CITY OF GRAPEVINE, TEXAS
On Tuesday evening, October 16, 2007 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
HL07-06, Ezell Residence submitted by Pamala Ezell for property located at 513 East
Worth Street, and platted as Lot 4, East 1/2 Lot 3, Block 108, College Heights Addition.
The applicant is requesting designation as a historical landmark sub -district. Such sub-
district may include buildings, land, areas, or districts or historical, architectural,
archaeological or cultural importance or value that merit protection, enhancement, and
preservation in the interest of the culture, prosperity, education, and welfare of the people.
The property is owned by Pamala Ezell.
HL07-07, Schuld Property submitted by Kimberly Schuld for property located at 320
South Church Street and platted as Lot 1 B, Block 11, City of Grapevine Addition. The
applicant is requesting designation as a historical landmark sub -district. Such sub -district
may include buildings, land, areas, or districts or historical, architectural, archaeological or
cultural importance or value that merit protection, enhancement, and preservation in the
interest of the culture, prosperity, education, and welfare of the people. The property is
owned by Kimberly Schuld.
Z07-14 & CU07-30, Lucas Funeral Home submitted by James Lucas for property located
at 410 North Dove Road and proposed to be platted as Lot 6R, Block 7, W.C. Lucas
Addition. The applicant is requesting to rezone approximately 1.398 acres from ""R-7.5"
Single Family District to "PO" Professional Office District and a conditional use permit to
exceed the maximum permitted height to allow the development of a funeral home. The
property is owned by Star Bible Publications Inc.
CU07-31, Tuscany submitted by Lance Rose for property located at 960 East Northwest
Highway #130 and platted as Lot 1, Block 1, Grapevine Corner Addition. The applicant is
requesting a conditional use permit to amend the previously approved site plan for a
restaurant with outside dining and on -premise alcohol beverage sales, specifically to revise
the layout of the restaurant. The property is owned by Grapevine Station.
CU07-32, Park Place Mercedes submitted by Michael Patterson for property located at
1300 Texan Trail and proposed to be platted as Lot 1, Block 1, Park Place Mercedes
Addition. The applicant is requesting a conditional use permit to establish an automotive
dealership with sales and service of new and use vehicles. The property is owned by
Airport Office JV.
AMENDMENTS TO COMPREHENSIVE ZONING ORDINANCE 82-73
The City Council and the Commission will consider amendments and changes to the
Comprehensive Zoning Ordinance, No. 82-73, same being Appendix D of the Code of
Ordinances as follows: Section 40, Mixed Use District relative to real estate signs and any
other additions, deletions, or changes to various sections, articles and provisions contained
in said Ordinance No. 82-73.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please

REQUESTED HISTORIC LANDMARK SUBDISTRICT AND COMMENTS:
The applicant is requesting a Historic Landmark Subdistrict designation for property located
at 513 East Worth Street and platted as Lot 4, east 1/2 Lot 3, Block 108, College Heights
Addition to be known as the Ezell Residence.
The Historic Preservation Commission at their August 22, 2007 meeting adopted the
preservation criteria for the subject property known as the Ezell Residence. Preservation
criteria for this proposed district addressing such issues as setbacks, driveways, parking,
exterior finishes and other architectural embellishments were established by the Historic
Preservation Commission to preserve the historic integrity of the property. See the
attached preservation criteria.

PRESENT ZONING AND USE:
The property is currently zoned "R-7.5" Single Family District.
The subject property and the surrounding properties to the north, south, east, and west
were zoned "R-1" Single Family District prior to the 1984 City Rezoning.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: "R-7.5" Single Family District - single family homes
SOUTH: "R-7.5" Single Family District - single family homes
EAST: "R-7.5" Single Family District - single family homes
WEST: "R-7.5" Single Family District - single family homes
AIRPORT IMPACT:
The subject tract is located within "Zone A" Zone of Minimal Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. Few
activities will be affected by aircraft sounds in "Zone A" except for sound sensitive activities
such as auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal
is/is not an appropriate use in this noise zone.
The Master Plan designates the subject property as a Residential Low Density land use.
The applicant's proposal is in compliance with the Master Plan.

RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve Historic Landmark Subdistrict
application #HL07-06 for the property located at 513 East Worth Street, legally described as Block
108, Lot 4 E Y2 Lot 3, College Heights Addition, City of Grapevine to the Grapevine Historic
Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended per the
following items:
#HL07-06 for property to record the history of the building and give the Historic Preservation
Commission input on the development of the property.
_BACKGROUND:
The Grapevine Township Revitalization Project, Inc. submitted an application signed by Pamala
Ezell for a Historic Landmark overlay HL07-06 on August 8`h, 2006. Staff research has found that
the house was built by in 1915 in the Folk -Victorian style that was popular throughout the U. S. in
the early part of the century.
Filing for a historic overlay for this property is a condition of the application for the GTRP grant
program. Ms. Ezell received a grant for restoration work on the house for the 2007 grant year.
Restoration work on the property included removing vinyl siding, restoration of original teardrop
siding, residing the rear of the house where original siding was missing with matching siding, repair
of original wood trim boards, repainting of the exterior in historic paint colors and installation of a
new roof.
Staff has recommended approval of HL07-06 to give the Historic Preservation Commission input on
development of the property and to record its history.

Preservation Commission approval for a Historic Landmark overlay #HL07-06 for the

The application was filed by Pamala Jane Ezell requesting the approval of a Historic
Landmark overlay for Block 108, Lot 4 E 1/2 Lot 3 College Heights Addition City of
Grapevine.
A public hearing regarding this application will be held by the Historic Preservation
Commission on Wednesday, August 22, 2007, at 6:30 P.M., at 200 S. Main Street, 2nd
Floor, Council Conference Room.
Appendix G, Section 7.(C) of the Grapevine City Code requires that the Commission shall
deny, approve, or approve with conditions any Certificate of Appropriateness application
within 30 days of receipt of a completed application, determining whether the proposed
work is consistent with the regulations contained in this ordinance, in all applicable
ordinances, and in the zoning ordinance designating the Historic Landmark Districts. Upon
posted notice, and notification by regular mail at least five (5) days in advance to the
immediately adjacent property owners as that ownership appears on the last approved tax
roll, the Commission shall conduct a public hearing on the application, at which time an
opportunity is provided for proponents and opponents of the application to present their
views.
