The Board of Commissioners of the Grapevine Housing Authority met in Regular
Session on this the 26th day of March, 2002 in the Conference Room of Grapevine
Housing Authority with the following members present to wit:
Marian Nicastro Chair
Lloyd Latta, Jr. Vice Chair
Linda Robbins Finance Officer
Doris Waite Commissioner
Constituting a quorum, with the following present:

CALL TO ORDER
Chair Marian Nicastro called the meeting to order at 4:00 p.m.
REPORT OF THE SECRETARY (INFORMATIONAL ONLY)
Item #1 Rent Delinquency and Information Sheet
The Secretary reported to the Board of Commissioners on the rent delinquencies, number
of empty units, and statistical information on the waiting list for Public Housing from
2/25/2002 to 3/25/2002. There were zero delinquent rents in Public Housing. The
Secretary reported that there were 156 work orders issued with 148 completed to date
from 1/1/2002. Also reported was the statistical information for the Section 8 Program,
including 79 vouchers being leased up, two vouchers have been issued to prospective
clients, number of applicants on the waiting list, and the Portability and Receipts report.

Item #2 Operations
a. Replacement of Railings.
The REAC inspections conducted in December listed several back railings on the
units on Starr Place that were rusted out. These railings have been replaced under
ADA requirements from Capital Funding at a cost of $1500.00 per railing.
Porch posts will be replaced on Starnes Street. Handrails have been added to
porches where there is substantial drops from the edge of the porch to the ground.
NEW BUSINESS
Item #1 Consideration and approval of Minutes for Board Meeting held February 22,
2002 and take any necessary action.
Vice Chair Latta made a motion to accept the minutes as presented.
Commissioner Robbins seconded the motion.
Ayes: Nicastro, Latta, Robbins, and Waite
Nayes: None
Absent: Commissioner Holmes
Motion passed.
Item #2 Discussion regarding Lead Base Paint Inspections
The Secretary reported to the Board of Commissioners on the results of the lead base
paint inspections performed on nine (9) family units on Starnes Street on March 4-6,
2002. There was no lead base paint found on the inside of the family units. Lead base
paint was found in the eaves on the outside of the unit, approximately fifteen (15) layers
down. Based on the inspections conducted by Lead Inspection Group, HUD
requirements will be met as long as the units are maintained. No chipping/peeling paint
or rotten wood was found. These units will be checked for the next two (2) years and
then two (2) years later.
No action taken.
Item #3 Report from Doris Waite on Senior Advisory Board meeting held on 3/1/2002.
The regular meeting for March 1, 2002 was not held.
No action taken.

Item #4 Report from the Resident Advisory meeting held
No action taken.

Vice Chair Latta made a motion to adjourn the meeting.
Commissioner Robbins seconded the motion.

Motion passed.
