STAIRS REMODEL
RECOMMENDATION:
City Council to consider approval for the award of Request for Bid 455-2017 for The REC
of Grapevine stairs remodel to JC Commercial, Inc.

FUNDING SOURCE:
Funds for this purchase are available in account 121-48840-312-00-170005 (Council
Quality of Life Fund--Buildings) in an amount not to exceed $297,777.00.
BACKGROUND:
This contract is for the removal of the original stairwell and reconstruction of a new stairwell
at The REC of Grapevine near the aquatic area. The facility has been in operation two
years, the existing stairwell is a major pinch point for the amount of members and the
number of classes hosted in the facility that need access to the second floor. Initial design
was for 12,000 members, currently The REC is at 20,000 members. The issue has been
raised by many members and has been noted in membership surveys. Replacement of
the original stairwell will provide much more room for members and class participants to
easily flow from the downstairs to the fitness room or track areas upstairs.
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter B,
Section 252.021 (a) and Section 252.041 (a). The bid advertisement was posted in the
Fort Worth Star-Telegram on June 22 and 29, 2017. RFB 455-2017 was issued through
the City eBid system with 707 invitations sent out through the eBid procurement system.
Two bids were received. The bid was opened publicly on July 18, 2017 at 2 pm.
JC Commercial, Inc. $297,777.00
Tri-North $349,970.00
Based on the evaluation of the bid by the Parks and Recreation Department and
Purchasing, it was determined that the award be made to JC Commercial, Inc. who
submitted the lowest responsive and responsible bid meeting specifications.
Staff recommends approval.
