SUBJECT: APPROVAL OF A RESOLUTION AND APPROPRIATION
ORDINANCE FOR THE SOLE SOURCE PURCHASE OF
STRYKER PRO POWER AMBULANCE COTS
RECOMMENDATION:
City Council to consider approval of a resolution and appropriation ordinance for a sole
source purchase of Stryker Pro Power ambulance cots for the Fire Department from
Stryker Sales Corp.
FUNDING SOURCE:
Funding for this purchase is available in account 100-48860-210-3 (Machinery and
Equipment) and 100-12050-000-0 (Pre-Payments) in the amount not to exceed
$101,879.10.
BACKGROUND:
This purchase request is for Power Pro stretchers for our Mobile Intensive Care Units
(MICUs). These stretchers are integral to the operation of the MICUs with the loading, off-
loading, and transporting of patients. The stretchers are only certified and warrantied for
seven years. These stretchers have reached the end of their life cycle and therefore need
to be replaced. With the replacement, we will be compliant for the next seven years and
have a warranty for that period also.
The procurement of Stryker Pro Power ambulance cots will be made as a sole source
purchase from Stryker Sales Corp. in accordance with Local Government Code Chapter
252, Subchapter B, § 252.022. General Exemptions (a) (7) (A).
Staff recommends approval.

RESOLUTION NO. 2017-058
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE FOR A SOLE
SOURCE PURCHASE OF STRYKER PRO POWER
AMBULANCE COTS AND PROVIDING AN EFFECTIVE
DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by Texas Local Government Code Chapter 252,
Subchapter B, § 252.022. General Exemptions (a)(7)(A) to purchase Stryker Pro Power
ambulance cots on a sole source basis; and
WHEREAS, The Fire Department has a need to upgrade current Stryker
ambulance cots due to age of equipment; and
WHEREAS, Stryker Sales Corp is the only vendor that can provide these
ambulance cots; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
resolution have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this resolution to be in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the sole
source purchase of Stryker Pro Power ambulance cots from Stryker Sales Corp. for an
amount not to exceed $101,879.10.
Section 3. That the City Manager or his designee is authorized to take all steps
necessary to consummate the purchase of said Stryker Pro Power ambulance cots and
warranty.
Section 4. That this resolution shall take effect from and after the date of its
passage.

FROM THE GENERAL FUND FISCAL YEAR 2017
UNAPPROPRIATED FUND BALANCE FOR A SOLE
SOURCE PURCHASE OF STRYKER PRO POWER
AMBULANCE COTS; DECLARING AN EMERGENCY AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by Texas Local Government Code Chapter 252,
Subchapter B, § 252.022. General Exemptions (a)(7)(A) to purchase Stryker Pro Power
ambulance cots on a sole source basis; and
WHEREAS, The Fire Department has a need to upgrade current Stryker

WHEREAS, funding is available from the unallocated General Fund Fiscal Year
2017 unappropriated fund balance; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this ordinance to be in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council hereby appropriates the funding.
Section 3. That the City Council hereby authorizes an amount of $101,879.10
to be appropriated; and
Section 4. That the City Manager or his designee is authorized to take all steps
necessary to consummate the purchase of said Stryker Pro Power ambulance cots and
warranty.
Section 5. That this ordinance shall take effect from and after the date of its
passage.
