TRIPLETT JR, PLANNER II SUBJECT: BOARD OF ZONING ADJUSTMENT CASE #BZA17-06 518 ESTILL STREET Staff recommends the Board of Zoning Adjustment approve the following variances to the Grapevine Comprehensive Zoning Ordinance 82-73 for property located at 518 Estill Street, platted as Lot 6, Block 102, College Heights Addition as follows: Section 15.F.2., "R-7.5" Single Family District, Density Requirements, requires a minimum lot area of 7,500 square feet. The applicant is requesting a variance of 500 -square feet and if approved by the Board, would allow a lot area of 7,000 square feet for an existing lot. SPECIAL CONDITION: Staff finds that special conditions exist for the requested variances. Specifically, the subject lot was originally platted in 1921 predating the City's first zoning ordinance adopted in 1955. Developed and platted property exist adjacent to the subject site along the east and west property lines eliminating the possibility to expand the site to meet the area and width requirements. The applicant intends to move the existing home to the rear of lot, converting the former dwelling into a 550 -square foot detached garage and build a new 1 1/2 story 2,925 square foot dwelling which includes living area, porch and patio on the subject site. On May 24, 2017, the Historic Preservation Commission approved Certificate of Appropriateness CA17-53 on the subject site.
