Horuhm Baptist Church CITY OF GRAPEVINE NOTICE OF PUBLIC HEARING HISTORIC PRESERVATION COMMISSION 417 WEST WALL STREET An application was filed in the office of Historic Preservation requesting Historic Preservation Commission approval for a Historic Landmark on the property addressed as 417 West Wall Street. The application was filed by Archie Banks requesting the approval of Historic Landmark Designation. A public hearing regarding this application will be held by the Historic Preservation Commission on Wednesday, June 28, 2006 at 6:30 P.M., at 200 S. Main Street, 2" d Floor, Council Conference Room. Appendix G, Section 7.(C) of the Grapevine City Code requires that the Commission shall deny, approve, or approve with conditions any Certificate of Appropriateness application within 30 days of receipt of a completed application, determining whether the proposed work is consistent with the regulations contained in this ordinance, in all applicable ordinances, and in the zoning ordinance designating the Historic Landmark Districts. Upon posted notice, and notification by regular mail at least five (5) days in advance to the immediately adjacent property owners as that ownership appears on the last approved tax roll, the Commission shall conduct a public hearing on the application, at which time an opportunity is provided for proponents and opponents of the application to present their views. BANKS, PASTOR MEETING DATE: WEDNESDAY, JUNE 28, 2006 RECOMMENDATION: Staff recommends the Historic Preservation Commission approve the request for Historic Landmark Designation in accordance with the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended, for property addressed at 417 West Wall Street, legally described as Blk 13 Lot 13E, City of Grapevine. BACKGROUND INFORMATION: Reverend Archie Banks of Mount Horuhm Missionary Baptist Church submitted application HL06-04 for a Historic Overlay for the Church property located at 417 West Wall Street in the Historic Grapevine Township. Mount Horuhm is the oldest African American church in Grapevine having been established in 1907. The building was originally constructed as the first school built in Grapevine for African American children. The building was rebuilt and moved to its present location on the site in 1952. In 1962, the wood sided structure was enlarged and covered with red brick resulting in its present appearance. The building is an important element to the history and culture of Grapevine and exemplefies the African American contribution to the development of the City. DESIGN GUIDELINES: Staff has prepared a set of design guidelines for use in reviewing future alterations to this property. The guidelines are attached to the HL application for your review. Regarding a proposed color palette, Staff recommends adopting the Sherwin William's Preservation Palette, Pittsburgh Paints Historic Colors, Do It Best Quality Paints American Restoration Exterior Colors, Benjamin Moore Historic Colors and Valspar's American Tradition Historic Colors (exterior only). MOUNT HORUHM MISSIONARY BAPTIST CHURCH 417 Wall Street — Grapevine Cultural Sianificance: Mount Horuhm Missionary Baptist Church is said to be the first black church located between Fort Worth and Denton, and traces it official formation to September 3, 1905. Mount Horuhm was a viable congregation in the community two years before Grapevine was incorporated. In July 1905, Jacob Lynn Morehead sold three-quarters of an acre of land for $500 to C. C. Estill, T. B. Dorris and G. E. Bushong, trustees of the Grapevine Baptist Church. Shortly thereafter, Jacob Morehead donated a parcel of land near his cotton and gristmill on West Wall Street to a group of black families for a church and school. Numerous ditches on the land rendered it ill suited for his business or for white residential purposes. Most of the residential area of Grapevine was on the east side of Main Street; the western side of town, where the property for the black church and school was located, retained a more rural look. Mount Horuhm is situated on a flat parcel of land bounded by a stand of live oak trees on the west that run down to a small creek. In 1905, Dr. Charles E. Walker owned the land to the north of Mount Horuhm. Founded by Reverend Hardeman, Mount Horuhm Missionary Baptist Church was pastored for ten years by W. M. "Uncle Bill" King and by Rev. Hardeman. According to Mrs. Louise Watts, Rev. King was the leading black citizen in town. "Everything had to go by what he said. We had to follow somebody," she said. Although not educated, he was a "loud, strong man." The earliest recorded congregation was composed of twelve members: Rev. Hardeman, Rev. and Mrs. W. M. King, Mrs. Lizzie Henderson, Mrs. Annie Patterson, Mrs. Sallie King, Mr. and Mrs. Sim Wright, Mr. and Mrs. Robert Jackson, Mrs. Susan Amos, and Mrs. Effie Brewer. The official population of Grapevine in 1910 was 681. That figure did not include black citizens, thus the church records are a significant means of identifying that segment of the population. Most black citizens of Grapevine resided on East Hudgins Street just south of the railroad tracks and Dallas Road, and on the "Hill" located near North Dooley and Turner Streets northeast of downtown. Church services were held in an old building already on the land. When the building became too small and dilapidated, the congregation used the one -room schoolhouse built for black students in grades 1 through 7 for its services. During the years of concurrent school/church use, the building was heated with wood scraps donated by Mr. Wright who had bought the Morehead Gin. Fresh water was drawn from the Walker's water well across the street. Louise Watts remembers walking to school in the morning, back home in the afternoon, and then riding in the wagon with her family back to church at night. Traditional evening church activities included: Monday, mission study; Tuesday, prayer meetings; and Thursday, choir practice. The name Mount Horuhm is presumed to be a variation of the biblical Mount Horeb, the Mount of God, where the prophet Elijah heard the "still small voice of God." Members say the church has never been known among the black