With the following city staff present: Matthew Boyle City Attorney, City of Grapevine Paula Newman Managing Director of Operations, Grapevine Convention & Visitors Bureau David Klempin Historic Preservation Officer Mary Bush Historic Preservation Secretary CALL TO ORDER AND WELCOME Chairman Sean Shope called the meeting to order at 6 p.m.; he welcomed all and recognized City Council Liaison Paul Slechta and Planning & Zoning Liaison Monica Hoteling for their presence and help when called upon. Chairman Shope announced Vice Chairman R. Lee Derr had not reapplied to the commission as he and his family will be moving from Grapevine to pursue new interests. He thanked Vice Chairman Derr for his service 1998 — 2017, longest served other than the previous chairman, Burl Gilliam; he recognized him for his extremely faithful service to Grapevine's heritage, his technical knowledge and experience. Vice Chairman Derr thanked Chairman Shope and the Commission and gave thanks and appreciation for his Grapevine experience. Any person who is not scheduled on the agenda may address the Historic Preservation Commission under Citizen Comments by completing a Citizen Appearance Request form. In accordance with the Texas Open Meetings Act, the Commission is restricted in discussing or taking action during Citizen Comments. WORK SESSION Staff Approved Certificates of Appropriateness as follows: #CA17-76 for property located at 530 South Main Street; #CA17-77 for property located at 223 East College Street; #CA17-81 for property located at 613 East Texas Street. PUBLIC HEARING Chairman Shope opened the Public Hearing for#CA17-78 for the property located at 846 East Worth Street, legally described as Block 8, Lot 7, D.E. Box Addition, Grapevine, Grapevine, Texas and take any necessary action. Chairman Shope called on David Klempin to present the case. BACKGROUND Certificate of Appropriateness application #CA17-78 was submitted by the applicants, Larry and Sharon Huppert, on June 25, 2017 to paint over the exterior brick of the Historic Dorothy Bess Francesco House, built in 1955 by J. B. Daniel Homebuilders, in the D. E. Box Addition. The owners purchased this property to serve as their primary residence. When purchased, the exterior brick had been painted over in a light taupe color. The owners want to paint over the exterior brick with a different color, Sherwin Williams SW 6257 "Gibraltar" dark grey paint. Per the Design Guidelines established for the D. E. Box Addition, "brick shall not be painted". The owner was notified by staff, painting the brick is not allowed by ordinance. The owner has expressed he is aware of the requirement to maintain the original brick and not to paint it. Staff suggested the owner remove the paint from the brick and to repoint the brick as needed; this could be achieved by (a) a chemical peel paint remover or (b) by using walnut or pecan shell blasting (the shells worked well in the past to not damage the brick surface as sandblasting would). If the paint were removed, the owners would be eligible to apply for a grant from the Grapevine Township Revitalization Project (GTRP) grant program. As the house was painted before the ordinance was in place, that paint has been allowed to remain; the existing taupe paint appears to be in good condition. July 26, 2017 HPC\Minutes\2017 2 HPC 07.26.17 A site inspection at the property revealed the original brick was of a terracotta color. RECOMMENDATION Staff recommends the Historic Preservation Commission deny Certificate of Appropriateness #CA17-78 for the property located at 846 East Worth Street, legally described as Block 8, Lot 7, D. E. Box Addition, City of Grapevine, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: To paint the brick again to change the color, with the ordinance in place. Discussion followed regarding the ordinance stating specifically, brick shall not be painted; the damage paint does to the brick, and adding another coat of paint to change the color. Chairman Shope called on the homeowner applicants, Larry and Sharon Huppert, to come forward. Mr. Huppert came forward to state removing the paint would cost eight to ten thousand dollars and he had no idea what it would look like, he was concerned with deterioration, the cost could spiral. Commissioner Vick Cox addressed the applicant saying the sliver of unpainted brick showing looks similar color to the other brick homes in the D.E. Box Addition. The other commissioners agreed it was probably a red brick. Chairman Shope explained, the Commission is very serious in interpreting the ordinance. Vice Chairman Derr recommended using an out of sight, four by four feet, area to expose the natural brick to see the color and condition. Commissioner Voelker asked if the existing paint was satisfactory, Mr. Klempin said yes, this request is about a color change, not condition. Vick Cox made the motion to close the public hearing for #CA17-78; Margaret Telford seconded the motion which prevailed in the following vote: Ayes: 7 (Shope, Derr, Cox, Telford, Voelker, Ware and Gilliland) Nays: 0 (None) Absent: (Anderson) Chairman Shope called for further discussion. Commissioner Voelker questioned if this was a question of "the color" of the paint; David Klempin quoted the Secretary of Interior's direction of "no painted brick"; Commissioner Telford quoted the Historic Township ordinance saying "brick shall not be painted", and having grown up in the Township, she remembered the house as a red brick, not pink or cream. Council Liaison Paul Slechta asked Mr. Huppert if the natural color of the brick was an option or if he only wanted painted brick. Mr. Huppert came forward again to question why the brick can be touched up but not painted all over, saying at some point the whole house will