SUBJECT: NASH STREET & BERRY STREET RECONSTRUCTION
ENGINEERING SERVICES CONTRACT AWARD AND
APPROPRIATION ORDINANCE
RECOMMENDATION
City Council to consider:
Awarding an engineering service design contract to Huitt Zollars, Inc. in the
amount of $49,000 for the survey and design of the reconstruction of Nash Street
from the intersection with Jean Street to the south boundary of AURA
Apartments, (Old Berry Street)
Adopting an Appropriation Ordinance amending the amount of $550,000 for
design and construction costs
Authorizing staff to execute said contract and take any necessary action.
FUNDING:
Funds are available in existing General Obligation Bond Fund Balance.
BACKGROUND:
Staff has identified a need for the improvement of Nash Street and connection to the
south boundary of AURA Apartments in the alignment of Berry Street to provide
adequate traffic capacity thru the Berry and Nash Street intersection.
As part of the TEX-Rail project, the historic railroad bridge across Ira E. Woods Avenue
will be removed and replaced with a new structure. The rail contractor will transport the
old bridge to its new location adjacent to the Berry and Nash Street intersection just east
of the REC Complex. This bridge will be a component to connect existing trails along
the east boundary of the City property and along the south boundary of Aria.
The segment of Berry Street from Dallas Road south for approximately 340 feet had
been abandoned by the City and closed by the abutting owner many years ago to
facilitate the operation of the industrial manufacturing bordering both sides of Berry
Street. That property is now being developed as the AURA Apartments which includes
access from the complex to the remainder of Berry and Nash Streets.
With this re-establishment of public traffic along this route and the significant expansion
in the past years of the Library, The REC and the athletic field, the roadway segment
which had previously served two residences, will now serve many more motorists as an
access to parking adjacent to the athletic field.
Staff recommends approval.
ORDINANCE NO. 2017-031
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, REVISING THE ADOPTED CAPITAL
IMPROVEMENTS BUDGET FOR THE FISCAL YEAR
ENDING IN 2017, PROVIDING FOR THE FUNDS,
DECLARING AN EMERGENCY AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City Council of the City of Grapevine desires to maintain its
Roadway Network with regular maintenance, repairs and updates as necessary; and
WHEREAS, funding for the design phase services, construction of the
improvements to the Nash Street / Berry Street Intersection and a project contingency is
available in Certificate of Obligation Bond Funds Series 2015; and
WHEREAS, design and construction of Nash Street / Berry Street Intersection is
necessary to insure adequate traffic capacity on Nash Street and Berry Street in the vicinity
of the REC Complex; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this ordinance to be in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the preamble of this ordinance are true and
correct and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council hereby authorizes an amount of$550,000.00 be
appropriated from GO Bonds to the FY 2016-2017 Capital Improvements Plan Budget for
amended design phase services, construction costs and contingencies relative to the Nash
Street/ Berry Street Improvements Project.
Section 3. That a copy of the revised FY 2016-2017 Capital Improvements Plan
Budget document shall be kept on file in the office of the City Secretary and on the City of
Grapevine website.
Section 4. That the terms and provisions of this ordinance shall be deemed to be
severable, and that if the validity of any section, subsection,word, sentence or phrase shall
be held to be invalid, it shall not affect the remaining part of this ordinance.
Section 5. That the fact that the present ordinances and regulations of the City of
Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety,
and general welfare which requires that this ordinance shall take effect immediately from
and after its passage and it is accordingly so ordained.
