City Council to recess to the City Council Conference Room to conduct a closed session relative to: A. Consultation with and legal advice from the City Attorney regarding pending litigation (Muns, et al. v. Grapevine – Cause No. 348-303736-18), pursuant to Section 551.071, Texas Government Code. B. Real property relative to deliberation of the purchase, exchange, lease, sale or value of real property (City facilities, Public Works, and the 185 acres) pursuant to Section 551.072, Texas Government Code. C. Conference with City Manager and Staff to discuss and deliberate commercial and financial information received from business prospects the City seeks to have locate, stay, or expand in the City; deliberate the offer of a financial or other incentive; with which businesses the City is conducting economic development negotiations pursuant to Section 551.087, Texas Government Code. City Council to reconvene in open session in the Council Chambers and take any necessary action relative to items discussed in Executive Session. The 4B Economic Development Corporation Board and Crime Control Prevention District Board will meet briefly beginning at 7:15 p.m. between Council’s Executive Session and the Regular meeting. See their agendas for more details. REGULAR MEETING: 7:30 p.m. - City Council Chambers 2. Invocation: Reverend Zach Steifel, Senior Pastor at First Grapevine Methodist Church 3. Pledge of Allegiance CITIZEN COMMENTS 4. Any person who is not scheduled on the agenda may address the City Council under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with the City Secretary. A member of the public may address the City Council regarding an item on the agenda either before or during the Council’s consideration of the item, upon being recognized by the Mayor or upon the consent of the City Council. Citizens will have three (3) minutes to address Council. In accordance with the Texas Open Meetings Act, the City Council is restricted in discussing or taking action during Citizen Comments. PRESENTATIONS 5. GrapeFest Co-Chairs, Mark and Sue Wykes, to present information regarding the 40th Annual GrapeFest – A Texas Wine Experience presented by the Bank of the West that will take place September 17, 18, 19 and 20, 2026. 6. Rich Andreski from Trinity Metro to present a Trinity Metro update to Council. PUBLIC HEARING AND RELATED ITEMS 7. City Council to conduct a public hearing relative to the Fiscal Year 2026-2027 annual operating budget. 8. Consider Ordinance No. 2026-064 adopting the Fiscal Year 2026-2027 City of Grapevine Annual Operating Budget and take any necessary action. NEW BUSINESS 9. Consider a construction contract for Phase 2 improvements to Settlers Park and associated owner-provided services and amenities with RLM EarthCo, Ordinance No. 2026-065 to appropriate the funds, and take any necessary action. 10. Consider the renewal of annual contracts for RFB 505-2022 for grounds management and landscaping services with Superscapes as primary vendor and American Landscape Systems as secondary vendor and take any necessary action. City Council September 1, 2026 Page 2 11. Consider Ordinance No. 2026-066 adopting the fees for the Storm Drain Utility System and take any other necessary action. CONSENT AGENDA Consent items are deemed to need little Council deliberation and will be acted upon as one business item. Any member of the City Council or member of the audience may request that an item be withdrawn from the consent agenda and placed before the City Council for full discussion. Approval of the consent agenda authorizes the City Manager, or his designee, to implement each item in accordance with Staff recommendations. 12. Consider Resolution No. 2026-017 authorizing the City Investment Policy pursuant to the provisions of the Public Funds Investment Act, Chapter 2256, Texas Government Code. Chief Financial Officer recommends approval. 13. Consider the renewal of the annual contract for outside audit services for Forvis Mazars, LLP. Chief Financial Officer recommends approval. 14. Consider the renewal of the Koha, Integrated Library System (ILS) annual support and hosting for the Library’s integrated operating system from Bywater Solutions. Library Director recommends approval. 15. Consider renewal of an annual contract for portable restroom rental services with United Rentals, Inc. Director of Parks and Recreation recommends approval. 16. Consider the emergency repair for Oak Grove Baseball Field H from Symmetry Sports Construction. Director of Parks and Recreation recommends approval. 17. Consider the renewal of the Mid-Cities Drug Task Force Interlocal Agreement between the City of Grapevine, City of Euless, City of Hurst, City of Bedford, and the City of North Richland Hills. Police Chief recommends approval. 18. Consider the funding approval to F1RST for providing wellness checks to First Responders with one-on-one training related to signs, effects, and tools to address cumulative trauma exposure. Police Chief recommends approval. 19. Consider changing the start time of the October 6, 2026 City Council meeting to 5:30 p.m. to allow the City Council to attend neighborhood National Night Out events. City Secretary recommends approval. Pursuant to the Texas Open Meetings Act, Texas Government Code, Chapter 551.001 et seq, one or more of the above items may be considered in Executive Session closed to the public. Any decision held on such matter will be taken or conducted in open session following conclusion of the executive session.