community as anything but Mount Horuhm. Membership has fluxuated over the years. The construction of Lake Grapevine brought a small resurgence to the congregation. In 1947 the U.S. Army Corps of Engineers began working on the lake by damming the waters of Denton Creek. During the six- year construction program, a large number of blacks moved to Grapevine to work on the dam. In December 1950 the church underwent reorganization. Plans were initiated to move the church to its present location "closer to the road" (Wall Street). The old church's floors were cracked and the windows were broken, so with the help of Rev. Jackson and Hugh Lee Higgins from the white First Baptist Church, construction began to remodel and enlarge the building. Electricity and gas replaced the lamplight and wood stove. Other improvements to the building followed. Mount Horuhm Missionary Baptist Church has held an important place in Grapevine's history and heritage. The building has served as a black school; it continues to serve as a spiritual beacon and outpost for black families in Grapevine. It has also drawn members from as far away as Oak Cliff, South Dallas, Duncanville, West Dallas and Lewisville. During its celebrations, Mount Horuhm brought to Grapevine special speakers from Bethany Baptist Church — Greater Rising Start District Association - in Dallas and called upon the black Keystone Masonic Lodge No. 318 to lay the corner stone during its remodeling In 1962. The building embodies the story of segregation in Grapevine. It tells a story that has inspired great faith, a sense of community, and hope for a bright future. Architectural History. The land on which the present church is located was originally owned by Rev. E. N. Hudgins whose warranty deed was filed on Nov. 5, 1859. Later owners included Jacob Lynn Morehead; church members Robert and Rosie Jackson; Mount Horuhm Missionary Baptist Church; Leon Jackson who purchased the land in June 1946 for $5 because church membership had fallen to the point that they could no longer keep up the property; and Mount Horuhm Baptist, which bought the site back in 1977 for $10. Jacob Morehead bought the William Giddens & Sons Cotton Gin and surrounding land in 1886. Jacob Morehead donated a portion of the land for the establishment of a black church. The property was donated in part because it was considered unfit for commercial or residential use because it had too many ditches. An existing structure on the property became the original church building. The building was moved nearer to Wall Street in its very early days and was utilized as the church meeting facility until it became too delapidated and small to house the congregation. Rev. King had concrete poured for a new facility, however the new building never came to fruition and the foundation was abandonded. In , when the school district began operating a school for black students in grades 1 through 7 on the site, church members were allowed to use the building. The building was heated with a woodstove and had no electricity or running water. In a new school building for black students was constructed at Mount Horuhm continued to meet in the old school building. (Need to add here a little more history of this black school — when it started, when it closed. How did the church get ownership of this school building?) Eventually this building also fell into severe disrepair with a cracked floor and broken windows. In December 1950 the church underwent a reorganization. Work began to move the building closer to Wall Street and to remodel the facility. The building was moved with a backhoe digger and set to face Wall Street. A grove of oak trees provided shade for the parking lot and the grounds. Electrical and gas services were established replacing the lamplight and wood stove. A new attic and roof were added immediately. Sheetrock was put up and new windows installed. In 1952 a kitchen was added and in 1953 a vestibule was built. The facade of the building was also bricked during this period. In 1962, under the leadership of Rev. J. R. Randon, the church was renovated and its Entrance Program celebrated during the week of July 15 through 22. With the assistance of Keystone Lodge #318, a black Masonic unit in Dallas, a cornerstone commemorating the church's birthday was laid. In May 1966, a church steeple was added to the building. My name is Sandra Banks and I am the first lady of the Great and Exciting Mt. Horuhm Baptist Church. My husband had been in contact with David regarding the historical nature of the church and preserving it's roots. The church's 102nd Anniversary is coming up this month and being our first year we want to make this the best year with many more to come. The church is in desperate need of paint, the plumbing and wiring must be replaced ASAP. I would like to know of any assistance or contact names/numbers or email addresses that you may be able to provide to us would be greatly appreciated. We have been serving at "The Mount" for 7 months and a tremendous Move Of God is flowing in that place. People are returning and he is constantly adding. We believe the house of God should be elegant, beautiful inside and out. We have painted, added new accessories and tried to restore areas as much as possible. The kitchen, restrooms and plumbing are outdated and rusted and without more finances than the church has right now it is not possible for us to do single handed. The bible teaches us that "Faith is the substance of things hoped for and the Evidence of things not seen." We believe God will provide the prayers of the righteous. Horuhm Church, 417 W. Wall Street Dear Ross, I went by Mt. Horuhm Church and photographed the for sale sign. There is a lockbox on the doomob of the front door. I called the number and spokewith Ms. Coffey Caesar the realtor. Her office is in Downtown Dallas. Her telephone number is 972-768-7521. The asking price is $500,000. The building seats 200 people and 20 in the choir loft. There are men's and women's restrooms, a small kitchen, pastors study, small fellowship hall. The congregation wants to move to a larger location where it can expand. They plan to stay in Grapevine. Pastor Banks is the pastor.
