SUBJECT: APPROVAL FOR THE AWARD OF AN ANNUAL CONTRACT
FOR RFB 452-2017 FOR PARD MAGAZINE PRINT SERVICES
RECOMMENDATION:
City Council to consider approval for the award of RFB 452-2017 annual contract to JG
Media dba Community Impact News for PARD Magazine print and distribution services.
FUNDING SOURCE:
Funding for this purchase is currently available in account 100-44565-312-7 (Advertising,
Publications & Subscriptions) for an annual estimated amount of $97,920.00.
BACKGROUND:
The purpose of this contract is to establish an annual contract with four optional, one year
renewals to assist in design, layout, production and distribution of the Parks and
Recreation Department's activity magazine with three editions annually.
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter B,
Section 252.021(a) and Section 252.041(a). The bid was advertised in the Fort Worth Star
Telegram on June 8 and 15, 2017. There were 335 vendors electronically notified of the
bid through the eBid system. Six vendors submitted bids. The bid was opened
electronically and publicly on June 29, 2017 at 2 pm.
JG Media dba Community Impact News was the only vendor who included in their bid,
delivery of the magazine to residents. Delivery through an existing publication that is
already distributed to all residents is preferable because it's more economical than the City
mailing each issue independently. The bid for delivery submitted by Midway Press was
based on bulk delivery to The REC, not delivery to mailboxes which is incorrect.
