Invocation: Jonathan Cook, Associate Pastor at Grapevine's First Baptist 2. Pledge of Allegiance 3. City Secretary to administer the Oath of Office for City Council Place 5 to Chris Coy. 4. City Secretary to administer the Oath of Office for City Council Place 6 to Duff O’Dell. 5. Consider the appointment of the Mayor Pro Tem and take any necessary action. CITIZEN COMMENTS 6. Any person who is not scheduled on the agenda may address the City Council under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with the City Secretary. A member of the public may address the City Council regarding an item on the agenda either before or during the Council’s consideration of the item, upon being recognized by the Mayor or upon the consent of the City Council. Citizens will have three (3) minutes to address Council. In accordance with the Texas Open Meetings Act, the City Council is restricted in discussing or taking action during Citizen Comments. PRESENTATIONS 7. GRACE Chief Executive Officer Rebecca Cox to provide the annual report on GRACE services. 8. Police Department and Parks and Recreation Department to give a briefing on electric motorized devices. City Council June 2, 2026 Page 2 NEW BUSINESS 9. Consider City Council Members’ request that Agenda Items 18, 19, 20 and 21 from the City Council’s May 19, 2026 agenda be reconsidered (Z25-08, CU25-50, Preliminary Plat Lots 2-5, Block 1, Grapevine Mills Wells Addition, final Plat Lots 2 and 4, Block 1, Grapevine Mills Wells Addition.) 10. Zoning Change Application Z25-08 (Mixed-Use Development) – Consider the recommendation of the Planning and Zoning Commission and Ordinance No. 2026-027 if applicable and take any necessary action. 11. Conditional Use Permit CU25-50) (Mixed-Use Development) – Consider the recommendation of the Planning and Zoning Commission and Ordinance No. 2026-028 if applicable and take any necessary action. 12. Preliminary Plat of Lots 2-5, B lock 1, Grapevine Mills Wells Addition – Consider the recommendation of the Planning and Zoning Commission and take any necessary action. 13. Final Plat of Lots 2 and 4, Block 1, Grapevine Mills Wells Addition – Consider the recommendation of the Planning and Zoning Commission and take any necessary action. CONSENT AGENDA Consent items are deemed to need little Council deliberation and will be acted upon as one business item. Any member of the City Council or member of the audience may request that an item be withdrawn from the consent agenda and placed before the City Council for full discussion. Approval of the consent agenda authorizes the City Manager, or his designee, to implement each item in accordance with Staff recommendations. 14. Consider authorizing the City Manager to enter into the new National Opioid Settlement. City Manager recommends approval. 15. Consider the yearly community distribution allocation to GRACE. City Manager recommends approval. 16. Consider the renewal of annual membership dues from Northeast Fire Department Association (NEFDA). Fire Chief recommends approval. 17. Consider annual contracts for horticulture chemicals and fertilizers with BWI Companies, Inc., Helena Chemical Company, Harell’s LLC, Simplot and Innovative Turf Supply. Director of Golf recommends approval. City Council June 2, 2026 Page 3 18. Consider the renewal of the School Security Interlocal Agreement with the Grapevine-Colleyville Independent School District. Police Chief recommends approval. 19. Consider renewal of an annual contract for carpet and tile flooring services from RCS Flooring Services, LLC. Director of Public Works recommends approval. 20. Consider the contracts for ground-based mosquito control services with Municipal Mosquito and Vector Disease Control International. Director of Public Works recommends approval. 21. Consider the purchase of a replacement pump for Silverlake 1 Lift Station from Xylem Water Solutions. Director of Public Works recommends approval. Pursuant to the Texas Open Meetings Act, Texas Government Code, Chapter 551.001 et seq, one or more of the above items may be considered in Executive Session closed to the public. Any decision held on such matter will be taken or conducted in open session following conclusion of the executive session.
