1. Call to Order
The Grapevine Senior Citizens Advisory Board met at 3:35 PM on April 7, 2009 at the
Grapevine Senior Activities Center.

3. Consideration of minutes for February 3, 2009 meeting
Tena Burrell moved that the minutes be approved as read; Paul Ernst seconded the
motion. The motion was approved.
4. Citizen Requests
At the February meeting Marilyn Chapman showed the board various items that her
knitting group has made for babies in the nursery at John Peter Smith Hospital in Fort
Worth. The group is running low on supplies and requested assistance from the board for
more. Carey Miller has donated some yarn to help build up their supplies. Joetta King
said that she would include a request for the yarn in the April newsletter of the Grapevine
Garden Club, and Pat Frosch added that she would put the word out at their donation

center about this need.
At a previous meeting Dick Guckel told of the community citizens who go out to the
Dallas/Fort Worth International Airport to show support to our troops who deplane there.
Kaye Grayson reported that the Grapevine Senior Activities Center (SAC) has an interest
in taking a group of members to the airport on one of those arrival dates. Their arrival
times are not on a regular schedule, but generally Saturday mornings has troops arriving.
Dick has the phone number to get flight information updates on expected arrival times.
He told the committee that lots of standing is involved and that is something to consider
with the SAC taking a busload of senior citizens.
5. New Business
a. Housing Authority update — Joetta King
As requested by the committee at the February meeting, Joetta King brought
several brochures describing the history and function of the Grapevine Housing
Authority. There had been several questions brought up previously and the
information she handed out answers those question. Additional information is
available on the City of Grapevine website under "Administration — Housing
Authority." There is no time limit required to be qualified as a Grapevine resident. It
is "immediate." There are 98 units on 5 streets and rent is based upon
approximately 30% of the household income or else on a flat rate. The maximum
(kw number in a unit is 2 persons per bedroom. For efficiency unit would rent to a 1
person.
Family units are located on the following streets: Starnes, Brewer and Scribner
where there are 15 units with 2 bedrooms and 4 units with 3 bedrooms.
Starnes/Brewer has 9 family units. At the Starnes location, there are six 2-bedroom
and 1 handicap 2-bedroom units. At the Brewer location, there are two 3-bedroom
units.
Elderly units are located on Starr, West Texas and West Worth and include
efficiencies, 1-bedroom and 2-bedroom units. At the Worth location, there are 1-
bedroom units. At both Starr and Texas there are two units with 2 bedrooms. The
units with 4 tenants will have 1 bedroom on the end of each unit and two middle
efficiency units. Starr Place has twenty elderly and disabled units (ten efficiencies,
eight 1-bedroom units, and one handicap 1-bedroom and one 2-bedroom units). At
West Texas there are nineteen elderly and disabled units (eight efficiencies, ten 1-
bedroom and one handicap 2-bedroom units). West Worth has forty elderly and
disabled units (thirty-seven 1-bedroom and three handicap 1-bedroom units).
In addition to the brochure, Joetta attached a page from the Housing Authority
manual: VII. ADMISSION PRIORITIES AND SPECILA CIRCUMSTANCES.
(low The Authority's March 2009 report stated that there were currently 3 vacancies (1
zero-bedroom unit and 2 one-bedroom units). There are 2 people on the zero-
bedroom unit waiting list and 33 on the one-bedroom unit list. The ethnic breakdown

tur of current head tenants is as follows: 6 Hispanic, 5 Black, 83 White, 0 Asian, and 1
Other.
The amount of$149,905.00 of stimulus funds will be applied towards replacing
windows, flooring and cabinets in the units.
b. GRACE update— Pat Frosch
Pat Frosch introduced Idell Bowker who works with her at GRACE. They have seen
many new faces requesting assistance as the economy has played a hardship on
their families. Many have lost their jobs; many need supplemental food assistance
as well as help with paying their utility bills. At East the Women's Division of the
Chamber of Commerce provided goody bags including Wal-Mart gift cards.
During the summer 30-40 students from Colleyville Heritage High School (CHHS)
will take part in a Leadership Camp.
Once again the summer program at six local apartment complexes will be going on.
This is the fifth summer for this project. These are Ticknor Terrace on Walnut Street,
three complexes on Mustang Drive, the trailer park on Scribner Street, and a new
one will be added. Each volunteer group takes care of the program for one week at
a time. There are five weeks of sponsorship needed. Some of the complexes have
up to 120-125 children. Activities and lunchtime meals are needed for each
apartment complex. Some Vacation Bible School activities, piñatas, games and
crafts are activities that have been planned in the past summers. There is a police
'community room' in one of the Mustang Drive complexes.
Pat stated that the Women's Division also sponsors a School Supply program
before school starts offering backpacks and other things necessary for the
beginning of the school year. This has been held at the Grapevine Senior Activities
Center in August of each year.
c. Senior Activities Center update
Dorothy Kritz— Ex-officio, Grapevine Senior Activities Center (SAC) stated that
there have been several new couples coming to the Center and that the numbers
for lunch have increased. Kaye Grayson, Director of the SAC, told the Board that
the quilting class taught by Sandra Millett has completed a quilt and it will be raffled
on May 20th. Tickets are $1.00 for 1 ticket or $5.00 for 6 tickets. They will have a
show during Main Street Days in the month of May. Money earned will be used to
purchase quilting supplies.
The AARP Tax Aide program has been available to seniors and will continue
offering their services through April 15th. Dick Guckel, Paul Ernst and Allen
Mossman provide their services to the program.
Kaye said that the last dance had 52 people attending.

(i., At the Center a group of men and women play country music in the dining area on
Monday mornings. They are quite a success and draw a good-sized audience each
week.
On the second Thursday of the month there is a Diabetes Support Group that meets
at the SAC from 1:00-2:00 pm.
April 16th will be the annual Senior Golf Tournament at the Grapevine Golf Course.
There are usually 20 players, ages 60 and over, who participate. The $55 fee
includes lunch and other expenses.
May 28th Paul Ernst will teach a Safety Defensive Driving course from 1:00-5:00 pm.
This course has been reduced from a two-day program to a one program. The same
book will be used but some of the videos will not be shown.
Roger and Sheri Jones (who is an Occupational Therapist) will incorporate a one-
hour "Car Fit" program after the class in which they will discuss checking your car
for safety features. They took this course in Houston and will train others to teach it.
d. At the last meeting of the Board Roy Stewart, City Council Member Liaison, updated
the Board on the City's Facilities meeting regarding the renovations and
maintenance needs of the SAC. These renovations are being made to the Center
now. The cabinets in the men's and women's restrooms has been replaced, a
kitchen island has been replaced, the painting inside the building has been going on
with the replacement of all the existing rubber base molding in progress at this time.
The Board asked Roy if there was going to be a chair rail in the meeting room as
was discussed earlier. He wasn't sure but said he would find out.
e. Tena Burrell told the Board that she is currently working with the Irving Heritage
Senior with a wellness week. She has answered questions regarding financial
fitness and how adult children can work with their parents regarding their financial
well-being and concerns. She offered to present such a program for the SAC or
GRACE.
f. Chris Smith, Recreation Superintendent— Parks & Recreation, announced that
Saturday, May 2, there would be a ceremony from 9:00-11:00 am at the Sports Ball
Park Complex at Oak Grove. At the dedication ceremony, a bronze statue of
children created by Archie St. Clair will be introduced.
g. Chairman Dick Guckel announced that he will be out of town for the June and
August Board meetings but would return in October. Tena Burrell, Co-Chairperson,
will preside during his absence.
