, the enclosure of six parking spaces located to the east of the
service center with a six-foot chain link fence to be used for tire storage; and a
reconfiguration of the sidewalk in front of the recently approved sales building.
This current request is for the installation of blue awnings on the windows of the main
sales and service center building.

The Site Plan Approval Committee, at their August 28, 2002 meeting, approved your request to revise the
previously approved plan associated with CU01-21 (Ord. No. 01-41) for an automotive dealership, specifically to

major) can only be approved by city council through the public hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on which the City
Council grants the Conditional Use, unless within such one (1) year period: (1) a Building Permit is obtained and
the erection or alteration of a structure is started, or (2) an Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written application, without
notice or hearing. No additional extension shall be granted without complying with the notice and hearing
requirements for an initial application for a Conditional Use Permit.
