The City of Grapevine Parks & Recreation Advisory Board met June 15, 2017 at 6:00
p.m. in The REC of Grapevine Administration Conference Room, 1175 Municipal Way,
Grapevine, Texas with the following members present, to -wit:

The meeting was called to order at 5:58 p.m.
A moment of silence was observed.

Approval of Minutes
A motion was made by John Dalri and seconded by Debra Tridico to approve the May
18, 2017 minutes. Motion passed 7-0
Ayes — Ray Harris, Roy Robertson, Larry Francis, John Dalri, Debra Tridico, Christian
Ross and Dave Buhr.
Nays— None
Absent — Krystyna Plut and Terry Musar
Citizen Comments
Martha Thomas, resident on Old Mill Run, concerned with increasing incidences with
dogs off leash, family member was attacked by another dog; growing concern, asking
for increased awareness, enforcement, education and fines.
New Business
Animal Services- Consider approval of Animal Services Ordinance recommendation -
Is the expectation accurate that users are vaccinated against rabies?
• Is City-wide registration a reasonable method by which to gain
compliance for rabies vaccination?
Ray Harris motions that this board approves moving forward through the process to
determine best actions to achieve the recommendations presented by the Animal
Services Canine Safety presentation and to present those actions to Council. Christian
Ross Seconded. Motion passed 7-0

Presentation
Kevin Mitchell, PARD director, presented the 2016 Annual Report.
Assistant Chief of Police, Mike Hamlin and Animal Services Supervisor, Kristina
Valentine presented
• Change to Chapter 6 Code of Ordinance
Safety to users: rabies vaccination- how to know if exposure occurs =
register dog or cats. Is city-wide registration a reasonable method by
which to gain compliance for rabies vaccination? Rabies vaccination is
required by State Law.
Proposed City Ordinance: Each dog or cat maintained in the City shall be
registered annually. Registration will be in the form of microchipping.
PARD Informational Items (No Action Taken)
Athletics, Kevin Mitchell reported on the following:
GBS All-Star tournaments, Travel Sports preparing for World Series tournaments, Mid -
South Regional Pickleball Tournament in May 2018.
Capital Projects, Kristi Hayward reported on the following:
Expanding the educational programming at the Botanical Gardens, SH114 Landscape
Enhancement Phase II.
Lake Parks/Events, Kevin Mitchell reported on the following:
Heroes 5K, McPherson boat ramp, Vineyard Campground
Parks Maintenance, Kevin Mitchell reported on the following:
Public Safety Building landscaping, Oak Grove playground, Vineyards Campground
irrigation.
Recreation, Kevin Mitchell reported on the following:
The REC partnering with Goodwill, Goat Yoga, Swim meet, World's largest swim meet,
North Texas Guard Games.

.Volunteerism, Kevin Mitchell reported on the following:
Keep Texas Beautiful annual conference.
Life Jacket program is going well asked by David Buhr
Miscellaneous Board Items (No action taken)
GCISD Report – Jorge Rodriguez reported on the following:
Post -Secondary report for Class of 2016 which covered college enrollment, college
readiness indicators, top colleges for GCISD Graduates.
GHS Report – Tatum Tellin reported on the following:
GCISD Baseball Team placed second, school is out.
LGRAW Day, June 20,2017 Proclamation will be made by Mayor Tate during the June
20 Council Meeting.

Motion was made by Larry Francis and seconded by Debra to adjourn the meeting.
Motion passed 7-0.
