HomeMy WebLinkAboutItem 12 - Aerial Crossing Big Bear Creek MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: JULY 18, 2017 SUBJECT: EMERGENCY REPAIRS TO AERIAL SANITARY SEWER CROSSING BIG BEAR CREEK RESOLUTION APPROVING CONTRACT AND ADOPT APPROPRIATION ORDINANCE RECOMMENDATION City Council consider adopting a resolution declaring an emergency and ratifying the City Staff's contracting with Brinkley & Barfield, Inc., Wright Construction Company, and HVJ Associates Geotechnical Services, appropriate funding by ordinance in an amount not to exceed $150,000 for emergency design and repairs to aerial sanitary sewer crossing over Big Bear Creek, authorize the City Manager or his designee to execute said contracts and take any necessary action. FUNDING: Funds will be available in the un-appropriated Utility Fund Balance upon approval of the attached appropriation ordinance. BACKGROUND: On the morning of Monday, June 19, Utilities Staff discovered that a 33 year old aerial sanitary sewer crossing over Big Bear Creek, north of Western Oaks Drive, had been washed away during an intense rain event. Because it was an emergency, City staff immediately mobilized to set up a bypass pumping operation in Western Oaks Drive to another sanitary sewer line, which required closure of two lanes of Western Oaks Drive. Two way traffic along Western Oaks Drive continues. Staff initiated the necessary contracts to make repairs that could not be done internally by Staff. The following have been completed or are in process: • Brinkley & Barfield has developed a preliminary design awaiting geotechnical data to finalize pier depths. • Wright Construction will remove existing damaged piers, pipe and construct a temporary access road from the north to the south side of the creek. The pier driller will access site once final design is completed. • Wright Construction will install and connect new crossing after piers and cap are placed and cured. • A proposal from GWC Engineering will be presented at a future Council meeting to provide design of creek stabilization protection of the north and south bank for the newly placed piers. It was important to begin the planning and design process for the repair of the aerial crossing over Big Bear Creek and re-establish this gravity main as quickly as possible. The recent rains have slowed the progress to get necessary geotechnical data, but staff anticipates having Wright Construction and the pier driller in place the week of July 24. Wright Construction Company has the heavy equipment and experienced crews to respond to these types of emergencies and provide us a very valuable resource during these times. Staff recommends approval. SD/JR RESOLUTION NO. 2017-063 A RESOLUTION OF THE CITY OF GRAPEVINE CITY COUNCIL FINDING AND DECLARING AN EMERGENCY TO PERFORM THE NECESSARY REPAIR CONSTRUCTION WORK TO THE BEAR CREEK SANITARY SEWER AERIAL CROSSING; AUTHORIZING EXPENDITURES FOR THE PERFORMANCE OF SAID WORK; RATIFYING CITY STAFF'S AWARDING OF CONTRACT FOR SAID WORK AND DECLARING AN EFFECTIVE DATE WHEREAS, on the morning of June 19, 2017, the City Staff discovered that a 33 year old aerial sanitary sewer crossing that serves portions of south Grapevine had been washed away after a morning rain event; and WHEREAS, said aerial crossing was located in the Big Bear Creek watershed, a tributary of the Elm Fork of the Trinity River; and WHEREAS, said damaged crossing resulted in the uncontrolled discharge of untreated wastewater; and WHEREAS, City staff mobilized its field crews and equipment to bypass pump the untreated wastewater to an adjacent sanitary sewer main served by another aerial crossing in Big Bear Creek; and WHEREAS, City staff concluded that additional personnel experienced in the type of repair needed for this replacement with equipment of sufficient size and numbers were needed from an outside source; and WHEREAS, City staff contacted Wright Construction Company for this specialized repair work and Wright Construction Company was able to begin mobilizing forces in response to planning efforts to the City's request in a prompt manner; and WHEREAS, City staff contacted Brinkley and Barfield, Inc. for the planning, response, and design of a new crossing to include casing pipe to span the creek where no piers would be within the Big Bear Creek bed; and WHEREAS, City staff contacted HVJ Associates for the specialized work to perform necessary coring of the soil to allow the engineer to finalize depth of the piers; and WHEREAS, the prompt responses and planning of Wright Construction, Brinkley and Barfield, Inc. and HJV Associates have resulted in a significant reduction in the time to plan and complete the repair; and WHEREAS, this emergency obligated the City to complete the repair work in the most efficient manner possible; and WHEREAS, the City Council deems the adoption of this resolution to be in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. The City Council finds and concludes that an emergency existed that required the immediate appropriation of funds to preserve the property of the City, to protect the public health and safety of the City's residents and to preserve the safety of the City and its citizens; and, Section 3. The City Council finds and concludes that the citizens are best served by the City completing the repair work through a contract with Wright Construction Company, and for the retention of related professional services, without the necessity of accepting additional competitive bids pursuant to Chapter 252, Texas Local Government Code. Section 4. The City Council approves and ratifies the City Staff's decision to contract with Wright Construction Company for emergency repair work on the Big Bear Creek aerial crossing. The City Council further approves and ratifies the City Staff's decision to contract Brinkley & Barfield, Inc. and HVJ Associates for professional services related to the emergency repair work on the Big Bear Creek aerial crossing. These approvals are deemed necessary as a result of unforeseen damage to the aerial crossing and the need to preserve and protect the public health and safety of the City's residents. Section 5. That the City Manager, or his designee, is authorized and directed to enter into agreements for the repair work with each designated company in a total amount not to exceed $150,000.00. Section 6. Boyle, Jr. City Attorney Resolution No. 2017-063 3 1 ■ ORDINANCE NO. 2017-042 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS; APPROPRIATING $150,000.00 FROM THE UNAPPROPRIATED UTILITY FUND BALANCE FOR DESIGN AND REPAIRS TO THE AERIAL SANITARY SEWER CROSSING OVER BIG BEAR CREEK; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City supports the design and repairs to the aerial sanitary sewer crossing over Big Bear Creek with Brinkley and Barfield, Inc., Wright Construction Company, and HVJ Associates Geotechnical Services; and WHEREAS, funding of$150,000.00 is available in the unappropriated Utility Fund; and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this ordinance is in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated herein above are true and correct and are incorporated herein by reference, as if copied in their entirety. Section 2. That the City Council hereby approves the use of funds from the Utility Fund. Section 3. That the City Council hereby authorizes the appropriation of $150,000.00 from the available Utility Fund Balance. Section 4. The fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the public creates an emergency which requires that this ordinance become effective from and after the date of its passage, and it is accordingly so ordained. Section 5. That this ordinance shall take effect immediately upon passage by the City Council of the City of Grapevine, Texas.
