The Board of Commissioners of the Grapevine Housing Authority met for a Public
Hearing and in Regular Session on this the 04th day of December, 2003 in the
Conference Room of Grapevine Housing Authority, with the following members present
to wit:
Marian Nicastro Chair
Louis Holmes Vice Chair
Linda Robbins Financial Officer
Cathy Martin Commissioner
Constituting a quorum, with the following also present:
Debra Wells
Bill Gaither

Chair Marian Nicastro called the meeting to order at 4:03 p.m.
Report of the Secretary
Item #1 Rent Delinquency and Information Sheet
The Secretary reported to the Board on the rent delinquencies, number of empty units,
work orders and statistical information for of the waiting list for Public Housing from
November 4, 2003 to December 1, 2003. Also reported was the statistical information
for the Section 8 Program including number of Voucher leased up, cost per voucher,
number of applications on the waiting list, and the Portability and Receipts report.
Item #2 Capital Funds Report
The Board was presented with a copy of the monthly Capital Funds Report.
Item #3 Update on Landscaping & Irrigation
A progress report was given on the status of the landscaping and irrigation project.
Item #4 PHA 2004 Plan Approval
It was reported to the Board that HUD has approved the 2004 Annual Plan.

Item #1 Consideration of Minutes for Board Meeting held November 06, 2003

Commissioner Martin made a motion to accept the minutes as presented.
Commissioner Holmes seconded the motion.
Ayes: Nicastro, Holmes, Robbins & Martin

Absent: Waite
Item #2 Consideration and discussion of hiring Cameron Alread Architect, Inc. to
provide services for writing roof specifications, bidding the iob, performing
inspections and all required duties to assure compliance with HUD
procurement requirements; and take any necessary action.
Due to the complexity of writing specifications and because of the requirements related
to a job of this size it was recommended that an architect be hired to perform all duties
related to the roofing project. The firm of Cameron Alread Architect, Inc. was
recommended by several housing authority directors. Cameron Alread Architect, Inc.
charges a fee of approximately 10 percent of the contract. The insurance company has
agreed to reimburse up to 8 percent of the contract cost and Cameron Alread has been
notified of the insurance company's decision.
Commissioner Holmes made a motion to go forward with hiring Cameron Alread
Architect, Inc. to perform the services of writing roof specifications, bidding the job,
performing inspections and all required duties to assure compliance with HUD
procurement requirements. Commissioner Robbins seconded the motion.

ADJOURNMENT
Commissioner Holmes made a motion the meeting be adjourned. Commissioner
Robbins seconded the motion.

Motion passed. Meeting adjourned at 4:28 p.m.
