The Historic Preservation Commission for the City of Grapevine, Texas met in Public
Hearing on Wednesday, June 28, 2017, at 6:00 p.m. in the Grapevine City Hall, 2nd
Floor Council Chambers, 200 South Main Street, Grapevine, Texas, with the following
members present to wit:

The above commissioners constituted a quorum with Commissioners Margaret Telford
and Chuck Voelker absent.

CALL TO ORDER AND WELCOME
Chairman Sean Shope called the meeting to order at 6 p.m.; he welcomed all and gave
thanks for the upcoming Fourth of July holiday celebration of our country, Grapevine's
work, and the "Summer Blast" programs provided for residents and visitors.
CITIZEN COMMENTS
There were no citizen comments.
Any person who is not scheduled on the agenda may address the Historic Preservation
Commission under Citizen Comments by completing a Citizen Appearance Request
form. In accordance with the Texas Open Meetings Act, the Commission is restricted in
discussing or taking action during Citizen Comments.

PUBLIC HEARING
Chairman Shope opened the Public Hearing for#HL17-03 for the property located
at 330 South Church Street, legally described as Block 11, Lot 1 C(S50'1), Grapevine,
City of, Grapevine, Texas and take any necessary action.
Chairman Shope called on David Klempin to present the case.
BACKGROUND
On May 25, 2017, the applicant, Mohammad Ebahimi of Evergreen Custom Homes
submitted, an application for Historic Landmark Overlay #HL17-03, for property located
at 330 South Church Street, City of Grapevine. The house was built in 1946 for its first
owner, N. A. Cummings. The house is asymmetrical in plan and is comprised of two
intersecting gable masses forming a T shape. The small minimal traditional house was
expanded through the years and now contains 892 square feet of living space. The
original outdoor porch was enclosed to create a foyer; the rear porch was enclosed also.
The house is now square in plan. There is a one-car detached garage located to the rear
of the property. The house with its additions and the garage have deteriorated with failed
foundations.
According to the historic tax records, this property was purchased by N. A. Cummings in
1946. The historic 1948 aerial map, shows the house with a room addition to the
original structure. The property had many owners through the years. In 1990, it was
sold to Wayne Hoover, a retired Braniff pilot, who moved to Grapevine in 1971 . The
property is adjacent to, and north of, the property once owned by John Nash, the only
son of Thomas Jefferson and Elizabeth Mouser Nash who owned Nash Farm. John
Nash and Nannie Hall Nash were married in 1881 and resided at 342 S. Church Street.

Their descendants lived there until 1968. The John Nash home site is now occupied by
the Grapevine Housing Authority development.
RECOMMENDATION
Staff recommended approval of the Historic Overlay #HL17-03 to record the history of
the property and to allow the Historic Preservation Commission to have input in the
future development of the property. A set of the proposed Design Guidelines for the
property are attached.
Chairman Shope called for any questions or discussion, there were no questions or
comments.
Vick Cox made the motion to close the public hearing for #HL17-03; Eric Gilliland
seconded the motion which prevailed in the following vote:
Ayes: 6 (Shope, Derr, Anderson, Cox, Ware and Gilliland)
Nays: None
Absent: 2 (Telford and Voelker)

PUBLIC HEARING
Chairman Shope opened the Public Hearing for #CA17-67 for the property located at
330 Church Street, legally described as Block 11, Lot 1 C(S50'1), Grapevine, City of,
Grapevine, Texas.
BACKGROUND
Certificate of Appropriateness application #CA17-67 was submitted on May 25, 2017 by
the applicant, Scott Buchanan of Buchanan Design Studio, for demolition of the existing
house and the construction of a new 1 1/2 story house and a detached garage. The
existing house and the detached one-car garage have failed foundations and have
deteriorated. A letter of hardship and photos of existing conditions were attached in the
agenda packet.
The proposed plans for the new house and garage were developed by Scott Buchanan
following the June 2013-23 Preservation Ordinance and Design Guidelines established
for the property. The house contains 2,405 square feet of climate controlled living area

including living room, dining room, kitchen, three bedrooms, three bathrooms and a
detached garage of 495 square feet. The total living area is 2,405 square feet within the
3,400 maximum square feet established per the Preservation Ordinance and the garage
within the 500 square feet maximum. The covered front porch of 103 square feet does
not count against the maximum living area square feet. The property lot size is 6,480
square feet with building coverage of 35 percent.
RECOMMENDATION
Staff recommends the Historic Preservation Commission approve with conditions
Certificate of Appropriateness #CA17-67 for the property located at 330 South Church
Street, legally described as Block 11, Lot 1 C(55'1), City of Grapevine, to the Grapevine
Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances),
as amended for the following items:
1. The demolition of the existing house and the construction of a new 1 Y2 story
period style house with a detached two-car garage, as per the attached plans;
2. with the condition Historic Landmark Overlay #HL17-03 be approved for the
property; and
3. all exterior materials, finishes, paint colors, doors and hardware, windows and
exterior light fixtures are required to be approved on a separate Certificate(s) of
Appropriateness.
Chairman Shope asked the applicant for comments; Vice Chairman Lee Derr
questioned the setback minimum of 25 feet from the rear property line, if the proposed
house could be moved back some. Staff explained the side or rear of the structure will
not be seen, and it also drops in the rear of the lot. Commissioner Vick Cox asked for
confirmation of there was nothing left to work with, similar to 713 East Texas where the
studs had been chopped; staff confirmed saying the insufficient structure and
deteriorated condition had left nothing to work with.
Ashley Anderson made the motion to close the public hearing for #CA17-67; Vick Cox
seconded the motion which prevailed in the following vote:
Ayes: 6 (Shope, Derr, Anderson, Cox, Ware and Gilliland)
Nays: None
Absent: 2 (Telford and Voelker)
Ashley Anderson made the motion to approve #CA17-67 as presented and the
conditions as noted; Ted Ware seconded the motion which prevailed in the following
vote:

Chairman Shope reminded all of the upcoming Nash Farm Ice Cream Social on
Saturday, July 15, 2017.
