Mayor William D. Tate called the meeting to order at 7:30 p.m. in the City Council
Chambers.
Item 1. Invocation and Pledge of Allegiance: Commissioner Kirbv Kercheval
Item 2. Mavor William D. Tate to present Grapevine Heritage Foundation's 2026
Preservation Advocacv Award winners.
Mayor Tate and Grapevine Heritage Foundation Chairman Melva Stanfield presented the
2026 Preservation Advocacy Awards to Russell and Christina Cudd, the
Preservation/Conservation Project Award; Colton Banks, the Rehabilitation Project
Award; and Ryan and Sommer Tate, Grapevine Township Project Award.

Item 3. Zoning Change Application Z25-08, Conditional Use Permit CU25-50 (Mixed -Use
Development): Preliminary Plat Lots 2-5, Block 1, Grapevine Mills Wells Addition; and
Final Plat Lots 2 and 4, Block 1, Grapevine Mills Wells Addition
The public hearing was opened and tabled at the April 21, 2026 Joint Meeting.
Director of Planning Services Erica Marohnic reported the applicant was requesting to
rezone 28.7 acres from "HCO", Hotel Corporate Office District to "CC", Community
Commercial District. The applicant is also requesting a conditional use permit to develop
a master site development with a 246-unit multifamily development on Lot 2, exceeding
the maximum building height of 50 feet in the "CC", Community Commercial District and
to reduce the minimum distance between primary and secondary structures from 40 feet
to 20 feet. They are also requesting a conditional use permit to allow for the possession,
storage, retail sales of on- and off- premise consumption of alcoholic beverages (beer,
wine, and mixed beverages) in conjunction with a restaurant, within a six -story hotel with
249 rooms, exceeding the maximum building height of 50 feet to 75 feet on Lot 3 in the
"CC", Community Commercial District. Lots 4 and 5 are shown in concept for the
possession, storage, and retail sales of on- and off -premise consumption of alcoholic
beverages (beer, wine, and mixed beverages) in conjunction with hotels exceeding the
50-foot height maximum in the "CC" Community Commercial District. The subject
property is located at 2800 and 3421 Grapevine Mills Parkway.
Applicants Joel Behrens and Scott Thompson presented this item and answered
questions from the Commission and Council.

Item 4. Zoning Change Application Z26-01 and Conditional Use Permit CU26-05 (Sunbelt
Expansion)
Mayor Tate declared the public hearing open.
Director of Planning Services Marohnic reported the applicant was requesting to rezone
approximately 5.132 acres from "CC", Community Commercial District to "BP", Business
Park District and was also requesting a Conditional Use Permit to combine two lots into
one and to expand the existing sales and rental of heavy machinery and equipment use
at 1035 Texan Trail (Lot 2A, Block 2, Airport Crossing JV Wells Addition) to 1048 East
Wall Street and to add six (6), Level 2, electric vehicle (EV) charging stations. The subject
property is located at 1048 East Wall Street (Coppell Road) and is currently zoned "CC",
Community Commercial District and "BP", Business Park District.
Applicant Representative Hannah Haber with McAdams presented this item and
answered questions from the Commission and Council.

Item 5. Conditional Use Permit CU26-10 (Lucas Drive Secondary Structure)
Mayor Tate declared the public hearing open.
Director of Planning Services Marohnic reported the applicant was requesting a
conditional use permit to exceed the maximum building area for secondary structures on
lots 20,000 sq. ft. or greater in size. The subject property is located at 516 Lucas Drive
and is currently zoned "R-7.5", Single -Family District Regulations.
Applicant Jeff Hallford presented this item and answered questions from the Commission
and Council.

