PROJECT DESCRIPTION: CU26 -18; PIAF Improvements – submitted by Michael Pires with Total Shade, LLC for property located at 129 South Main Street, Suite 130, platted as Block 1, Lot 1, Hazlewood Commercial Building Addition. The site was previously approved for conditional use permit CU17 -02 (Ord. 2017 -017) to allow the possession, storage, retail sale, and on -premise consumption of alcoholic beverages (beer, wine, and mixed beverages), outside dining, and outdoor speakers in conjunction with a restaurant. The applicant is requesting a permanent, sliding glass enclosure for the second -floor balcony of the existing rest aurant, Piaf. The property is zoned “CBD”, Central Business District and is owned by Westwood Real Estate Development. PLANNING SERVICES All Sheets in Plan Set • Add the title block and signature block to all sheets and number the sheets within the signature block, (i.e. 1 of final sheet count, 2 of final sheet count, etc.) in the following order: o A -1.01, A2.01, L1.1, second floor layout, 1 st/2nd floor sheet, and a sheet w ith suits locations to match the suites and uses on sheet A - 1 .01 • Add the following purpose statement to all sheets: o The site was previously approved for conditional use permit CU17 -02 (Ord. 2017 -017) to allow the possession, storage, retail sale, and on and off -premise consumption of alcoholic beverages (beer, wine, and mixed beverages), outside dining, and outdoor spea kers in conjunction with a restaurant. CU26 -18 is specifically to allow for a permanent, sliding glass enclosure for the second -floor balcony of the existing restaurant, Piaf. • The following sheets may be omitted from the final revisions: o L0.1, L0.2, L2.1 and L3.1. • Include the following sheets in the final revision : o A -1.01, A2.01, L1.1 (layout - 2 nd floor), and floor plan for the 1st floor and 2nd floor, (including a tabular seating count, seating layout, point of sale, and alcohol storage , images of the outdoor seating type and patio loudspeakers. Dimensional Control Site Plan – Sheet A1.01 • Increase the size of the location map to insure it’s legible on a 11”x17” sheet. • Label the hours of operation. • Label the parking spaces as Parking Plan. Label the parking spaces as follows: o 218 Total parking spaces required o 20 – Jenkins Street o 143 – 125 East Wall Street o 57 – South Church Street o 20 – Jenkins Street o 240 Total parking spaces provided • Omit Block 1, Lot 1, Star Addition from the dimension control site plan and label the north lot as “HC” Highway Commercial District. • Add case number CU26-18, the address and the case name to the signature block. • Add a graphic scale. • Within the Title Block, in addition to the block and lot, add Building Addition. • PARTIALLY MET Add Title Block and Signature Block per site plan checklist. CU26-18 1st Review 3 West Building Elevations – Sheet A2.01# • New and existing elevations, label the main entry as South Main Street entrance, and existing exterior material. • New and existing elevations, label the existing rail material and height. • Label the height of the glass enclosure. • Add a graphic scale. Floor Plan – See attachment • Add a floor plan sheet of the first and second floor including the following: o Seating layout o Point of sale, alcohol storage o Seating tabulation, including quantity and type of seating, (i.e. booth, bar, table, etc.). Balcony View – Sheet L1.1 • Add a graphic scale. • Label the combined total width of the enclosure. PLANNER II DATE: SEPTEMBER 2, 2026 SUBJECT: CONDITIONAL USE REQUEST CU26-18; PIAF RESTAURANT IMPROVEMENTS, 129 SOUTH MAIN STREET, SUITE 130 RECOMMENDATION Staff recommends the Site Plan Review Committee (SPRC) consider the proposed changes to conditional use permit CU17-02 (Ord. 2017-017) on the subject site to allow the possession, storage, retail sales, and on -premise and off-premise consumption of alcoholic beverages (beer, wine, and mixed beverages) outside dining and outdoor speakers in conjunction with a restaurant. This request is specifically to allow for a permanent sliding glass enclosure for the second floor balcony of an existing restaurant, PIAF. The property is zoned “CBD”, Central Business District and is platted as Block 1, Lot 1, HazCurnes Addition. REQUEST The applicant requests to amend the previously approved site plan of Conditional Use Request CU17-02 (Ord. 2017-017). This request is specifically to install a permanent 7.5 foot tall, 74 feet in length, sliding glass enclosure for an existing second floor balcony of the PIAF restaurant. An existing 3-foot-tall metal railing will remain in place. The primary purpose of the sliding glass is to maintain a comfortable dining environment and protection from weather elements. No additional changes are proposed. BACKGROUND INFORMATION The subject property and the surrounding property were zoned “C-2”, Community Business District prior to the 1984 City-wide Rezoning. • On February 19, 2014, City Council approved Z12-11 (Ord. 2013-06) on the subject site to rezone the subject site from “HC”, Highway Commercial District to “CBD”, Central Business District. • On July 15, 2014, City Council approved CU14-26 (Ord. 2014-39) on the subject site to allow the possession, storage, retail sales and on-premise premise consumption of alcoholic beverages in conjunction with a restaurant. • On July 6, 2016, the Site Plan Review Committee approved CU16-16 on the subject site to allow for the addition of 20 outdoor seats adjacent to South Main Street and East Wall Street and one outdoor speaker in conjunction with a restaurant.
