SUBJECT: AWARD OF ENGINEERING SERVICES CONTRACT — WATER
TREATMENT CHEMICAL IMPROVEMENT PROJECT AND
APPROPRIATION ORDINANCE
RECOMMENDATION
City Council consider
Awarding the engineering service contract with Parkhill, Smith & Cooper, Inc. in
the amount of $289,525.00, for design of chemical processing improvements at
the Water Treatment Plant (WTP)
Adopting an ordinance amending the FY17 capital budget in an amount of
350,000.00 for engineering services
Authorizing staff to execute said contract and take any necessary action.
FUNDING:
Funding for this purchase is currently available in account 201-48930-534-0-170002-2
2015 C.O. Bond Sale) in the amount of$350,000.00
BACKGROUND:
Staff has identified several elements of the Water Treatment Plant (WTP) operation that
are in need of repair and updating, including containment as noted below.
The water plant uses chlorine gas for disinfection of the City's drinking water. The
engineer will present alternatives and design a containment and scrubber system
utilizing the existing structure) to enclose the chlorine tanks on site.
The engineer will design a new pad and delivery piping for a new ammonia tank site.
The existing tank is old and needs to be replaced. With the replacement, the new tank
will be installed closer to the ammonia entry point into the chemical building.
Modifications within the chemical building need to be made to accommodate new
polymer tanks. Currently, staff moves 55 gallon drums of polymer by hand through
narrow doorways into the building. Staff anticipates a cost savings over time due to
reduced unit costs from larger volume purchases.
The engineer will also design improvements to the raw water chemical injection and
mixing system. This will improve control of chemical dosage and reduce the amount of
chemicals due to improved mixing at more optimal locations.
Design is anticipated to take approximately nine months. Construction of the
improvements is anticipated to take an additional nine months at an estimated cost of
1,650,000.00.
Parkhill, Smith & Cooper, Inc. is very capable and has provided this type of design
service throughout the state of Texas and others. The principal engineer has worked
with the City of Grapevine in the past with very good results. Most recently, he has
provided design services to us for the wastewater treatment plant filters.
Staff recommends approval.
ORDINANCE NO. 2017-032
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, REVISING THE ADOPTED CAPITAL
IMPROVEMENTS BUDGET FOR THE FISCAL YEAR
ENDING IN 2017, PROVIDING FOR THE FUNDS;
DECLARING AN EMERGENCY AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City Council of the City of Grapevine desires to maintain its Water
System with regular upgrades, maintenance, repairs and updates as necessary; and
WHEREAS, funding for the design phase services for the Water Treatment Plant
Chemical Improvements and a project contingency is available in Certificate of Obligation
Funds, Series 2015; and
WHEREAS, design and construction of Water Treatment Plant Chemical
Improvements is necessary to insure optimum operation of the Water Treatment Plant; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this ordinance to be in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council hereby authorizes an amount of$350,000.00 be
appropriated from the 2015 C.O. Bonds to the FY 2016-2017 Capital Improvements Plan
Budget for amended design phase services and contingencies relative to the Water
Treatment Plant Improvements Project.
Section 3. That a copy of the revised FY 2016-2017 Capital Improvements Plan
Budget document shall be kept on file in the office of the City Secretary and on the City of
Grapevine website.
Section 4. That the terms and provisions of this ordinance shall be deemed to be
severable, and that if the validity of any section, subsection,word, sentence or phrase shall
be held to be invalid, it shall not affect the remaining part of this ordinance.
Section 5. That the fact that the present ordinances and regulations of the City of
Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety,
and general welfare which requires that this ordinance shall take effect immediately from
and after its passage and it is accordingly so ordained.