Item 6. Conditional Use Permit CU26-11 (German Car Care)
Mayor Tate declared the public hearing open.
Director of Planning Services Marohnic reported the applicant was requesting a
conditional use permit to allow outside storage, add additional parking, and revise building
elevations for an existing auto repair garage. The subject property is located at 846 East
Northwest Highway and is currently zoned "HC", Highway Commercial District. This is the
first reading of this item. The second reading will be held on July 21, 2026 following
consideration by the Board of Zoning Adjustment.
Applicant Dan Zotto presented this item and answered questions from the Commission
and Council.
No one spoke during the public hearing and there was no correspondence to report.

Use Plan Amendment)
Mayor Tate declared the public hearing open.
Director of Planning Services Marohnic reported the City would like to amend Ordinance
No. 87-11 relating to the future land use designations for property on Map 2: Land Use
Plan (Future Land Use Map) of the Comprehensive Master Plan, for the following
properties: 720 Industrial Boulevard, 800 Industrial Boulevard, 801 Industrial Boulevard,
900 Nolen Drive, 1000 Nolen Drive, and 1001 Nolen Drive from the Commercial (CO)
designation to the Industrial (IN) designation.
There were no questions from the Council or Commission.

Item 8 Zoning Change Application Z26-02 ("GU" Government Use District (First 26))
Mayor Tate declared the public hearing open.
Director of Planning Services Marohnic stated the City was requesting a city -initiated
rezoning of 26 properties, approximately 104 acres city-wide of various existing zoning
districts to the "GU", Governmental Use District on the Official Zoning Map. The subject
properties are: 100 Patriot Drive, 1100 Dove Loop Road, 115 East Worth Street, 1150
Dove Loop Road, 1381 North Dooley Street, 1391 North Dooley Street, 2 Grapevine
Lake, 2101 Lonesome Dove Road, 216 East Texas Street, 2200 North Kimball Avenue,
2205 Bass Pro Court, 221 West Texas Street, 2235 Bass Pro Court, 2749 Anderson
Gibson Road, 2801 Panhandle Drive, 3091 Dove Road, 310 South Main Street, 325

Silverlake.
Melissa Schlenker, 817 Fall Creek Drive, Grapevine spoke in opposition to this item.
Victoria Hujitaba, 804 Spring Creek Drive, Grapevine spoke in opposition to this item.
City Manager Rumbelow answered questions about the trail.
Director of Parks and Recreation Chris Smith confirmed no trail was planned.
Director Marohnic answered questions from Council.
Keith Haselhorst, 916 Fall Creek, Grapevine, addressed the Master Plan.
Reid Tilson, 909 Spring Drive, Grapevine, spoke in opposition to this item.
Marie Moore, 415 Jones Street, Grapevine, raised concerns regarding 414 Jones Street.
Director Marohnic addressed her questions.
Rosa Brewer, 3512 Mercury Drive, Grapevine raised concerns regarding 414 Jones
Street.
Of the property owners within the 200-Foot Notification Area one letter was received from
a citizen with concerns, one letter was received in support and eighteen were received in
opposition.
There were four letters in opposition received from citizens outside the notification area.

City Council remained in session in the Council Chambers to consider the rest of their

Item 9. Citizen Comments
Sayeda Syed, 6705 Sapphire Circle North, Colleyville, raised concerns with the Tarrant
Appraisal District.
Mayor Tate announced Council would consider the recommendations of the Planning and
Zoning Commission next.
PRESENTATION
Item 10. Parks and Recreation Deputy Director to provide an update on the Intentional
Pollinator Garden Program for Grapevine residents.
Parks and Recreation Deputy Director Trent Kelley described the data that was studied
and how they designed the Volunteer Certification Committee that would oversee the
Program.
Planning Manager and Vice Chair of the Volunteer Certification Committee Kathy Nelson
updated Council on the initiative and answered questions from Council.
City Council discussed this item.
Director Kelley and City Attorney Matthew Boyle answered questions from Council.
No action was taken on this item.
Mayor Tate announced Council would consider the recommendations of the Planning and
Zoning Commission next.

Chairman Oliver reported the Commission denied the zoning change application by a
vote of 4-3.

a conditional use with use -specific standards.
