CITY OF GRAPEVINE
The Board of Commissioners of the Grapevine Housing Authority met in Regular Session on this
the 18th day of December, 2000 at 8:30 a.m. in the P&Z Conference Room, City of Grapevine City
Hall, with the following members present to -wit:
Marian Nicastro Chair
Lloyd O. Latta, Jr. Vice -Chair
L. E. Holmes Commissioner

Constituting a quorum, with the following also present:

CALL TO ORDER
Chair Marian Nicastro called the meeting to order at 8:30 a.m.
REPORT OF THE SECRETARY
Item 1. Rent Delinquency and Information Sheet
The Secretary reported to the Board on the rent delinquencies, number of empty units and
statistical information on the waiting list for Public Housing from December 1 through December
18, 2000. Also reported was statistical information for the Section 8 Program including number of
Voucher/Certificate leased up, cost per voucher and number of applicants on waiting list for the
same period.
Item 2. Year End Preparation
Preparation for the close of this fiscal year is underway. Information is being compiled for Miller &
Associates as well as HUD.
Item 3. Progress Report On Office Renovation
The Olshan Foundation Repairs Company was unable to schedule the project until after the first
of the year. The Executive Director requested the foundation work not to start until after rents are
collected by January 10, 2001. A firm date will be set by the end of December in order to make
arrangements for relocation of the office during the repair work.
The office will relocate to the Senior Activity Center for the duration of the foundation work. The
office will make arrangements to forward the phones to the Senior Activity Center.
Item 4. Progress Report on Security Fence
The Secretary reported that the fence committee met with Doug Arendt and Kevin Mitchell from
the Parks Department regarding the security fence. Various types of fencing were discussed

including wrought iron, concrete and tubular steel. The tubular steel fences are used around
some of the pools in the City and would provide the security needed.
It was also reported that the existing shrub and small trees currently existing along Northwest
Highway are scheduled to be removed on Saturday, December 19, 2000 in preparation for the
project.
NEW BUSINESS
Item 1. Discussion of Request to Close the Waiting Lists for Six Months
The GHA Staff requested that the waiting lists for both Public Housing and Section 8 be closed
from January 1 through June 1, 2001. The waiting lists were closed last year for the same period.
This gives the staff the opportunity to manage the waiting list more effectively.
Commissioner Latta, seconded by Commissioner Robbins motion to close the waiting lists for a
six months starting January 1 and reopen on June 1, 2001. The motion prevailed by the following
votes:
Ayes: Nicastro, Latta, Holmes, Robbins
Nayes: None
Absent: Waite
Item 2. Presentation of Fair Housing by Matthew Boyle
Matthew Boyle gave a presentation on the Fair Housing Laws for the new members of the Board
of Commissioners.
ADJOURNMENT
Commissioner Holmes, seconded by Commissioner Latta, offered a motion to adjourn the
meeting at 10:30 a.m. The Motion prevailed by the following vote:
Ayes: Nicastro, Latta, Holmes, Robbins, Waite
Nayes: None
Absent: None
