HomeMy WebLinkAbout2008-07-17 Regular Meeting amendedState of Texas County of Tarrant City of Grapevine The Board of Commissioners of the Grapevine Housing Authority met in Regular Session on this the 17th day of July, 2008 in the Conference Room of Grapevine Housing Authority, with the following members present to wit: Cathy Martin Chair Jane Everett Commissioner B.J. Martin Commissioner Joetta King Commissioner Terri Rushing Resident Commissioner Constituting a quorum, with the following also present: Debra Wells Executive Director Sharron Spencer City Council Liaison CALL TO ORDER Chair Cathy Martin called the meeting to order at 4:30 p.m. REPORT OF THE EXECUTIVE DIRECTOR (INFORMATIONAL ONLY) Item #1. Rent Delinquency and Information Sheet The Executive Director reported to the Board on the rent delinquencies, number of empty units, work orders and statistical information for the waiting list for Public Housing from April 19, 2008 through July 11, 2008. Also reported was the statistical information for the Section 8 Program including number of Vouchers leased up, cost per voucher, number of applications on the waiting list, and the Portability and Receipts report. Portability accounts receivables aging report included. Item #2. Capital Funds Report The Board was presented with a copy of the monthly Capital Funds Report. NEW BUSINESS Item #1 Consideration of the minutes for the Board Meeting held May 22, 2008 Commissioner B.J. Martin made a motion to accept the minutes as presented. Commissioner Everett seconded the motion. Ayes: Martin, Everett, Martin, King & Rushing Nayes: None Absent: None 1 Item #2 Consideration and approval of Audit Proposal from Elizabeth Spencer, CPA The Board was presented with the results of three proposals received for audit services for the fiscal year ending December 31, 2007. The bid from Elizabeth Spencer, CPA was found to be the most acceptable bid. Commissioner Rushing made a motion to accept the bid from Elizabeth Spencer, CPA for auditing services for fiscal year December 31, 2007. Commissioner Everett seconded the motion. Ayes: Martin, Everett, Martin, King & Rushing Nayes: None Absent: None Item #3 Discussion and consideration of installing a fence to stop the public from cutting through W. Worth Street to gain access to the park. The Board was informed on the current problem with homeless people cutting through housing property to access the Botanical Gardens located at the back of housing property. Residents have complained of people knocking on windows, loitering outside windows at night and kicking back doors. A proposal to have an ornamental iron fence installed that would connect to existing fencing was presented. The fence would block access through housing property and should eliminate the current problems. Commissioner BJ Martin made a motion to pursue getting proposals for ornamental iron fencing in accordance to the Procurement Policy. Commissioner Rushing seconded the motion. Ayes: Martin, Everett, Martin, King & Rushing Nayes: None Absent: None Item #4 Report from the Resident Advisory Board meeting held June 6, 2008 Minutes from the meeting were provided to the Board. No action taken. 2 ADJOURNMENT Commissioner Everett made a motion the meeting be adjourned. Commissioner BJ Martin seconded the motion. Ayes: Martin, Everett, Martin, King & Rushing Nayes: None Absent: None Motion passed.
