Conditional Use Permit CU26-07 (Mavis Tire) – City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by Jeff Harris with J. Harris Construction. The site was previously approved for conditional use permit CU95-28 (Ordinance No. 1995-88) to allow for the development of a retail tire sales and repair service establishment on Lot 7. This request is specifically for a conditional use permit to allow outside storage of vehicles, revise the building elevations, and to allow changes to an existing pole sign in conjunction with an existing automotive repair garage. The subject property is located at 202 East State Highway 114 and is currently zoned “CC”, Community Commercial District. 4. Conditional Use Permit CU26-12 (High Country Commercial) – City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by Chance LeBlanc with Dunaway Associates. The site was previously approved for conditional use permit CU22-30 (Ordinance No. 2022-047) to allow a construction trade office with a storage yard, however, the permit expired due to inactivity after one year. This request is specifically for a conditional use permit to allow for a construction trade office with an outside storage yard. The subject property is located at 1039 East Dallas Road and is currently zoned “LI”, Light Industrial District. 5. Conditional Use Permit CU26-13 (Avondale Mercedes) – City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by David Bond with Spiars Engineering. These sites were previously approved for conditional use permit CU13-15 (Ordinance No. 2013-033) to allow for the establishment of a planned commercial center and allow for additional parking in conjunction with an existing automotive dealership with sales and service of new and used vehicles. This request is specifically to shift an internal lot line to allow for additional parking, to revise the building elevations of the existing Mercedes Benz dealership, and to add a shade structure. The subject property is located at 1280 and 1300 Texan Trail and is currently zoned “CC”, Community Commercial District. 6. Conditional Use Permit CU26-14 (Classic Chevrolet Service Center) – City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by Bently Durant with Classic Chevrolet. The site was previously approved for site plan SP96-19 to allow for a warehouse. This request is specifically for a conditional use permit to allow outside storage of vehicles and a pole sign in conjunction with an automotive repair garage. The subject property is located at 2200 William D. Tate Avenue and is currently zoned “PID”, Planned Industrial Development District. 7. Conditional Use Permit CU26-16 (Secondary Structure Expansion) – City Council and Planning and Zoning Commission to conduct a public hearing relative to an City Council June 16, 2026 Page 3 application submitted by Phil Ware with Ware Brothers Construction, LLC requesting a conditional use permit to allow for an expansion of an existing secondary structure on a lot 20,000 sq. ft. or greater in size. The subject property is located at 101 Cross Creek Drive and is currently zoned “R-20”, Single-Family District. 8. Zoning Change Application Z26-03 and Conditional Use Permit CU26-15 (South Main Street “PO” Restaurants) – City Council and Planning and Zoning Commission to conduct a public hearing relative to applications submitted by Noti Krasniqi, Paul Guernsey and Julie Stephenson with Grapevine Restaurant Condominium Association, and Gazim Idoski requesting to rezone six properties: 1251, 1255, 1265, 1285, 1295 and 1300 South Main Street from the “PO”, Professional Office District to the “CC”, Community Commercial District to align with the current land use on the properties. The applicants at 1255, 1265, 1285, and 1295 South Main Street are also requesting a conditional use permit to continue the possession, storage, retail sales, and on- and off- premise consumption of alcoholic beverages (beer, wine and mixed beverages) in conjunction with the existing restaurants. 9. Zoning Ordinance Amendments AM26 -02 (“BP”, Business Park District Outside Storage) – City Council and Planning and Zoning Commission to conduct a public hearing to consider amendments and changes to the Comprehensive Zoning Ordinance, No. 82-73, same being Appendix D of the Code of Ordinances, as follows: Section 32. “BP”, Business Park District, Subsection C. Conditional Uses to allow outside storage, to establish limitations listed in Subsection D. Limitation on Uses, and standards in Subsection M. Design Requirements. 10. Zoning Ordinance Amendments Z26-02 (“GU”, Government Use District (Second 30)) – City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by the City of Grapevine. for the following properties: 1007 Ira E. Woods Avenue, 118 W est Dallas Road, 1401 Minters Chapel Road, 1770 Hall Johnson Road, 215 East State Highway 114, 2251 Pool Road, 2590 Juniper Lane, 2701 Thorn Lane, 2901 Pool Road (various portions of Parr Park, Tracts 1, 1B01, 1B01A, and 2A01), 3200 William D. Tate Avenue, 3215 Horseshoe Drive, 3220 State Highway 360, 3300 William D. Tate Avenue, 3547 Boxwood Drive, 406 South Barton Street, 409 East Hudgins Street, 418 South Scribner Street, 427 Ball Street, 428 South Main Street, 501 South Church Street, 520 West Hudgins Street, 522 West Hudgins Street, 626 Ball Street, 926 Pine Street, a portion of Heritage Park/ Botanical Garden parking lot along Ball Street (Tract 10J3B), and northern portions of Nolen Drive (Block 3, Lots 1R2B and 2B, Heritage Business Park Addition – Grapevine). This is a city-initiated rezone of 30 properties, approximately 54.02 acres, city-wide of various existing zoning districts to the “GU”, Government Use District on the Official Zoning Map. The properties are owned by the City of Grapevine and Grapevine-Colleyville Independent School District (GCISD). City Council to remain in session in the Council Chambers to consider published business. CITIZEN COMMENTS 11. Any person who is not scheduled on the agenda may address the City Council under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with the City Secretary. A member of the public may address the City Council regarding an item on the agenda either before or during the Council’s consideration of the item, upon being recognized by the Mayor or upon the consent of the City Council. NEW BUSINESS 12. Consider the Mayor’s appointments of Council Liaisons to the City’s Boards, Commissions and Council Committees, and take any necessary action. 13. Consider the purchase of a complete engine replacement for fire apparatus unit 10121, due to failure, from Cummins Sales and Service, and take any necessary action. CONSENT AGENDA Consent items are deemed to need little Council deliberation and will be acted upon as one business item. Any member of the City Council or member of the audience may request that an item be withdrawn from the consent agenda and placed before the City Council for full discussion. Approval of the consent agenda authorizes the City Manager, or his designee, to implement each item in accordance with Staff recommendations. 14. Consider a firework permit for the July 4th Firework Show event to be held on July 4th, 2026. Fire Chief recommends approval. 15. Consider the purchase of a Trimax tri-deck roller mower from Zimmerer Kubota & Equipment. Golf Director recommends approval. 16. Consider the purchase of a centralized management utility software with Lyngsoe Systems. Library Director recommends approval. 17. Consider the award of an informal request for bronze sculpture cleaning from Schaefer Art Bronze Casting. Director of Parks and Recreation recommends approval. City Council June 16, 2026 Page 5 18. Consider the annual contracts for the purchase of swimming pool chemicals with Petra Chemical Company, Inc. and Sunbelt Pools. Director of Parks and Recreation recommends approval. 19. Consider declaring certain property as surplus and authorizing their sale through public auction. Director of Public Works recommends approval. 20. Consider the purchase of repair services for the Water Treatment Plant raw water motor pump from Brandon & Clark Inc. Director of Public Works recommends approval. 21. Consider the renewal of an annual contract for waterproofing, roofing and masonry services from Weatherproofing Services. Director of Public Works recommends approval. 22. Consider the renewal of Performo asset performance and maintenance software from VLogic/Wizard Software Solutions. Director of Public Works recommends approval.
