HomeMy WebLinkAbout2002-11-20 Regular MeetingState of Texas County of Tarrant City of Grapevine The Board of Commissioners of the Grapevine Housing Authority met in Regular Session on this the 20`h day of November, 2002 in the Conference Room of Grapevine Housing Authority with the following members present to wit: Marian Nicastro Chair Lewis Holmes Vice Chair Cathy Martin Commissioner Doris Waite Commissioner Constituting a quorum, with the following present: Debra Wells Secretary Bill Gaither City Adm. Director Sharron Spencer City Council Liaison Lorna Gibson City of Grapevine Public Works Steve Gilbreath City of Grapevine Public Works GHA Staff CALL TO ORDER Chair Nicastro called the meeting to order at 4:00 p.m. REPORT OF THE SECRETARY (INFORMATION ONLY) Item #1 Rent Delinquency and Information Sheet. The Secretary reported to the Board of Commissioners the rent delinquencies, number of empty units, and statistical information on the waiting list for Public Housing from October 22, 2002 through November 18, 2002. Statistics for the Voucher Program were reported with seventy-nine (79) vouchers leased up. Letters have gone out for the two un -used vouchers. There are one hundred and forty one (141) Grapevine residents on the waiting lists. There was a discussion regarding Voucher tenant #35 and the unpaid balance of his re- payment agreement. The Secretary will contact the City Attorney's office regarding this matter and report back to the Board of Commissioners. The suggestion was made that the Board of Commissioners work on a policy outlining the payment standards for all repayment agreements. Also reported were the Portability payments and billings. Item #2 Capital Funds Update. The Secretary presented a report on the Capital Funds budget. Item #3 Operations: PHAS Score The 2001 PHAS Score was presented to the Board of Commissioners. Grapevine Housing Authority scored as a High Performer. There was discussion regarding the Smoke Detector violation. Residents are instructed to contact the office whenever a battery needs to be replaced. Batteries are removed for use in radios, etc. The Board suggested that a fine be implemented for removing batteries from a smoke alarm. NEW BUSINESS Item #1 Consideration of Minutes for Board Meeting held October 21, 2002 and take any necessary action. Commissioner Martin made a motion to accept the minutes as read. Vice Chairman Holmes seconded the motion. Ayes: Nicastro, Holmes, Martin, and Waite Nayes: None Absent: Commissioner Robbins Motion passed. Item #2 Consideration of presentation by the City of Grapevine Public Works Department concerning the Church Street Construction Project. Lorna Gibson and Steve Gilbreath presented a report to the Board of Commissioners on the progress of the Church Street Construction Project. No action taken. Item #3 Consideration and discussion of planning scheduled Board Meeting days and take any necessary action. The next Board of Commissioners meeting will take place on Tuesday, the 10th day of December 2002. The regularly scheduled Board Meetings for 2003 will be held on the fourth Thursday of each month at 4:00 p.m. with the exception to months where there are holidays or other unplanned interruptions. Item #4 Resident Advisory Board will meet on November 21, 2002 with Roger Stewart from the Grapevine Fire Department presenting the program. Notification only, no action taken. Vice Chair Holmes made a motion to adjourn the meeting. Commissioner Martin seconded the motion. Ayes: Nicastro, Holmes, Martin, & Waite Nayes: None Absent: Robbins Motion passed.
