SUBJECT: APPROVAL OF A RESOLUTION AND APPROPRIATION
ORDINANCE FOR THE SOLE SOURCE PURCHASE OF SCBA
FIRE EQUIPMENT
RECOMMENDATION:
City Council to consider approval of a resolution and appropriation ordinance for a sole
source purchase of SCBA fire equipment from Casco Industries, Inc.
FUNDING SOURCE:
Funding for this purchase is available in account 100-42281-210-3 (Apparatus and Tools)
in the amount not to exceed $223,160.00.
BACKGROUND:
This purchase request is for replacement Self-Contained Breathing Apparatus (SCBA).
The current SCBAs are two National Fire Protection Association (NFPA) revisions behind
and with the purchase of these SCBAs, the Fire Department will be up to current standards
and have the new technology to upgrade the SCBAs in the future. They will also have a
greater capacity for air which will allow for greater efficiency and safety on the fire ground.
The procurement of SCBA fire equipment will be made as a sole source purchase from
Casco Industries, Inc. in accordance with Local Government Code Chapter 252,
Subchapter B, § 252.022. General Exemptions (a) (7) (A).
Staff recommends approval.

RESOLUTION NO. 2017-057
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE FOR A SOLE
SOURCE PURCHASE OF SCBA FIRE EQUIPMENT AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by Texas Local Government Code Chapter 252,
Subchapter B, § 252.022. General Exemptions (a)(7)(A) to purchase SCBA fire
equipment on a sole source basis; and
WHEREAS, The Fire Department has a need to replace SCBA fire equipment for
fire fighter safety; and
WHEREAS, Casco Industries, Inc. is the only vendor that can provide SCBA fire
equipment; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
resolution have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this resolution to be in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the sole
source purchase of SCBA fire equipment from Casco Industries, Inc. for an amount not
to exceed $223,160.00.
Section 3. That the City Manager or his designee is authorized to take all steps
necessary to consummate the purchase of said SCBA fire equipment.
Section 4. That this resolution shall take effect from and after the date of its
passage.

THE GENERAL FUND FISCAL YEAR 2017
UNAPPROPRIATED FUND BALANCE FOR A SOLE
SOURCE PURCHASE OF SCBA FIRE EQUIPMENT;
DECLARING AN EMERGENCY AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of

equipment on a sole source basis; and

unappropriated fund balance; and

interests of the health, safety, and welfare of the public.

Section 3. That the City Council hereby authorizes an amount of $223,160 to
be appropriated; and

Section 5. That this ordinance shall take effect from and after the date of its
passage.
