The Board of Commissioners of the Grapevine Housing Authority met in Regular
Session on this the 17th day of May 2012 in the Conference Room of Grapevine
Housing Authority, with the following members present to wit:
Jane Everett Chair
Joetta King Commissioner
Karen Rice Commissioner
Doris Waite Resident Commissioner
Constituting a quorum, with the following also present:
Debra Wells Executive Director
CALL TO ORDER
Jane Everett called the meeting to order at 4:30 p.m.
CITIZEN COMMENTS
REPORT OF THE EXECUTIVE DIRECTOR (INFORMATIONAL ONLY)
Item #1. Rent Delinquency and Information Sheet
The Executive Director reported to the Board on the rent delinquencies, number
of empty units, work orders and statistical information for the waiting list for
Public Housing from May 01 through May 11, 2012. Also reported was the
statistical information for the Section 8 Voucher Program including number of
Vouchers leased up, cost per voucher, number of applications on the waiting list,
and the Portability and Receipts report. Portability accounts receivables aging
report included.
Item #2 Capital Funds Report and work in progress
The Board was provided with the monthly Capital Funds Report including on
going projects.
Item #3 Report of Public Housing and Section 8 activity and issues
The Board was provided with a report of activity and issues during the month of
May 2012.

Item #4 Section 8 HCV designation of High Perform
The Board was provided with a letter from HUD designating us as a High
Performer with a performance score of 100 under the Section Eight Management
Assessment Program.
Item #5 Report on Opening of Public Housing Waiting List
The Board was updated on the results of the on-line opening of the Public
Housing waiting list. They were informed that 510 applications were taken. It
was reported that there was an issue with the preferences not displaying for the
applicants to make their selection. The software company provided a form letter
and postage to correct the issue. Overall taking applications on-line proved to be
much easier on the staff and applicants.
NEW BUSINESS
Item #1 Consideration of minutes from the April 26, 2012 meeting
Commissioner King moved to accept the minutes as presented. Commissioner
Rice seconded.

Item #2 Consideration and discussion of annual tree pruning contract from
Preservation Tree
The annual tree pruning contract was provided to Commissioner King for review
prior to presenting it to the Board. Commissioner King stated that she looked
over the contract but was unable to walk the property; however she was
comfortable with the work presented by Preservation Tree.
Commissioner King moved to accept the annual tree pruning contract with
Preservation Tree. Commissioner Rice seconded.

Item #3 Consideration and discussion of the annual contract for ant, weed
and fertilizer program
The Board was presented with two proposals for weed, fertilizer and ant control
along with information from the Tarrant County Extension Department. It was
determined that The Lawn Firm, Inc. was the best offer for the two applications of
weed control and fertilizer; and an annual treatment of ant control.
Commissioner Rice moved to accept the proposal from The Lawn Firm, Inc. for
two applications a year for weed and fertilizer along with annual application of ant
control. Commissioner Waite seconded.

Item #4 Discussion of the Flat Rent Study Outcome report prepared by
Data Reporting Enterprises
The Board was presented with a Flat Rent Study Outcome report that was
prepared by Data Reporting Enterprises. The report indicated that the rents
should be increased by $50 across the board. The study compared our housing
units to comparable apartments in Grapevine. It was recommended that the
increases go into effect on January 1, 2013 to give the residents plenty of notice
of the increases.
Commissioner King moved to increase the flat rents by $50 for each bedroom
size effective on January 1, 2013. Commissioner Rice seconded.

Commissioner King moved the meeting be adjourned. Commissioner Waite
seconded.

Motion passed. Meeting adjourned at 5:03 p.m.
