SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
MOBILE RADIOS
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of nine mobile radios for
the Police Department from Motorola Solutions.
FUNDING SOURCE:
Funding for this purchase is currently available in accounts 113-42281-209-06 (Apparatus
and Tools) for a total amount not to exceed $41 ,211 .00.
BACKGROUND:
These nine mobile radios will replace older radios used by Police Officers while operating
in the field. The older radios being replaced are at end of life as determined by the
manufacturer and will no longer be supported after December 2019. This purchase will
replace approximately 10% of the Police Department's mobile radios that are nearing the
end of their life cycle. Funds used to purchase these radios will be reimbursed by Tarrant
County 911.
This purchase will be made in accordance with an existing interlocal agreement with
Houston-Galveston Area Council (H-GAC) as allowed by Texas Local Government Code,
Chapter 271 and Texas Government Code, Chapter 791 .
Bids were taken by the Cooperative and a contract was awarded to Motorola Solutions.
The Police Department staff and Purchasing reviewed the contract for departmental
specification compliance and pricing and determined that the contract would provide the
best product and pricing for meeting the needs of the City.
Staff recommends approval.

RESOLUTION NO. 2017-068
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE
MOBILE RADIOS FOR THE POLICE DEPARTMENT
THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT
AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Chapter 271
and Texas Government Code, Chapter 791 to enter into an interlocal agreement with
other qualified agencies in the State of Texas; and
WHEREAS, the Houston-Galveston Area Council (H-GAC), a regional planning
commission, is a qualified purchasing cooperative program as authorized by Texas Local
Government Code, Chapter 271 and Texas Government Code, Chapter 791; and
WHEREAS, the City of Grapevine, Texas has established an interlocal agreement
with H-GAC and wishes to utilize established contracts meeting all State of Texas bidding
requirements; and
WHEREAS, H-GAC has established a contract with Motorola Solutions under
contract no. RA05-15, Radio Communication, Emergency Response and Mobile
Interoperability Equipment; and
WHEREAS, the City of Grapevine, Texas has a need to replace nine radio units
within the Police Department; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
resolution have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this resolution to be in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the
purchase of said mobile radios for the Police Department from Motorola Solutions through
an interlocal agreement with H-GAC for an amount not to exceed $41 ,211.00.
Section 3. That the City Manager or his designee is authorized to take all steps
necessary to consummate the purchase of mobile radios for the Police Department.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 18th day of July, 2017.