need repainting; asking if it can be touched up, what is the exact July 26, 2017 HPC\Minutes\2017 3 HPC 07.26.17 percentage of touch-up allowed. Chairman Shope said staff would help and discuss with him. Chairman Shope called on Commissioner Voelker who said the question is painting, but it is not an option; he called on Ted Ware for an expert opinion, Commissioner Ware said we have complicated this with the color discussion, there may be other solutions to come later; and Commissioner Telford said they should abide by the ordinance direction of "brick shall not be painted". Commissioner Cox noted a hardship waiver, but this in his opinion, was not a hardship. Chuck Voelker made the motion to deny #CA17-78; Eric Gilliland seconded the motion which prevailed in the following vote: Ayes: 7 (Shope, Derr, Cox, Telford, Voelker, Ware and Gilliland) Nays: None Absent: (Anderson) Mr. Huppert asked if the other two requests on this application were recognized. Chairman Shope said trim paint color and windows, which met the specifications of the ordinance, could be approved by staff and need not return before the Commission. .................... PUBLIC HEARING Chairman Shope opened the Public Hearing for #CA17-80 for the property located at 403 East Worth Street, legally described as Block 34, W55'4, Grapevine, City of, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: BACKGROUND Certificate of Appropriateness application #CA17-80 was submitted on June 28, 2017 by the applicant, Josh Archer of M. J. Wright Architects, for construction of a new one story period style addition to the rear of the existing house. The renovation and addition are designed to update the 1933 Tudor Revival Goad House. The Goad House is a contributing structure in the Original Town Historic District, listed on the National Register of Historic Places in 1998 at the local level of significance in the categories of architecture, community planning and development. The district represents the town's residential growth from the late 19th century through the early 20th century. The proposed addition would contain a family room with a covered terrace opening to the rear yard; a utility room; and a master bedroom with a bath and walk-in closet. The proposed plans for the new addition were developed following the 2013-23 Preservation Ordinance and the Design Guidelines established for the property. The existing house July 26, 2017 HPC\Minutes\2017 4 HPC 07.26.17 contains 2,272 square feet of living area on the first and second floors. The proposed addition would contain 1,001 square feet, bringing the total square feet of the house to 3,373 square feet of climate controlled living space (within the maximum 3,400 square feet per the preservation ordinance). The existing covered front porch of 30 square feet and the proposed covered terrace are not to be included in the 3,400 square feet maximum. The existing garage was constructed prior to the updated ordinance and contains 539 square feet, exceeding the 500 square feet maximum by 39 square feet. The property lot size is 10,340 square feet with the proposed building coverage of 37.6% (maximum 40% coverage). Impervious coverage is 58.9% (maximum is 60%). RECOMMENDATION Staff recommends the Historic Preservation Commission approve with conditions Certificate of Appropriateness #CA17-80 for the property located at 403 East Worth Street, legally described as Block 34, W55'4, Grapevine, City of to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: to renovate the existing house and construct a new one story addition to the rear of the existing house as per the attached plans; with the conditions all exterior materials, finishes, paint colors, doors and hardware, windows and exterior light fixtures are required to be approved on a separate Certificate(s) of Appropriateness. Chairman Shope called on the applicant to speak. Josh Archer of M.J. Wright Architects thanked the commission for their consideration saying the addition had been challenging with no room from left to right on the sides of the house, therefore the addition would have to come straight off the back of the original house. Vice Chairman Lee Derr questioned the front elevation windows to the right; Mr. Archer said they were not replacing the windows with staff supporting his keeping the original six over six panel 933 windows with smaller panes true to a Tudor Revival house. Commissioner Cox asked about the change in the gable window, Mr. Archer said the existing window was a glass pane resting on the floor and must be changed to meet code requiring an operable window for egress; a fixed pane would not meet code. Margaret Telford made the motion to close the public hearing for #CA17-80; Vick Cox seconded the motion which prevailed in the following vote: Ayes: 7 (Shope, Derr, Cox, Telford, Voelker, Ware and Gilliland) Nays: None Absent: (Anderson) July 26, 2017 HPC\Minutes\2017 5 HPC 07.26.17 Chairman Shope asked the commission about the garage size at 39 square over the ordinance; the garage was built prior to the ordinance update in 2013. Commissioner Cox asked if the swimming pool would be removed, Mr. Archer said yes, the pool was in bad condition. Margaret Telford made the motion to approve #CA17-80 as presented and the conditions as noted; Chuck Voelker seconded the motion which prevailed in the following vote: Ayes: 7 (Shope, Derr, Cox, Telford, Voelker, Ware and Gilliland) Nays: None Absent: (Anderson) David Klempin noted too many variances had been a concern for the commission. Scott Williams of Development Services has directed going forward, to keep all consistent, such overages shall come from the house or storage building square feet. Commissioner Ware asked for this to be noted clearly, as needed. ....................
